STATEMENT OF WORK (SOW)
Bean Ridge Tower Remediation
For
U.S. Forest Service Guy Tower
PREPARATION DATE: 11/17/2025
AJW-L531 / United States Forest Service
1. Introduction and Overview This Statement of Work (SOW) supports the mission of the United States Forest Service (USFS) to sustain the health, diversity, and productivity of the nation’s forests and grasslands for the benefit of current and future generations. This initiative addresses systemic maintenance and critical infrastructure issues affecting the USFS tower inventory, with a focus on ensuring these structures continue to support mission-critical operations.
The contracted entity will operate independently to provide technical and logistical services, in coordination with the Federal Aviation Administration (FAA), to perform the tasks outlined in this scope of work.
2. Scope of Work The scope of this contract includes the implementation of guy system tensioning, installation of guy wire bracket assemblies, tower lightning protection, corrosion abatement, and any minor repairs necessary to properly tension the designated USFS communication tower. All work shall conform to applicable industry standards relevant to the specific tower structure identified.
The selected contractor is responsible for furnishing all labor, tools, equipment, materials, and technical expertise necessary to complete the following tasks:
a. System Type
• 150’ Rohn 55 guyed lattice-based communication tower.
b. Repairs
• Installation of guy wire bracket assemblies.
• Guy system tensioning.
• Corrosion abatement.
• Install industry designed mounting hardware for proper transmission line support.
• Install new security wire on the perimeter fence of the compound, approximately 40' x 40' in size.
c. Lightning Protection Grounding
• Install lightning protection on tower and guy system.
d. Facility Type Sole-Use Facility: A stand-alone tower with an associated communications building or box that is not physically connected to any other facility, even if located on the same land unit.
e. Site-Specific Requirements
• Installation of four guy wire bracket assemblies on tower.
• Tension all guy wires in accordance with TIA-222 Rev. H specifications.
o Leg A: 1-7 ¼” o Leg B: 1-7 ¼” o Leg C: 1-7 ¼”
• Perform corrosion abatement and control on tower and guy system.
• Install industry designed mounting hardware for proper transmission line support.
o 1x7/8” Transmission Line.
• Lower the two single dipole antennas located at the tower apex by 7 ft. Remove and trim excess transmission line as required and re-terminate the line at each revised antenna position in accordance with installation standards.
• Install lightning protection in accordance with the supplied design.
• Ensure that grounding connections resistance meets the NFPA 780 preferred standard of 10 ohms, with 25 ohms as the acceptable maximum.
2.1 Location of Work
• Guy wire tensioning and repair work will be performed at USFS field site.
• Planning and preparation activities may take place at the contractor’s home office or at

3. Schedule The Contractor shall submit a preliminary project schedule within 10 calendar days following the contract award for Government review and approval. A final project schedule and remediation plan must be submitted no later than two (2) weeks prior to the commencement of field work.
All work described in this Statement of Work must be fully completed within 30 days of the issuance of the Notice to Proceed.
The project schedule should include, at minimum, the following key milestones:
• Contract Award
• Post-Award Conference
• Deployment Readiness Review
• Mobilization
• Field Work Start
• Testing
• Field Work Completion
• Clean-up and Site Restoration
3.1 Site Access
The Contractor shall provide a staging and installation schedule that includes equipment and material delivery. Site access will be coordinated and granted by the FAA and USFS.
For each planned site visit, the Contractor is required to notify the assigned USFS radio technician with the date, time, and designated meeting location. The USFS technician will advise on any vehicle requirements for site access due to terrain or conditions.
Scope-related inquiries must be directed at the Primary and/or Secondary Project Points of Contact (POCs) listed below. Local Forest Service representatives do not have the authority to alter the Statement of Work or authorize changes that incur additional costs.
• If a site-specific POC is not provided, the contractor must contact the Primary USFS
POC to obtain appropriate site contacts.
• All email communications with site contacts should include both Primary and
Secondary POCs on copy.
3.2 Site Logistics
The Contractor is responsible for all on-site logistics and coordination prior to the start of work, including but not limited to securing access, setting up a designated work area, and confirming all necessary permits are in place.
4. Government Equipment Security
• Physical Security
The Contractor shall safeguard all Government-furnished property during the period of performance. At the conclusion of each workday, all facilities, equipment, and materials must be properly secured.
• Key Control The Contractor shall develop and implement a key management system to prevent the loss, unauthorized use, or misplacement of any keys or access cards issued by the Government.
5. Applicable Standards:
• All work must comply with the following standards:
a. OSHA Regulations (29 CFR 1910 and 1926)
• Contractors shall adhere to all applicable safety, health, and operational standards during performance.
b. ANSI/TIA-222 Revision H
• 7.6.1 Initial Tension: Guy wire tension at 60°F [16°C] must fall between 7% and 15% of the strand's rated breaking strength. Adjustments are allowed if structural sensitivity and local temperatures are considered.
• 13.3.2 Guy Tensions: Tension deviation from design values must be within ±10% for guys ≤1 in. [25 mm] and ±5% for guys >1 in. [25 mm], corrected for ambient temperature.
• 7.4.6.1 Turnbuckles: Turnbuckles must be made from AISI 1030, 1035, or 1045 steel, or equivalent, and must be properly heat-treated.
• Sections 10.4 and 10.5: Electrical resistance and grounding material requirements.
c. NFPA 780
• Grounding systems must comply with current lightning protection and electrical grounding standards.
6. Deliverables and Schedule of Delivery The Contractor shall provide the following deliverables:
a) A remediation plan submitted along with the final project schedule, due two weeks before work begins.
b) A final report including documentation of completed site activities and tensioning test data (pre- and post-tensioning).
c) A detailed schedule of all pre-work and on-site activities for approval by the Primary Project POC.
d) Photographic documentation of all below-grade work, taken before, during, and after excavation.
e) All field reports, photos, site assessments (SA), and data packages must be submitted to the Primary Project POC within 30 days of site completion.
f) All final project documents shall be delivered in PDF format.

7. Completion Criteria Project completion will be determined based on the following:
a) Submission and formal acceptance of all required documents by USFS and FAA.
b) Completion and acceptance of all technical requirements as specified in this Statement of Work.
