About this file

This document is a Questions and Answers (Q&A) file for a United States Coast Guard boiler replacement solicitation. The document addresses four key questions about the replacement of two existing Thermal Solutions Evolution boilers at the USCG Base in Elizabeth City, NC. Specifically, the Q&A confirms that the existing boilers have failed due to tubing leaks and burner unit failures, and clarifies that the intent is to replace the two 3,000,000 BTU boilers with a single 3,000,000 BTU boiler. The document also includes a mechanical room layout diagram and emphasizes that bid proposals should strictly adhere to the Statement of Work (SOW) requirements. The solicitation is set aside for small businesses, with quotes due by 1100 Eastern Time on July 18, 2025, and will be evaluated on a lowest price technically acceptable basis, with an estimated contract value between $100,000 and $250,000.

• Tubing has failed and is leaking as well as burner unit failure.

2. Can you confirm whether the intent is to replace both existing boilers with a single 6,000,000 BTU unit, or if the government prefers to replace both units on a one-to-one basis?

• IAW the SOW, the intent is to replace both existing boilers (3,000,000 BTU each) with 1 boiler (3,000,000 BTU).

3. We would also like to confirm if there is interest in receiving a quote for replacing both units with newer versions of the same model or equivalent.

• Bid proposal should be IAW the SOW which states to replace both existing boilers (3,000,000 BTU each) with 1 boiler (3,000,000 BTU).

4. If available, could you please share any drawings or layout plans for the boiler room to help assess space and installation logistics, particularly if only one boiler is to be installed?

• Here is a layout of the mechanical space; it’s not completely up to date; however, the location of the large boilers is accurate.
