USCG Base Elizabeth City, NC Bldg. 87 Water Boiler Replacement Project Q & A Solicitation Number:

Date: 5/28/2025 Submitted Questions & Responses

Question 1: Can the onsite supervision be fulfilled by a triple hat? Superintendent, Quality Control, and Site Safety & Health Officer, held by one person.

Answer 1: Yes, this is acceptable.

Question 2: Please confirm the intent is to replace the (2) 3M BTU boilers with (1) 6M BTU boiler.

Answer 2: The intent of this project is to remove the 2(TWO) existing failed boilers and install 1 (ONE) new hot water boiler with a rating equal to one of the existing boilers. In this case one boiler with a rating of 3M BTU’s.

The new boiler shall be installed where existing Boiler #1 is presently located, in the left position facing the existing boilers.

Question 3: Please provide the current drawings or as-builts Answer 3: Unable to locate requested drawings.

Question 4: Electrical details, including pictures of breakers and panel schedules. These panels were unable to be identified while onsite.

Answer 4: Panel “HVAC” 480v 3 phase, located in the Electrical Room (next to the Boiler Room) Eaton, Pow-R-Line PRL4 Panelboard

Boiler 1: Panel “HVAC”, Circuits #26,28,30. 3 pole 20 amps, 480 volts Boiler 2: Panel “HVAC”, Circuits #31,33,35. 3 pole 20 amps, 480 volts

Question 5: Roof construction details, including the roofing material and whether it is under a warranty or bond Answer 5: The roof deck is steel with 4-ply composite roof system. There is no warranty on the existing roof.

Question 6: Clarification on the control system: What building automation system are the boilers tied into, and how are they currently being controlled?

Answer 6: The Base Automation System (BAS) is Siemens.

Question 7: Are we responsible for replacing the secondary pumps on the main loop as part of this scope?

Answer 7: This scope only requires replacement of the Boiler primary pump. The secondary loop pumps will remain and are not a part of this project.
