About this file
This document contains Responses to Requests for Information (RFIs) for the NCMD Dispatch Security System solicitation (140L3625Q0016) by the Department of the Interior Bureau of Land Management. The RFI responses provide detailed technical specifications for a security camera and recording system, including key requirements such as video resolution of 5MP at 24 fps, motion-based recording capturing large-scale movements, and storage capabilities. The system requires hardwired connectivity between warehouse and dispatch buildings using existing conduit, with a maximum of 16TB storage.
Specific technical details include acceptance of 360-degree fisheye cameras, preference for manufacturers compliant with regulation 889 and without monthly licensing fees. The government is open to contractor recommendations on specific camera and recorder manufacturers, with Speco and OpenEye mentioned as potential options. Storage requirements include a RAID5 configuration, though the agency is willing to consider alternative storage solutions that meet the core recording and retention specifications. The system is intended to provide security monitoring with specific parameters around recording resolution, storage, and transmission methods.

Answers to RFIs 3/20/2025
With regard to the recording / retention requirements- you specific 30 days of retention. I’m assuming that’s at a 5MP resolution, but at what frame rate? Additionally, is that continuous recording (24 hours per day) or motion-based recording? If it’s based on motion, how much motion (expressed in a percentage) should we assume throughout the day / week?
· 5mp at 24 fps. Motion based recording is acceptable. 100% (only capturing large-scale movements) The most affordable option for resolution, frame rate and percentage.
Also with regard to the recording / retention requirements, you’ve indicated the recorder must be capable of providing a RAID5 storage scheme, and a total of 16TB of storage on board. In order to satisfy a RAID5 ecosystem the recorder must then be equipped with 4 X 4TB drives?
· Willing to accept offers that would not need as much space.
Additionally, the drive configuration and the total storage requirements are based on the recording / retention requirements (FPS, recording schedule, days retention, Etc…) I think there’s a good chance 16TB’s won’t be enough drive capacity. Should we then provide a recorder with the drive configuration and total capacity that will?
· 16 TB is the max we would be willing to go. Scaling back to adding would be preferred
With regard to camera types- would you accept single lens / imager 360 Deg fisheye cameras on the corner locations?
· Yes
1. Conduit for Wiring Installation The solicitation specifies that the wiring will be buried underground between the warehouse and dispatch building. Could you confirm whether the contractor is required to provide conduit, or if an existing conduit is already in place?
· Existing conduit is in place
2. Existing Conduit or Trenching Requirements Can you confirm if there is existing conduit between the two buildings, or will the contractor need to trench and install new conduit for the wiring?
· Yes there is existing conduit Additionally, are there any restrictions or requirements related to trenching in the designated area?
· N/A
3. Wireless Transmission Alternative
· Instead of trenching, would the agency consider a wireless transmission setup? N/A
· This would involve placing antennas on each building to transmit video feeds to the recorder. N/A
· This method could provide cost savings and eliminate the need for trenching if no conduit is present. Would this be an acceptable alternative, or is hardwiring a firm requirement? Hardwiring is a firm requirement
4. Approved Camera and Recorder Manufacturers The current system is a Lorex NVR, but we are looking at alternative manufacturers.
Would the government accept either of the following options:
· Speco Cameras and Recorder – A cost-effective option with no monthly licensing fees.
· OpenEye Cameras and Recorder – A high-end option that may reduce the number of cameras needed but comes with monthly licensing fees.
· Manufacture must be 889 compliant and have no monthly licensing fee. Will defer to contractors expertise on specific manufacture once these two requirements are met.
