About this file

This Scope of Work outlines a gas service upgrade project at Camp Washoe, a Nevada Army National Guard facility located at 4601 Cocoa Avenue, Reno, Nevada, involving the Nevada Army National Guard Office of Installations and Environment and NV Energy. The project encompasses trenching, restoration, and permitting for approximately 170 linear feet of 2-inch polyethylene gas service pipe installation, with the contractor responsible for all labor, materials, equipment, permits, inspections, utility coordination, and surface restoration. Work includes preconstruction coordination with the Nevada Army National Guard Project Manager, NV Energy, and the City of Reno; obtaining all required City of Reno permits; performing pavement saw-cutting, removal, and excavation; providing trench bedding and backfill with appropriate compaction testing; and restoring pavement, concrete, landscaping, and other disturbed surfaces to their original or improved condition. The contractor must verify existing field conditions and utility-design requirements before proposal submission, with a site walk available upon request. NV Energy will install the gas service pipe once the contractor prepares and coordinates the trench for inspection. The project schedule is flexible and may be performed 24 hours per day, 7 days per week, subject to coordination with the Nevada Army National Guard Project Manager to avoid impacts on facility operations.

Proposals must include detailed narratives describing the approach and work sequence, unit-price and lump-sum cost breakdowns itemizing mobilization, permitting fees, traffic control, utility locating, pavement work, trenching at a per-linear-foot rate, backfill and testing, surface restoration, inspection coordination, and demobilization, along with a project schedule identifying major milestones and proposed subcontractors. All vendors must hold a State of Nevada Business License, provide proof of liability and worker's compensation insurance naming the Office of the Military as certificate holder and additional insured, register as a vendor with the State of Nevada Controller's Office, and arrange electronic transfer for payment. Contractors must comply with Nevada Occupational Safety and Health Standards, current NV Energy Gas Distribution Guide standards, City of Reno requirements, and applicable federal, state, and local codes. All personnel entering the National Guard facility must possess valid government-issued Real ID and submit an approved Nevada National Guard Annex D Background Check form before work commences. The contractor shall provide a one-year warranty on all labor, materials, equipment, and workmanship from final acceptance and must correct any defects at no additional cost to the Nevada Army National Guard.
