About this file
This is a Statement of Work (SOW) for the design, delivery, construction, and installation of two modular office structures at McConnell Air Force Base, Kansas, dated 8 September 2026.
The contractor shall provide all management, tools, supplies, equipment, and labor to construct and install two four-wall, single-story modular office buildings (12' W x 20' L x 9' H / 240 sq ft each)—one in Hangar 1126 (South Bay) and one in Hangar 1107—directly upon existing concrete hangar floor slabs. The total period of performance is 120 calendar days from contract award. On-site installation cannot commence until all materials and components are procured and received. The contractor must submit weekly status reports every Friday by 12:00 PM local time to the Contracting Administrator and Project Managers, detailing material procurement status, shipping updates, and anticipated installation schedules. A minimum of five business days' written notice to the Project Manager is required before on-site mobilization to coordinate facility access and security clearances.
Each modular building must include 4-inch insulated wall panels with double-layer steel studs and vinyl finish; one commercial walk-in door (36" x 84" minimum) and two windows; floor fastening to concrete using manufacturer-approved mechanical anchors coordinated with an AF Form 332 work request; and one 8,000 BTU minimum through-wall HVAC unit. Electrical scope includes six 115-VAC quad receptacles, internal LED ceiling lighting, exterior load center/disconnect switch, and secondary conduit and wiring to the facility electrical panel (within 75 linear feet). Fire suppression requires internal overhead wet fire sprinkler piping and heads per NFPA 13 standards with final inspection by base Fire Department and 22 Civil Engineer Squadron. Telecommunications scope includes twelve 4-port CAT6 RJ-45 wall jacks and internal plenum-rated CAT6 cabling terminating at an external consolidation point, with the Communications Squadron responsible for facility backbone cabling. The contractor shall provide a Quality Control Plan, standard commercial manufacturer warranty (minimum 1 year) on all components, and a minimum one-year workmanship warranty on installation and structural assembly. Technical support must be available Monday through Friday, 0730-1600 CST, during the warranty period. On-site work hours are Monday through Friday, 0730-1630 CST, excluding Federal Holidays, with written Contracting Officer approval required for work outside these hours. The contractor must enforce strict Foreign Object Damage prevention measures, maintain continuous tool and material control, perform end-of-shift cleanup, and submit a site-specific Safety Plan prior to mobilization, complying with OSHA and AFOSH standards. The contractor must protect existing facility infrastructure and repair any damage at no cost to the Government. Base access requires contractor personnel and delivery drivers to obtain passes through 22 Security Forces Pass and Registration Office, with a completed Base Access Request roster and identification credentials submitted at least ten business days prior to arrival. All contractor personnel must display base identification badges and comply with McConnell AFB security protocols and base regulations. The Government will not provide equipment, materials, fuel, or personnel but will provide access to existing 115V electrical outlets for small power tools at no cost. Section 7 prohibits the use of Class I ozone-depleting substances, including specified halons, chlorofluorocarbons, carbon tetrachloride, methyl chloroform, and methyl bromide, in any specification, standard, drawing, test, operation, or maintenance requirement.
