STATEMENT OF WORK
Force Protection Upgrade
PROJECT #201900247
15 March 2022
1. The contractor shall provide all labor, material, tools, equipment and transportation necessary to complete the work identified in this Statement of Work.
2. All debris is to be disposed of off base with proper documentation in accordance with the waste plan generated by the contractor after the project is awarded.
3. Access and General Protection/Security Policy and Procedures. This standard language is for contractor employees with an area of performance within government controlled installation, facility, or area. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.
a. For Contractors that do not require CAC, but require access to a DoD Facility and/or Installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 31-101 and AFI 10-245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
4. This project is to be in accordance with the current version of the EMS Environmental Protection Statement. A copy of this document will be provided to bidding contractors as an attachment.
5. This project is to be in accordance with the current version of the 138FW Safety and Accident Prevention Guide. A copy of this document will be provided to bidding contractors as an attachment.
6. The contractor shall apply all environmental health and safety procedures required by local, state and federal regulations.
7. All work to be performed 7:00 AM to 5:30 PM Monday thru Thursday. If alternate work schedule is desired, it must be requested in writing and approved by CE and Security Forces 48 hours prior to the desired schedule.
8. The contractor is required to provide an AF Form 103 (Dig Permit) prior to any earthwork or wall penetrations.
9. Prior to any work, the contractor shall submit for approval by CE, one electronic copy of technical literature for all products to be used. Provide Safety Data Sheets for all appropriate products.
10. Perform all work in the plans and specifications attached to this statement of work.
11. Unless otherwise noted, concrete will meet the below minimum specifications:
a. Use of fly ash will not be permitted.
b. Compressive Strength (28-Day): 4000 psi, minimum.
c. Flexural Strength (28-Day): 650 psi, minimum.
d. Slump Limit at Point of Placement: Not more than 4 inches.
e. Air Content: 5.5 percent to 7.5 percent.
Elements of Work CLIN 1 Base Bid Front Gate Replacement
DEMOLISH
12. Remove both inbound and outbound rolling security gates, existing gate track and existing gate operator on both inbound and outbound lanes. See sheet A-501 for details (Contractor shall field verify all dimensions and existing conditions)
PROVIDE AND INSTALL
13. Contractor shall provide and install two (2) 7’-9” tall gauntlet style impasse anti intrusion fence across both inbound and outbound lanes. See sheet A-501 for notes and dimensions. Contractor shall field verify all dimension.
14. Contractor shall install new gate wheel v-track with heat cord as noted on A-501. New track shall be installed in accordance with gate manufacturer elevation change specifications. In manufacturer elevation change specification are not provided, track shall be flat and level within ¼” across the total length of the track and 1/8” on the shorter dimension of the track.
15. Replace/install 4” round guide roller posts as indicated on A-501 or replace with manufacturer recommended post size.
16. Install new gate slide operator on both inbound and outbound lanes. New slide driver will provide a minimum of 300 lbs pull force and tie into existing controls.
17. Contractor must provide and install temporary functional swing gates to maintain perimeter security while gates are being changed out.
a. Temporary post may need to set for swing gates.
b. If temporary post is set in concrete post and concrete are to be removed and replaced to meet original specification of disturbed concrete.
Bldg 330/Flight line Personnel Access Gate
PROVIDE AND INSTALL
18. On the east side of the Bldg 330 flight line access gate, install a personnel access gate (man gate) with cypher lock. See C-101, Bldg 330 Swing Gate Addition and C-501, swing gate detail.
19. Gates and fencing shall meet design specifications in sheets C-315, C-316, and C-317 and provided specifications.
20. Install cypher lock on gate to match existing on base.
Lima 2 Gate Operator
PROVIDE AND INSTALL
21. Install and provide new gate slide operator for gate north of Bldg 224. New slide driver will provide a minimum 300 lbs pull force and tie into existing controls.
Miscellaneous Gate work
22. Weld on gate hardware for slide rollers on sliding gates marked on Sliding Gate Drawing.
a. Readjust hardware prior to welding it into place.
23. Replace all detection loops at all drive gates marked on Sliding Gate Drawing.
24. Install new keypad for entry at the B330 sliding gate. See Sliding Gate Drawing for location.

b. Keypad must be compatible with existing gate opener.
c. Place keypad on 1ft deep 8” round formed concrete base with chamfered edge.
CLIN 2
Option 1 93rd Ave Swing Gate and Fencing
PROVIDE AND INSTALL
25. Provide and install two (2) 14 foot double leaf gates, bollards and bollard holder on 93rd Ave, east of Bldg 220, see C-102.
26. Extend fence line on both sides of new double leaf gate to tie into existing fence line.
27. Gates and fencing shall meet design specifications in sheets C-315, C-316, and C-317.
28. Install 5 removable bollards that are spaced evenly from the edges at the gates that are. They are to be placed 4’ north of the new gates and parallel to the new gates. A bollard holder will need to be placed for bollards when they are not in the receiver in the road. Bollards and holder to match the bollards and holder currently located at the Tulsa ANG East gate. Bollard receivers to be placed in a 2’ diameter 3” deep concrete footing.

Option 2 N501 Gate Operator
29. Install and provide new gate slide operator for gate north of Bldg 501. New slide driver will provide a minimum 300 lbs pull force and tie into existing controls. Please see Sliding Gate Drawing. The gate will be marked North 501 Gate on the Sliding Gate Drawing.
CLIN 4
Option 3 Bollards at N. 42nd Street Gate.
30. Install 5 removable bollards that are spaced evenly from the edges at the gates that are on N. 42nd Street located south of the east gate. Please see the attached drawing for the bollards. A bollard holder will need to be placed for bollards when they are not in the receiver in the road. Bollards and holder to match the bollards and holder currently located at the Tulsa ANG East gate. Bollard receivers to be placed in a 2’ diameter 3” deep concrete footing.
