2.0 ASBESTOS SURVEY
2.1 Sampling Methodology
NESHAP site inspection work was performed on May 30 and June 2, 2023, by State of Massachusetts Department of Labor Standards (MA DLS) accredited asbestos inspectors, Mr. Kevin M. Donovan (AI-002014) and Mr. Jacob T. Walsh (AI-901137). In accordance with the scope of work, suspect ACM was sampled and collected in general conformance with 40 CFR Part 61 “National Emissions Standards for Hazardous Air Pollutants”, 40 CFR Part 763 “Asbestos Hazard Emergency Response Act (AHERA)”, and applicable Massachusetts regulations. This NESHAP inspection was limited to the areas of the proposed renovations that were accessible during the on-site inspection.
Every effort was made to thoroughly inspect and sample accessible materials.
The collected bulk samples were submitted under standard chain of custody (COC) procedures to Asbestos Identification Laboratory (AIL) of Woburn, Massachusetts. Sample analysis was conducted by PLM, in accordance with EPA Method 600/R-93/116, using stop positive methodology. AIL is accredited by the American Industrial Hygiene Association (AIHA) and participates in the National Voluntary Laboratory Accreditation Program (NVLAP).
Bulk sample results from this inspection are summarized in Appendix A, Summary of Asbestos Sampling Results.
The Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA), Massachusetts Department of labor standards (MA DLS) and the Massachusetts Department of Environmental Protection (MassDEP) defines ACM as any material that contains greater than one percent (>1%) asbestos. As such, the analytical laboratory identified bulk samples of suspected ACM as positive for asbestos when they met or exceeded the regulatory criteria of greater than one percent (>1%) asbestos. Laboratory reports and the chain of custodies are provided in Appendix B of this report.
2.2 Summary of Asbestos Containing Materials (ACM) Findings
Mabbett identified forty-eight (48) types of homogenous materials and collected one-hundred and thirteen (113) representative bulk samples. The laboratory analytical data indicated that two (2) of the homogenous areas were identified as ACM. One (1) material was presumed asbestos containing material (PACM). Estimated quantities of materials identified as ACM are presented in Table 1 below:

5.0 CONCLUSIONS AND RECOMMENDATIONS
5.1 Asbestos
Identified ACM must be abated and properly disposed of by state licensed and properly trained contractors. All abatement must be performed in accordance with Federal, State, and local requirements. Any suspect materials encountered during demolition activities that were not identified in this report as being non-ACM, should be assumed to be ACM unless sample results prove otherwise.
5.2 Lead Containing Paint
The purpose of the limited LCP survey was to identify similar areas of LCP. During the on-site survey, representative samples of similar areas of exterior building coatings were collected and analyzed for lead content.
The regulations addressing LCP in non-residential buildings are focused on occupational exposures involved with paint-disturbing activities and related waste-disposal activities.
Occupational exposure to lead in construction is regulated by OSHA regulation 29 CFR 1926.62 “Lead in Construction”, as well as other applicable state and local regulations. These regulations involve the air monitoring of workers to determine exposure levels when disturbing paint containing measurable concentrations of lead. A LCP survey cannot determine the safe level of lead for the purpose of paint-disturbing activities, but is intended to provide guidance as to the locations of LCP. Employers and contractors may use this information to better determine where worker exposures to airborne lead may occur and, through the interpretation of LCP concentration data, assess the potential magnitude of exposure to their employees and identify the controls necessary to limit health risks.
A concentration of lead greater than or equal to 0.5 mg/Kg percent by weight or 1.0 mg/cm2 exceeds EPA and HUD residential standards is considered an indicator of risk. Representative samples of LCP waste to be generated during building renovation, or following demolition but prior to disposal, should be collected and analyzed using toxicity characteristic leaching procedure (TCLP) in accordance with 40 CFR Part 261. Management and disposal of lead containing waste must be done in accordance with all applicable local, state, and federal regulations.
OSHA regulations may require certain procedures for any paint that contains lead, even if it is below these levels.
All LCP identified, regardless of the lead content, should either be sampled and analyzed by TCLP and then handled/disposed of accordingly, or segregated from other large-scale debris and then managed as hazardous waste in accordance with federal, state, and local hazardous waste disposal regulations.
5.3 PCB and Chlordane Containing Material
The suspect caulking material sampling results determined the material to be non-detect for PCB and Chlordane.
This material is categorized as non TSCA regulated material waste. The caulk was determined to have ACM and requires abated and disposed in accordance with OSHA and NESHAP regulations.

Dear Michael Delaney, Thank you Michael Delaney for your business.
Michael Manning Owner/Director
Asbestos Identification Laboratory has completed the analysis of the samples from your office for the above referenced project.
The Analysis Method is BULK PLM ANALYSIS, EPA/600/R-93/116The information and analysis contained in this report have been generated using the EPA /600/R-93/116 Method for the Determination of Asbestos in Bulk Building Materials. Materials or products that contain more than 1% of any kind or combination of asbestos are considered an asbestos containing building material as determined by the EPA. This Polarized Light Microscope (PLM) technique may be performed either by visual estimation or point counting. Point counting provides a determination of the area percentage of asbestos in a sample. If the asbestos is estimated to be less than 10% by visual estimation of friable material, the determination may be repeated using the point counting technique. The results of the point counting supersede visual PLM results. Results in this report only relate to the items tested. This report may not be used by the customer to claim product endorsement by NVLAP or any other U.S.
Government Agency.

Case Narrative
I, the undersigned, attest under the pains and penalties of perjury that, to the best of my knowledge and belief and based upon my personal inquiry of those responsible for providing the information contained in this analytical report, such information is accurate and complete. This certificate of analysis is not complete unless this page accompanies any and all pages of this report.
Authorized Signature:
Title: Technical Director/Representative Date: 06/21/23
The samples were received in accordance with the Chain of Custody and no significant deviations were encountered during the preparation or analysis unless otherwise noted. Sample Receipt, Container Information, and the Chain of Custody are located at the back of the report.
Results contained within this report relate only to the samples submitted under this Alpha Lab Number and meet NELAP requirements for all
NELAP accredited parameters unless otherwise noted in the following narrative. The data presented in this report is organized by parameter
(i.e. VOC, SVOC, etc.). Sample specific Quality Control data (i.e. Surrogate Spike Recovery) is reported at the end of the target analyte list for each individual sample, followed by the Laboratory Batch Quality Control at the end of each parameter. Tentatively Identified
Compounds (TICs), if requested, are reported for compounds identified to be present and are not part of the method/program Target
Compound List, even if only a subset of the TCL are being reported. If a sample was re-analyzed or re-extracted due to a required quality control corrective action and if both sets of data are reported, the Laboratory ID of the re-analysis or re-extraction is designated with an "R" or "RE", respectively.
When multiple Batch Quality Control elements are reported (e.g. more than one LCS), the associated samples for each element are noted in the grey shaded header line of each data table. Any Laboratory Batch, Sample Specific % recovery or RPD value that is outside the listed
Acceptance Criteria is bolded in the report. In reference to questions H (CAM) or 4 (RCP) when "NO" is checked, the performance criteria for CAM and RCP methods allow for some quality control failures to occur and still be within method compliance. In these instances, the specific failure is not narrated but noted in the associated QC Outlier Summary Report, located directly after the Case Narrative. QC information is also incorporated in the Data Usability Assessment table (Format 11) of our Data Merger tool, where it can be reviewed in conjunction with the sample result, associated regulatory criteria and any associated data usability implications.
Soil/sediments, solids and tissues are reported on a dry weight basis unless otherwise noted. Definitions of all data qualifiers and acronyms used in this report are provided in the Glossary located at the back of the report.
HOLD POLICY - For samples submitted on hold, Alpha's policy is to hold samples (with the exception of Air canisters) free of charge for 21 calendar days from the date the project is completed. After 21 calendar days, we will dispose of all samples submitted including those put on hold unless you have contacted your Alpha Project Manager and made arrangements for Alpha to continue to hold the samples. Air canisters will be disposed after 3 business days from the date the project is completed.
Please contact Project Management at 800-624-9220 with any questions.
