Summary of Work:
All work performed under this Statement of work (SOW) shall be conducted in accordance with all applicable state and federal laws and regulations, ANG policies and regulations, and this SOW as outlined below. Contractor shall provide the necessary, personnel, equipment, transportation, and materials required to install an electrical driven motorized cantilever gate with digital keyless entry system.
Project Scope:
A) Demo
1) Remove and dispose of existing double swing gate and all associated hardware.
(a) All signage attached to existing gate shall be returned to Base.
B) Single Cantilever Sliding Gate
1) All gate post, bracing, and slide gate operator components must be adequately sized to span the existing drive. (approximate 24ft wide, contractor to verify)
2) Gate shall be installed on inside of the fenced area, per manufacturer’s specifications.
3) Construction shall rigid and free from sagging or twisting
4) Provide adequately sized stability rollers and wheels, designed gate from twisting and moving during high winds.
5) Vertical bracing shall be adequately spaced. No more than 6ft.
6) Gate frame and bracing shall be aluminum.
7) Wire gauge: No. 9 not to include coating.
8) Wire ties: No. 9 gauge.
9) Wire mesh: 2 inches.
10) Gate height to match existing fence height approximately 6ft with three (3) strand barbed wire arms extending up for an overall height of 7ft, contractor to field verify.
11) Maximum distance between gate and gatepost is 5 inches.
12) Counterbalance to be no less than ½ the length of the gate opening, and long enough for operator to pull the gate shut.
13) Contractor is responsible for making any modifications to concrete curbs to allow gate to operate properly. Function of the curb must be maintained.
C) Electrically Driven Motorized Gate Operator
1) Basis of design shall be the Linear GSLG-A, with an APeX controller.
2) During power outages gate must fail in the locked position, operator shall not include battery backup power.
3) Gate operator shall have heated safety eyes, designed to automatically reverse gate if an obstruction is encountered during closing cycle.
4) Gate operator shall have exterior clutch release mechanism, allowing gate to be opened manually when released.
5) Operator shall protect from any attempt to force the gate open or closed while clutch is engaged.
6) Motor shall be installed and mounted per manufacturer’s specifications.
7) No loops shall be installed.
8) Operator shall come with 8 (eight) remote controls that allow operation of gate from a distance of 40ft away.
9) Operator to be powered from existing 3 phase 480 panel box (see attached info) located in north side of building shown on attached map. Contractor to use existing spare conduit as building penetration, while running appropriate sized conduit, at a minimum depth of two (2) feet below ground level, to new operator.
D) Digital Keypad
1) Install a programmable digital keypad entry system, basis of design shall be the AAS
Advantage DK ADV-1000. (See attached for location)
2) Mounted to pedestal at standard vehicle height. Install pedestal per manufacture specifications.
3) Keypad to be powered from same panel as gate operator.
4) Contractor to trench across exiting pavement.
(a) Shall be scheduled with Base when portion of work shall begin.
(b) Demo enough material to meet standards below:
(c) Install appropriately sized conduit to run needed wires.
(d) Assume 8” thick asphalt to be saw cut.
(e) Can backfill trench with removed soil but must be compacted.
(f) Install 8” of compacted base rock then 8” of hot asphalt mix, in two lifts.
(g) Contractor to remove all waste.
E) Walk-through Gate Mechanical Pushbutton Lock
1) Install mechanical pushbutton lock and closer on entry side (north) and exit device with push button trim (south). (See attached for location)
2) Gate shall be modified to only open out.
3) Basis of design for pushbutton lock is the Simplex LP1000
(a) Must accept the Schlage Primus 3G core.
(b) Contractor to provide one (1) Schlage Primus 3G core, Base to install.
4) Basis of design for exit device is the Advantex 10xW Series Weatherized.
(a) Provide gate plate and all accessories needed to ensure function properly.
5) Gate Closer shall be
(a) Weather resistant (designed for exterior use)
(b) Designed to push gate closed
(c) For gate 50 to 125 & 30-52” wide
(d) 3-7lbs opening pressure
6) Contractor is responsible for making all necessary modification to fence and gate for install of lock, exit device, and gate closer, while maintaining function and integrity of gate and fencing.
7) Install security slats in gate and 1ft out both sides from gate.
F) Electrical
1) Contractor shall provide all labor, materials, and equipment necessary to meet electrical requirements for motorized gate operator and keypad. Can either be a 277/480 or step-down transformer 120/240.
2) Wire shall be run through appropriately sized conduit and buried at a minimum of two (2) feet. All conduit above ground shall be rigid.
G) Pavement Markings
1) Remove painted “ONLY & round right arrow” from southeast side of road (see attached for location)
2) Repaint in center of drive.
3) Paint basis of design shall be Sherwin-Williams Setfast, white, with reflective beads
4) Contractor is responsible to repaint any pavement markings damaged during construction.
H) Signage
(a) Provide two exterior aluminum signs to be mounted on fence next to drive gate and walk-through gate (verify with PM for exact location)
(b) All materials used shall be designed for exterior use, to prevent rusting and UV fading.
(c) Shall be white background with all lettering being black, except the word “WARNING”, which shall be in red. Shall be high-vis.
(d) Sign shall be 2’x1.5’ with 1” spacing border. “WARNING” shall be at 4” in height and 22” in width. The rest of the wording shall be centered and fit within remaining space (see attached for design)
(e) Design shall be submitted for approval I) Temp Fencing
1) Work area is required to be enclosed during nonwork hours.
(a) Contractor is responsible for providing all temp fencing needed to cover any openings to fence, to include fencing taken down and/or existing gate removal, during nonwork hours.
2) Fencing shall be seven (7) feet in height.
3) Freestanding, weighed to keep from falling over.
4) Must be connected to existing fence
J) CATM Building Fence Post
1) Repair and replace broken/missing concrete.
(a) Saw cut and remove an area of concrete roughly 8”x8”, encompassing the existing hole left by the old post.
(b) Replace demo’d concrete with new, provide expansion joint material where new concrete meets old concrete.
2) Install a heavy-duty surface mounting fence post
(a) Minimum 2” diameter (existing gate latch must fit newly installed post)
(b) Post to be welded to a minimum 4”x4”x ¼” steel plate
(c) Post to match height of existing post (roughly 7 ft)
(d) Post to be galvanized steel
3) Wedge Anchor Bolt
(a) Size: minimum 3/8”x3”
(b) Material: Carbon Steel
(c) Finish: Zinc plated or finish that will prevent rust
K) Site Condition
1) Contractor is responsible for the clean-up and removal of all debris and unused material. No leftover material is to be left on base unless directed by Base CE.
2) Contractor is responsible to repair any damage to existing buildings, sidewalks, asphalt/concrete drives, curbs, grass areas, fencing, utility lines/boxes and all other government property that occur as result of construction.
(a) Grass areas will be free of ruts and re-seeded as needed.
General Notes:
1) Project Location: POL Complex, 139th Airlift at Rosecrans Memorial Airport on 705
Memorial Drive (Airport Rd) in St Joseph, Missouri.
2) Performance Period: 180 calendar days from NTP
3) Hours of Operation: 0700 - 1430 Monday through Friday except on Government Holidays.
4) Visitor Center Hours of Operation: 0700 – 1100 Monday, Wednesday, Friday; except on
Government Holidays.
5) Scheduling: The contractor shall coordinate the work schedule with and get approval from the Project Manager.
6) Use of Base Utilities: Base water and electric shall be available for use by the contractor and sub-contractors in performance of this project only. All other utilities shall not be available for contractor and sub-contractor use.
7) Redline Drawings: Redlined floorplan layouts of all construction changes will be provided to
139th CES upon completion of the project for updating existing base drawings. These redlines are to show all construction features including errors, changes, revisions, and any deviations from the original plan. Additional redlines floorplan layouts to show cable pathways used, jack numbering and locations, locations of any cables not reused and left coiled above the ceiling with locations and labeling for coaxial cables.
8) Equipment Manuals, Training, & Warranty: One hard copy and one electronic copy of O&M
Manuals and Warranty information for all new devices. Submit in a binder format that is labeled for the project. Additionally, contractor shall provide training to users & base craftsmen on new equipment.
9) Hazardous Materials: The contractor planning to use hazardous material (HM) for the project shall register with the base Hazardous Material Pharmacy (HMP) prior to start of work in order to support the installation’s compliance with Executive Order 12856, Federal Compliance with Right-to-Know Laws and Pollution Prevention Requirements. All HM required to support the contract shall be reported to the HMP using the Contractor HM Identification Form. The HM Identification Form will be a submittal requirement and must be submitted and approved before work can begin. (See Attachment).
10) Fire Protection: Open flame devices or any welding are not permitted except when a permit has been applied for and received. Permits may be applied for by submitting an AF form 592 to Building 302, Fire House, and 24 hours prior to using any open flame devices or welding devices. Contractor shall provide his own fire protection to include fire extinguishers.
11) Digging Permits: Any digging shall require a digging permit. The digging permit shall be obtained through the Base Civil Engineering Office (BCE) or the Project Manager.
12) Contractor’s Equipment & Supplies: Store all Contractor tools, equipment and supplies in a location approved by the Government project manager, on or off base property.
Government shall not be held responsible for missing or damaged contractor owned equipment or materials.
13) Differing Site Conditions: Bring any unforeseen project conditions to the attention of the
Contracting Officer immediately. Differing site conditions, which may alter the scope of work, shall be approved by the CO prior to such work being performed.
14) AT/FP Provisions:
1.Access and General Protection/Security Policy and Procedures. This standard language is for contractor employees with an area of performance within Government controlled installation, facility, or area. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy.
Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.
1b. For Contractors that do not require CAC, but require access to a DoD Facility and/or Installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 10- 245, AFI 31-101 and AFMAN 31-113), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
4. Antiterrorism Awareness Level I Training (AT Level I). This standard language is for contractor employees with an area of performance within a US Government controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access to US Government installations, facilities and controlled access areas shall complete AT Level I training within 45 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. AT Level I may be accomplished by a Level I qualified instructor; completing the Force Protection computer-based training (CBT) course on Joint Knowledge Online (JKO) at https://jkodirect.jten.mil/Atlas2/ faces/page/login/Login. seam. For those without a CAC, select" Non-CAC" user on the JKO site. Tracking for each contractor or subcontractor employee is the responsibility of the COR or unit AT Representative.
15) Material Submittals: The contractor shall submit to the CO for approval all items listed in the specifications booklet on an AF Form 66 within 10 calendar days of the notice to proceed - or - provide a copy of the AF Form 66 indicating when each material submittal shall be submitted for approval. Ensure that any disapproved material submittal will not impact the approved project execution schedule, as disapproved submittal shall not be considered grounds for a time extension. Allow for a minimum of 14 calendar days and maximum of 30 calendar days for the Government’s processing of material submittals. The contractor shall not order, deliver or install any materials without CO’s material approval.
Remove any materials on site, which have not been properly approved.
16) Damage to Government Property: Any damage caused by the contractor or subcontractor to any Government property while the contractor is on base shall be replaced or repaired to the satisfaction of the Government by the contractor at no cost to the Government.
17) Trash, Refuse & Debris: The contractor shall not use any Government disposal bins, dumpsters or trash receptacles for any reason at any time. The contractor shall provide appropriate disposal bins/trash receptacles. Approval of disposal bins/trash receptacles location(s) shall be coordinated through Government project manager. The contractor shall not allow debris to leave the work area due to potential damage to aircraft engines.
Contractor shall coordinate with the base. All debris or trash shall be disposed of off base.
All demolition debris shall be disposed of at a permitted landfill, with landfill authorization, unless other arrangements have been coordinated through the EMO. Provide proof of landfill disposal from the landfill that accepts the materials. This may be accomplished by providing the Government project manager with landfill receipts; waste manifests, or weight tickets from the landfill that accepts the construction debris.
18) Communications Cabling: Any communication cabling and/or pathways and/or equipment shall not be altered without prior written approval of the 139th communications flight.
Contactor must ensure any installed equipment, ductwork, piping, electrical etc., does not obstruct future access to existing communication cabling and pathways. Any cost associated with CF approved alterations will be the responsibility of the contractor. Under no circumstances will the contractor void the Governments current inside plant certification and warranty.
19) Sustainable Procurement Requirements: Where applicable on products meeting the EPA’s requirements of the Comprehensive Procurement Guide for postconsumer content and total recovered content should be considered, if feasible.

20) Information Assurance Contractor Training and Certification (JAN 2008)
a) The Contractor shall ensure that personnel accessing information systems have the proper and current information assurance certification to perform information assurance functions in accordance with DoD 8570.01-M, Information Assurance Workforce Improvement Program. The Contractor shall meet the applicable information assurance certification requirements, including—
i) DoD-approved information assurance workforce certifications appropriate for each category and level as listed in the current version of DoD 8570.01-M; and
ii) Appropriate operating system certification for information assurance technical positions as required by DoD 8570.01-M.
b) Upon request by the Government, the Contractor shall provide documentation supporting the information assurance certification status of personnel performing information assurance functions.
c) Contractor personnel who do not have proper and current certifications shall be denied access to DoD information systems for the purpose of performing information assurance functions.
21) Inadvertent Archeological Finds: In case of an inadvertent discovery of a cultural or archaeological resource, the following applicable actions will be taken immediately:
a) Workers will cease all excavation activity, ensure the site is secured, and contact Base Civil Engineering at 816-236-3318.
b) The Environmental Office (EMO) will ensure that activities have ceased at the discovery site and that the site has been secured from human and natural forces.
c) The Environmental Office will notify any applicable tribal Governments and State Historic Preservation Office (SHPO) of the discovery. SHPO will determine if the State Archaeologist should be contacted.
d) The Environmental Office will notify the Base Judge Advocate General (JAG), Installation Commander, NGB/A7CV and the base Public Affairs Officer (PAO).
e) If the Environmental Manager (EM) has reason to believe that Native American human remains, funerary or sacred objects have been discovered, the EM will provide immediate telephone notification of the discovery, along with written notification by certified mail, to the Department of the Interior’s Departmental Consulting archaeologist (DCA) at the following:
