Scope of Work North Central Montana District 303 E Aztec Road Lewistown, MT
The existing security camera system currently installed at the Lewistown Interagency Dispatch Center, located at 303 E Aztec Road Lewistown, MT 59457 needs updating and expansion. The existing system needs to be removed and replaced with a new CCTV security system.
Contractor shall provide all labor, materials, tools, and equipment necessary to remove the existing CCTV NVR and seven cameras. Contractor shall also provide all labor, materials, tools, and equipment necessary to install a new CCTV Network Video Recorder (NVR), and fourteen (14) new cameras with mounts per this Scope of Work, lines buried between the warehouse and dispatch building, the product manufacturer’s recommendations, the attachments to the Scope of Work, and applicable industry standards.
Period of Performance:
· The Period of Performance for this contract shall be 120 days from Notice to Proceed to Final Completion.
· Before BLM issues a Notice to Proceed, Contractor shall provide BLM with a copy of the Contractor’s Certificate of Insurance (COI). After verification and acceptance of Contractors COI, BIL shall notify BLM, the contractor can proceed with work.
· After notification from Contractor on Completion of Work, BLM shall be allowed two additional days to complete a Final Walkthrough for the purpose of accepting or rejecting Work.
Submittals:
· Contractor shall submit their Certificate of Insurance (COI).
· Contractor shall submit their estimated construction schedule, prior to beginning work.
· Contractor shall submit proposed product data sheets and product specifications for the following items:
· HD Network Video Recorder.
· Fourteen (14) 5MP cameras and mounts
· Cable (CAT 6)
· Contractor shall deliver Submittals to the BLM Contracting Officer Representative (COR). After receipt of Submittals, the Government shall have 7 days to review and respond to Submittals.
· Provide the Government with proof of product manufacturers’ product warranty and certification that the installation was performed according to the terms and conditions of the warranty.
Work Specification:
Lewistown Interagency Dispatch Center
· Contractor shall provide all labor, materials, tools, and equipment to remove old security system and its associated components. This work shall include the removal of 1 DVR and 7 installed cameras.
· Contractor shall provide and install 1 each HD Network Video Recorder (NVR), install 14 5 Mega Pixel (5MP) cameras with fixed lens and outdoor vandal rating. Where there are two cameras in a corner, we would consider mounting one camera with multiple view lenses if it was fiscally cheaper. Contractor shall provide and install new Cat6 cable and electric wire required to connect and power the newly installed cameras to the newly installed NVR. The wiring will be buried underground between the warehouse and dispatch building. The Contractor shall also provide the ability for multiple users to log in and view cameras. After the install of the new NVR, Cameras, and Cabling, Contractor shall confirm the new system is operational and provide BLM employees with training on how to properly operate the new security system.
Specification Compliance Requirements:
· Contractor shall provide BLM with a copy of the Contractor’s Certificate of Insurance (COI).
· All work shall be completed in accordance with this Scope of Work, the product manufacturer’s recommendations, the attachments to this Scope of Work, and applicable industry standards.
Additional Project Requirements:
· Contractor will have the use of on-site dumpster.
· On-site storage will be available if needed
· On-site parking is available
· Contractor is responsible for complying with any requirements of the latest version of the National Electrical Code (NEC), as required.
· Contractor shall be responsible for damage to new or existing construction, equipment, wiring, structures, utilities, etc. resulting from the Contractor’s construction procedures. Any damage shall be repaired or replaced by the Contractor, at the Contractor’s expense, to the satisfaction of the Contracting Officer.
· A Preconstruction Meeting will be held prior to the start of work. The Contractor will be notified in advance of the meeting time, date, and location. The purpose will be to review the required work and Construction Documents. The Contractor, and any subcontractors or other persons responsible for the coordination of the work, shall be present at the meeting. Be prepared to summarize and explain procedures for the project and present any requested submittals.
Building Information:
· Internet is hardwired into the Dispatch building and the Warehouse. The warehouse is hardwired in the conference (training) room, office room, and intermittent spots.
· The current NVR is located in the Dispatch building.
· Contractor will not be allowed to connect to our network.
· There is ample space for running a wire between the Dispatch and Warehouse buildings (between the NVR and a remote PoE switch) in the existing low voltage conduit.
· The warehouse is 14ft tall.
Work Hours:
All Work shall be performed during normal hours of operation (Monday-Friday 0800-1630)
Clean-up:
Contractor shall remove all rubbish/debris off the project location upon completion of the project and shall provide daily clean-up of work areas.
Inspection:
All Work shall be inspected by the Government to ensure compliance with the product manufacturer’s installation instructions, recommendations, and to industry codes and standards. A Final Walk through shall be performed by the Contractor, COR, and Site Manager no more than 2 days after Contractor notifies COR Work has been completed.
