About this file
This is a Questions and Answers document for federal contract FA462126Q0048 concerning the procurement of 22 MXS Porta-Fab modular office units for McConnell Air Force Base.
The Q&A document addresses vendor specifications and government acceptability regarding construction materials and systems. Key approvals include: 3-inch Fire & Sound panels meeting solicitation requirements, Class A-rated panels without hourly ratings, HVAC units with self-contained evaporation systems eliminating exterior condensate drain lines, 2-port CAT6 jack boxes for flush-mounted capability, and duplex electrical outlets meeting NEC Code. The government indicated preference information regarding previously-utilized subcontractors (Atlas Electric for electrical work and Pye Barker for fire suppression at McConnell AFB), though vendors are not mandated to use these firms. Notably, the government confirmed acceptance of complete factory-built, six-sided modular office units as an alternative to panelized wall systems, provided structures are not anchored to the hangar floor and handicap accessibility requirements are not a concern. Floor plans detailing fire suppression and electrical requirements are available. The procurement is for purchase only; leasing arrangements are not being considered.

QUESTIONS AND ANSWERS
1) Vendor’s wall systems standard Fire & Sound panel is 3 inches. Please confirm if this complies with the solicitation? (Same thickness for studs)
a. Acceptable
2) Vendor’s Panels are class A rated but do not carry an hourly rating. Confirm this complies?
a. Acceptable.
3) Supplied HVAC Units for this configuration come standard with a self-contained evaporation system eliminating the need for exterior condensate drain lines. Please confirm this complies with the solicitation?
a. HVAC unit with a self-contained evaporation system is acceptable.
4) CAT6 jack boxes come standard with 2 ports for flush-mounted capability, we can supply 24 such boxes to meet the need. If 4 port boxes are required, they would require surface mounting in final installation or in the pulling backbone cabling process.
a. 2 port CAT6 jack boxes are sufficient.
5) A note, not a question. On the existing units I believe these 2 port boxes were stacked inside the stud channel. Please advise.
a. See Question 4.
6) Stud cavity thickness only supports installation of duplex outlets for flush-mount installation. We can supply the requested number of receptacles using duplex outlets and the stud channels to meet the requirement. If quadplex outlets are required they would need to be surface mounted.
a. Duplex outlets are sufficient, meeting NEC Code.
7) Are floor plans available detailing the fire suppression and electrical requirements?
a. Floorplans for both hangars are attached.
8) Specific to sections 3.1.4 - 3.1.6: Are you able to share your current third-party Fire Suppression company, Electric company, and Telecommunications/Data company you utilize at McConnell? While I have subcontractors to handle these areas I can utilize, we prefer to use companies that are already familiar and have worked within McConnell if possible. The remainder of the project can be handled entirely by my team and staff.
a. The government is not ordering vendors they must utilize these subcontractors, but for the sake of sharing information; Atlas Electric and Pye Barker have been utilized at McConnell AFB previously for Electrical and Fire Suppression respectively.
9) Would the Government accept a complete, factory-built, six-sided modular office unit—including an integral floor, four walls, and roof/ceiling assembly—as an alternative to the panelized wall system anchored directly to the existing hangar slab described in SOW Sections 1 and 3.1.2? The proposed units would be placed on the existing hangar slab and meet the specified dimensions and functional requirements, including HVAC, electrical, fire suppression, and telecommunications. Please confirm whether this approach is acceptable and identify any additional requirements for anchorage, finished floor elevation, or entrance accessibility.
a. Customer does not object to a complete, factory-built, six-sided modular office unit. Handicap accessibility is not a concern.
