About this file

This is a Questions and Answers document for an RFQ regarding a security camera system for the BLM's NCMD Dispatch facility. The RFQ is being conducted under FAR 12 and 13, with responses due by 3/28.

The document clarifies technical requirements for a new camera system including: a 16-port NVR with 16TB storage capacity and 30-day retention using RAID5 configuration, hardwired standalone system (not on BLM network) connected to a TV monitor in the dispatch building, and underground cabling requirements between warehouse and dispatch building (approximately 30 feet). The system must be TAA/889 compliant (non-Chinese manufactured), replacing an existing Lorex system. Additional specifications include: ability to substitute 270-degree multi-sensor cameras for corner swivel cameras, reuse of existing cabling where possible with contractor removal if replacement needed, and no battery backup requirement due to existing generator. A site visit is scheduled for 3/12/2025 at 10:00 AM MST.

1) Please clarify the site visit time. The site visit says the time is: “A site visit has been scheduled for 3/12/2025 AT 1000 MD”. Does this mean that the site visit is at 8am or 10am MST?

10AM

2) Is the intent to review video at the HD Network Video Recorder or include 1 workstation? - currently the NVR is hooked up to a TV- this setup is working well for us

a. What building will the NVR be located in? - the Dispatch building

b. Is rack space available for the NVR or does the contractor need to include a solution? -there is no space in the network room, currently everything is hardwired into the NVR and HDMI port is connecting to the TV in the dispatch room

c. Does the contractor need to include any battery back-up for the camera system, if so, how long? -no, we have a back-up generator to run everything

3) How many days of retention is required for the video recorder, i.e. 30, 60, or 90 days? -30 days

a. Does the video recorder need to be RAID5 or 6 configurations? -RAID5

5) The spec states that, “the wiring will be buried underground between the warehouse and dispatch building”. Does the warehouse not have a network drop to communicate to the dispatch building? -no

a. What is the approximate feet/yards from the warehouse to the dispatch building? -approximately 30 feet

b. How many current cables are buried underground between the warehouse and dispatch building? Will the contractor be required to remove the underground cables? -unsure

c. Does the warehouse have power and available outlets to plug in a camera power switch? -yes

Can you tell me what manufacturer the current CCTV system is, and if you would like to keep the same quality of system or if you have any preferred manufacturers?

Current is Lorex NVR, however this is Chinese manufactured. Quality of the system was fine but need to have something 889 compliant.

Do you have any minimum specs for the camera system or any capabilities that you would like to include?

minimum of 16 ports, recording capabilities for at least 24 hours

Is the deadline of 3/28 for a RFQ or a full bid? The solicitation states that this is an RFQ. It is being conducted under FAR 12 and 13.

1. The statement of work mentions multiple users needing access to view the cameras, but this is not allowed on their network. Could you clarify how they would like to access the cameras?

· Should there be a dedicated monitor on the NVR for user login?

· currently the NVR is hooked to a TV where multiple users have access

· Or would a separate network be required for users to log in via PC? If so, would the on-site PCs need a dual NIC card setup?

· separate network is not required, everything is hardwired, stand-alone unit

2. The statement of work does not specify the required amount of storage. Could you confirm the expected storage capacity?

· 16 tb

1. Is there a storage size requirement for the NVR?

a. No storage requirement

2. If we replace the corner cameras with a single 270-degree multi-sensor camera vs a “swivel” camera, would that be acceptable?

2. acceptable

3. Do we need to remove the old camera cabling?

3. current cabling can be reused but if replacement is necessary requesting old cabling be removed by contractor

I can see in the scope of work that there is already a network in place for the new camera system project. Will this network be the BLM network, or will it be standalone?

It's a stand-alone, everything is hardwired together into the 'black box'.
