Section A – Statement of Work
Statement of Work PFAS Presence in Wildland Fire Chemicals to Forest Service Specifications
A. INTRODUCTION: The US Forest Service, National Technology and Development Program (NTDP), Wildland Fire Chemical Systems (WFCS) program has a (service) need to study firefighting chemicals (water enhancers and Class A foams) for per- and polyfluoroalkyl substances (PFAS) to the lowest achievable detection level. This testing will be in conformance to ASTM D7979 or the EPA’s Modified Method 537 (537M) for determining presence of PFAS analytes. Current WFCS Qualified Products List water enhancer and Class-A foam products will be evaluated by a third-party laboratory to determine the presence of PFAS, including a suite of 36 analytes that are classified with the PFAS family of chemicals. These results will inform the Forest Service into potential updates of Safety Data Sheet for current water enhancers and Class-A foams. Additionally, these results will help to inform safety protocols for handling and deploying firefighting chemicals.
B. GOVERNMENT PROVIDED MATERAL:
1. Pre-mixed Fire Chemicals evaluation.
Note: The work described herein is to be performed at the contactors test facility.
C. CONTRACTOR PROVIDED MATERAL:
1. Two 250 ml HDPE containers per individual product to be tested. Containers should meet all PFAS sampling and test requirements of the applicable base method.
D. SCOPE: The scope of this contract is to test wildland fire chemicals for per- and polyfluoroalkyl substances (PFAS). 25 individual water enhancer and Class-A foam products shall use modified test ASTM D7979 or EPA Method 537M. This testing is not in accordance with drinking water standard requirements. The contractor shall provide all labor, facility, test equipment, and expertise necessary to accomplish the following:
1. 15 Class-A foams and 10 water enhancer products shall be tested for the presence of each of the PFAS family analytes on, to inform the current respective safety data sheets. A complete table of the analytes of interest can be viewed in the attached “PFAS Analytes to be Tested for in Firefighting Foams and Water Enhancers” file
2. The test laboratory will use ASTM D7979 or 537M as outlined in their internal test protocols. A final report is prepared summarizing the results to the lowest reporting level attainable.
3. Sample disposal: The excess samples shall be disposed of or destroyed at the test site using safety compliant laboratory practices.
4. A final report listing all results shall be provided at the conclusion of the testing. PFAS analytes shall be reported to the lowest detection level available per the method and required dilution factors. At a minimum the standard 36 PFAS analytes shall be reported (see the attachment file referenced in (1) above).
D. KEY PERSONNEL:
The contractor shall specify personnel to perform services under this contract. At a minimum, the contractor shall specify a Program or Project Manager to oversee all aspects of the work performed under this contract.
1. Experience - The Contractor shall ensure that all employees are qualified to perform the described testing and is ISO 17025 accredited.
E. PLACE OF PERFORMANCE: Vendor’s Laboratory Test site capable of performing work to ASTM D7979-20 or EPA Modified method 537M.
F. PERIOD OF PERFORMANCE: All work shall be completed within 3 weeks from sample intake by the contract laboratory.
G. TRAVEL: No travel costs are needed for this project.
H. NOTES: Contractor shall inform NTDP if any method deviations are encountered during the course of this testing.
