Scope of Work and Specifications for

Building 87 Hot Water Boiler Replacement Project

1. SCOPE: The Contractor shall provide all supervision, labor, equipment, parts and materials to disconnect and remove 2 (two) existing failed natural gas fired high efficiency condensing hot water boilers and install 1 (ONE) new high efficiency condensing natural gas fired hot water boiler. The new boiler shall be connected to the existing piping system, natural gas piping, electrical and control wiring.

This work is located at the USCG Base Elizabeth City, NC in building 87, Paint Facility.

2. GOVERNMENT FACILITIES AND UTILITIES:

a. Electrical power is available on the site. The Contractor will be permitted to utilize these utilities in performing the work, provided that the existing systems are not overloaded.

b. Telephone services will not be available for use by the contractor.

c. Restroom facilities are not available for use. The Contractor shall provide temporary restroom facilities for their employees.

3. MATERIALS AND LOCATIONS:

a. Materials shall be delivered to the jobsite in their original unopened packages, clearly marked with the manufacturer’s name, brand name, and description of contents. Storage shall be in accordance with manufacturer’s recommendations in a clean, dry, well-ventilated area. Stored materials shall be protected from sunlight and kept away from excessive heat. Insulation board shall not be exposed to flame or other ignition sources. The contractor shall not store any highly flammable materials in the work area. Sufficient area for staging is available on site; storage areas will be pre-approved by the Contracting Officers Representative (COR). Special precautions shall be taken to ensure construction materials and debris does not enter the airfield, runways, or taxiways.

b. The Contractor is required to comply with local VOC laws and regulations. All applicable Material Safety Data Sheets shall be available upon request.

4. SCHEDULE OF WORK: Completion of work shall be accomplished within 60 calendar days from acceptance of submittals. The Contractor shall perform all work during normal base work hours. The base normal working hours are 7:00 am to 4:30 pm, Monday through Friday. There shall be no work allowed on Federal Holidays or Base closures due to unforeseen circumstances.

5. EXISTING CONDITIONS: The contractor is expected to satisfy themselves as to the existing conditions and the work to be performed. The contractor shall verify all dimensions and equipment data prior to ordering materials and commencement of work. A site visit for this project is highly encouraged.

6. LIABILITY OF CONTRACTOR: Any damage to government property caused by the contractor shall be repaired or replaced by the contractor at no cost to the government. The contractor shall not disconnect any service without approval from the COR.

7. INSPECTION AND ACCEPTANCE: The COR will accomplish inspection and acceptance of work.

8. LABOR LAWS: The Davis-Bacon Act applies to the procurement.

9. SAFETY: The Contractor is wholly responsible for work site safety. The Contractor shall implement a safety program that protects the lives and health of personnel in the construction area, prevents damage to property, and avoids work interruptions. To accomplish this end, the Contractor shall provide appropriate safety barricades, signs, signal lights, etc. as well as complying with the requirements of all Federal, State and Local safety laws, rules, and regulations.

10. SITE RESTORATION & CLEAN UP: The work site shall be cleaned up at the completion of each workday. Contractor shall take special care to contain dust while working. Upon completion of the job, the Contractor shall clean up the job site, returning it to a state of cleanliness equal to or exceeding that in which it was found. The Contractor shall properly dispose of all removed equipment, trash, extra materials, dirt, debris, or other litter that remains. There will be no final acceptance of the contract until the Contracting Officer’s Representative (COR) approves the appearance of the job site.

11. GOVERNMENT FACILITIES AND REGULATIONS: The Contractor, their employees, and any sub-contractors shall become familiar with and obey all Base/ Unit regulations. All personnel employed on the project shall keep within the limits of the work area and shall not enter any other area outside of the work site unless to do so in the performance of their duties. There shall be No Smoking in any Coast Guard Building. All smoking must be done in the designated smoking area.

12. CONTRACT TIMELINE: The Contractor shall provide all required information and complete this contract within this time schedule, unless approved by the Contracting Officer.

a. Provide all required submittals to the Contracting Officer within 21 calendar days after contract award.

b. The U.S. Coast Guard will have 10 calendar days to review the submittals and respond to Contractor.

c. Contractor shall provide projected delivery schedule during proposal and provide a firm delivery date within 21 calendar days after the contract has been awarded.

d. The Contractor, upon receiving notification that the U.S. Coast Guard has approved the submittals and having received the Contractors firm delivery date schedule, will have 30 Calendar days to begin work on the project and have the project completed within 28 calendar days. The Contractor shall notify the Contracting Officer of any long lead time delivery of equipment, so that the Contracting Officer can modify the delivery date of the contract.

13. SUBMITTALS:

a. Once awarded, the following list of submittals required for approval defines the specific minimum requirements for this contract. The submittal shall contain sufficient information that can be used to determine compliance of the material with these specifications and referenced specifications.

15. TECHNICAL REQUIREMENTS:

General: Provide all supervision, labor, equipment, parts, and materials necessary to disconnect venting, water, condensate and natural gas piping, electrical power & control wiring, necessary to remove 2 (TWO) failed existing heating boilers from a boiler room.

The Contractor shall provide all supervision, labor, equipment, Boiler, boiler pump, parts, and materials to fully install tw1 (ONE) new boiler and connect to the existing building piping system. The Contractor is to provide and install all components necessary to fully install the boiler and make fully operational. The Contractor shall provide and install 1 (ONE) new boiler with specifications equal or exceeding the failed boilers.

Note: Boiler #2 is the same model boiler, with Serial Number: 65299531 i.The Contractor shall remove any obstacles or equipment in the boiler room necessary to perform this project. Upon completion of this project the Contractor shall reinstall any items, or obstacles that were removed and restore the Mechanical Room to the same condition that it was prior to removal. The Contractor shall contact the COR prior to removing any obstacle or equipment that hinders the removal or installation of the boilers.

ii.Contractor shall disconnect and remove from the mechanical room, the existing two boilers, to include condensate piping, water piping and electrical control wiring.

iii. The Prime Contractor shall provide an experienced and qualified on-site representative or job site superintendent during the work activities.

iv.Contractors shall install this equipment in accordance with North Carolina Mechanical Code, North Carolina Fuel Gas Code, National Electrical Code, Boiler Codes and applicable Building codes as well as the equipment manufacturer recommendations or requirements v.Contractor shall provide and install any new controls and wiring necessary for the new replacement boilers to operate with the existing control system.

vi.The contractor shall apply a weather resistant label that lists the following: service start date and warranty end date of the installation and equipment warranty dates on boiler.

vii.The Contractor shall provide and install all electrical wiring to connect the electrical power to the new boiler system equipment.

viii.The Contractor shall provide and install new brass ball type brass valves in the water lines for each boiler. The Contractor shall install ball valve and cap off the building piping that served the boiler that is not being replaced.

ix.The Contractor shall provide a new boiler circulator pump for boiler internal circulation, to be properly sized as recommended by the boiler manufacturer.

x.The Contractor shall provide and install new automatic air vents for this system for air elimination.

xi.The Contractor shall provide and install new automatic pressure reducing valve for the water supply of boiler.

xii.The Contractor shall provide and install a new reduced pressure zone (RP) type backflow preventor with Wye stainer to supply the water to boiler. Backflow assembly to be installed for maintenance accessibility.

xiii.The Contractor shall provide and install acid neutralizer for the boiler.

xiv.The Contractor shall provide and install pipe & fitting insulation to match existing, where removed for this project.

xv.The Contractor shall provide and install manufactured labels on all piping to indicate flow direction, gas pressure, supply and return water.

xvi.

The Contractor shall provide and install gas piping from existing natural gas piping to the new boiler. The gas piping shall be properly sized steel pipe (schedule 40), prepped, primed & painted yellow, properly labeled, supported and installed in accordance with the North Carolina Fuel Gas code. The natural gas pressure to the building is a 5(FIVE) pound system. Provide and install new gas pressure regulators with OPD (over pressure device) for boiler. Install valve and cap off the unused gas supply piping that supplied the equipment that is not being replaced.

xiv.The Contractor shall be responsible for any wall and/or roof deck openings necessary and sealing thereof. Any roofing penetrations and sealing of the roofing material and material shall be performed by a Professional Roofing Company. Contractor shall provide and install roof properly sized pitch pockets for the new air intake & exhaust venting

16. Operational testing and start-up shall be conducted to verify proper operation of equipment. The COR and Base Facility Engineering staff shall be present for this testing.

The contractor shall provide the Base Facility Engineering personnel with factory authorized training and maintenance for the boilers.

17. Installation, operation, maintenance manuals and warranty information for the equipment and system components shall be turned over to the COR upon project completion. The Contractor shall complete and submit or register any and all manufacturer warranty information and provide these documents to the COR. The Contractor shall provide a one year warranty on the equipment (including labor) from the startup date of the equipment for any problems that might occur with the new installation.

18. TESTING AND INSPECTION:

a. The Contractor shall notify the Contracting Officer’s Representative (COR) 5 days before the performance, inspection and acceptance tests are to be conducted. The tests shall be performed in the presence of the COR.

b. Installation, workmanship, fabrication, assembly, erection, examination, inspection and testing shall be in accordance with appropriate sections of 29 CFR 1910, 1926.
