Project WFCS Hazardous Waste Management

General Information

1.0 Scope of Work

The US Forest Service, National Technology and Development Program (NTDP), wildland fire chemical program has a need to store hazardous waste and have it periodically removed. Waste is produced from the acid-washing step of corrosion studies and needs to be managed and disposed of by a third-party service following proper hazardous waste safety and transport guidelines. This service will contribute to the safety of USFS laboratory workers and conform with environmental compliance.

2.0 Background

WFCS does not currently have a proper disposal method for hydrochloric or nitric acid waste produced in the lab, and the current system for chromic acid waste needs updating to meet chemical hygiene requirements.

Contractor Requirements

3.0 Technical Requirements / Tasks

In order to meet the requirements noted in sections 1.0 and 2.0 the National Technology and Development Program is seeking contracted disposal of hazardous waste generated at the Wildland Fire Chemicals Laboratory. The technical requirements are as follows:

The contractor is responsible for removing full hazardous waste containers and handling all permitting or transport costs in accordance with state and federal regulations and requirements.

The contractor shall provide appropriate storage vessels for each of the three acid wastes produced in laboratory procedures to be safely stored in the WFCS laboratory.

o These containers must be capable of holding at least 5 gallons of chemical waste that will be removed by the contractor on a quarterly basis to be treated and disposed of at the contractor’s discretion following environmental compliance and all applicable regulations.

o The contractor shall provide empty replacement hazardous waste containers when removing full containers to assure proper waste handling and disposal in the lab.

This service is anticipated to occur on a quarterly basis to properly dispose of the generated wastes.

This contract is being requested to comply with safety and health regulations.

4.0 Government Furnished

The government requires this service to be conducted at 5785 Highway 10 W, Missoula MT 59808. The laboratory on the east end if the building is where the service is requested. Containers provided by the contractor, to be filled with hazardous waste by site, and collected (at a minimum) quarterly by the contractor. Government personnel will provide access to the building during regular working hours of 0800 – 1600 local time. Pickups outside of this time frame will need to be coordinated directly with the laboratory staff. All federal holidays will not allow for access.

5.0 Deliverables / Schedule / Period of Performance

6.0 Travel

No travel costs are authorized by this project. All travel and transport fees are to be included in the price of the service.

The contractor shall specify a Program or Project Manager to oversee all aspects of the work performed under this contract.

The Contractor shall ensure that all employees are qualified to perform the described services in a safe manner.

8.0 Security Requirements

No security requirements are necessary.

No data rights are necessary.
