1.1.1 This handbook is a planning tool and provides guidance for 86 Civil Engineering Design Section, the German Construction Agency LBB, and A&E Contractors on technical standards, required for uniformed installation of 86 CS maintained Cyber Telecommunications Infrastructure, supporting Ramstein Air Base diverse mission requirements.

1.1.2 The document is based on the references, standards and guidelines listed in APENDIX A and applies to all MILCON, MACC and SRM project reviews.

1.1.3 The mandatory technical requirements, standards and regulations, parts and materials registers contained within this letter, shall be incorporated into all project designs and contracts for implementation on Ramstein Air Base and KMC wide.

1.1.4 All requirements stated in this installation guide, shall be used unless otherwise specified and approved during design by 86CS/SCXPP MILCON section and maintenance work center 86 CS/SCWO.

1.1.5 All exterior (OSP) and interior (ISP) installations and terminations shall be installed in accordance with the IT-standards listed in APPENDIX A, all applicable industry standards, and manufacturer specifications with the most stringent applying standard.

Planning and Design

1.2.1 Reference: UFC 3-580-01, Par. 2-1

Design of interior and exterior telecommunications infrastructure must meet the needs of the activity and supporting facilities. Architects & Engineers (A&E) contractor generated final drawings and specifications for Design-Bid-Build and Design-Build projects must be stamped by a BICSI Registered Communications Distribution Designer (RCDD).

1.2.2 The German equivalent to the BICSI RCDD is “VdS anerkannter Sachkundiger für Gebäude- Infrastruktur-Verkabelung”. The consulted A&E contractor shall be a certified Communications Distribution Designer IAW VdS regulation 3117, with min. 3 years of experience in planning and installing cyber infrastructure and systems, specifically for the DoD Armed Forces in Europe.

1.2.3 Design and construction may be concurrent efforts in Design-Build projects, and multiple phases of construction may be approved. Therefore, the final documents for each construction phase must be stamped by the RCDD.

1.2.4 Design and install a complete standard based, flexible telecommunications design including telecommunications spaces, pathways, receptacles, connectors, cabling, grounding, bonding, and static protection. This document follows the standards and guidelines listed in APENDIX A.

Construction

1.3.1 The A&E and the construction prime contractor are the contractual partners of LBB and/or 86CES. Consequently, the 86CS shall not be directly contacted for changes and/or decisions which affects the concluded and signed MILCON/MACC contract.

Telecommunications Installation Guide

Quality Plan and Quality Assurance

1.4.1 The 86CES shall develop a communications installation quality plan IAW EN 50174-1 and provide to 86CS for review and approval. Based on the quality plan, 86CS will conduct a quality assurance inspection once the installation has been completed.

Classified Infrastructure

1.5.1 Reference: UFC 3-580-01, Par. 2-2

Classified Infrastructure is any infrastructure that is used to transmit unencrypted classified National Security Information (NSI). Examples would be the infrastructure to support classified networks such as Secret Internet Protocol Router Network (SIPRNET) and Joint Worldwide Intelligence Communications System (JWICS).

1.5.2 Coordinate the design of classified telecommunications infrastructure with the Telecommunications Manager and the Certified Tempest Technical Authority (CTTA) responsible for area where classified systems being installed.

1.5.3 The following documents may be applicable:

♦ AFSSI 7702 - Attachment 12 ♦ CNSSAM TEMPEST/1-13 (FOUO) - Defines the RED/BLACK installation guidance.

Primary Cabling

2.2.1 The primary cabling is running from the campus distributor (CD) to the single building or multiple buildings of the same location, or it connects buildings amongst each other.

Secondary Cabling

2.3.1 The lines between separated data distributors within a building, the building distributors (BD), are referred to as secondary cabling.

Building Backbone Cabling

2.4.1 On every floor of a building, at least one floor distributor (FD) should be installed. For in such a case vertical floors are connected, the terminology building backbone cabling is used.

Tertiary Cabling

2.5.1 Attached to that, we find the tertiary cabling. It describes the data cables leading to the data/voice outlets (DO) or to consolidation points anterior to it. This is referred to as horizontal cabling.

Location and Access of Telecommunications Spaces

3.3.1 Plan and locate telecommunication spaces IAW UFC 3-580-01, Par. 2-4.2 and Ramstein Air Base Telecommunications Installation Guide, Sec. 3.4 through 3.9.

Telecommunications Entrance Facility in Multi-Story Buildings

3.4.1 The building service entrance provides an entry point for outside plant cable(s) into the building. This is normally located in the equipment room. Fig. 3 below shows a typically telecommunications entrance facility serving a multi-story building with minimum one telecommunications room positioned on each floor. Outside plant cable shall not extend beyond 15 m within the building.

Figure 3 – Example: EF, BD, and FD for Multi-Story Buildings

Telecommunications Installation Guide

Telecommunications Entrance Facility in One-Story Buildings

3.5.1 There is no requirement for a separate telecommunications room for smaller buildings e.g., warehouses, storage halls, and other non-administrative facilities with ≤ 24 served data outlets. The plywood backboard and the wall-mounted 19”, 21 RUs cabinet, shall be installed on the wall where fiber and copper cables come into the building.
