About this file
This is a Statement of Work (SOW) for biomedical waste pick-up and disposal services at the United States Penitentiary (USP) Atwater in California.
The contractor shall collect, record, and dispose of multiple waste streams in compliance with EPA Standards and California Department of Public Health regulations, including medical waste (blood and bodily fluid-contaminated materials), sharps (needles, syringes, broken glass, scalpels), pharmaceuticals (Schedules 1-5, handled per DEA Reverse Distribution protocols), and hazardous waste (infectious agents or public health/environmental threats). The contract is a firm-fixed-price requirements-type award with performance beginning March 2026 through September 2026, with optional renewal years. Service frequency is monthly on designated dates during business hours (0730-1300, Monday-Friday, excluding Federal holidays). The contractor must provide empty, reusable, OSHA-compliant containers with leak-proof lids, clean and sanitize containers per Title 22 California Code of Regulations, equip vehicles with Biohazard Spill Kits, and maintain professional uniforms with identification badges. All personnel require National Crime Information Center (NCIC) background clearance. The contractor must execute Uniform Hazardous Waste Manifests signed by both parties before vehicle departure and provide Certificates of Destruction/Treatment to the Health Services Department within 45 days of pickup. Contractor employees are prohibited from direct or indirect inmate contact, and cell phones, cameras, and recording devices are not permitted in secure areas without authorization. Payment is based on successful disposal completion rather than time-based compensation.
