About this file

This file is a Questions and Answers document dated March 23, 2026, addressing contractor inquiries regarding a federal contract opportunity for materials delivery to Radome sites.

The document clarifies key logistical and pricing considerations for the contract. Shipments to Radome sites will be staggered rather than delivered simultaneously, with schedules coordinated through team POCs, making the ability to designate a point of contact critical for successful execution. Materials will be transported via charter aircraft scheduled by the government team to remote locations, with contractors responsible for providing hazardous materials certification and shipment preparation. While some materials may utilize existing DoD charters servicing the sites, schedule flexibility is a primary concern due to weather delays and changes in actual work requirements. Regarding pricing submission, contractors may leave line items blank or indicate "no bid" for items they cannot price competitively; however, this approach may negatively impact evaluation relative to competitors submitting complete price lists. The contract allows for pricing flexibility post-award, with price lists subject to yearly updates and contractors authorized to request pricing adjustments at any time to account for market volatility.

Questions and Answers:

Date: March 23, 2026

1. Is it likely that the shipments will be shipped to the Radome sites all at once?

a. No, the shipments will not be shipped to the Radome sites all at once.

The shipment schedules will be arranged through the teams, which is why the ability to have a POC is critical.

2. Some locations can be serviced easily; others will take quite a bit of logistics if not only by charter of small aircraft. Will the difficult places served by charters only be of concern?

a. For most of the remote locations the materials will be going in on the charter scheduled by the team. The contractor will provide the Haz certification and prep for shipment.

3. Why doesn’t this material fly to the Radome sites on the DoD charters that service the sites?

a. Some of the material does, that is when we will only require material certification. The biggest issue becomes flexing schedules because of a multitude of reasons, weather being the most common, but also changes in actual work not requiring as much time, which bumps up the next job on the schedule.

4. If an item on the is unable to be priced out due to us being unable to figure out acceptable pricing, how do we put that on the price list?

a. As the contractor may leave a spot blank or say no bid for one of the items. This may affect how you are evaluated if someone else comes in with a complete price list.

5. With pricing be so volatile right now would it be possible to change our pricing after award?

a. The price list can be updated on a yearly basis, to allow for updated pricing. Also, the Contractor can request their pricing be updated at anytime.
