About this file

The document is a Notice of Intent to Award from the City of Casselberry's Procurement and Contract Management Division for SOQ-2025-1234 Continuing Professional Utility Engineering Services. The solicitation seeks to engage multiple engineering firms to provide professional utility engineering services on an "as-needed, when-needed" basis. The City intends to award the contract to five firms: Burgess & Niple, Inc., CPH Consulting, LLC, Hazen and Sawyer, P.C., Mead and Hunt, Inc., and Wright-Pierce, Inc. The contract will have an initial three-year term with potential for two additional one-year renewals, following a competitive solicitation process that closed on February 11, 2025.

The Notice of Intent to Award is subject to final City Commission approval and does not constitute a formal agreement. The contract will be funded through task authorizations, with design services paid on a lump-sum basis and post-design services paid on an hourly, not-to-exceed basis. Individual project construction costs are limited to $7.5 million, with professional service fees capped at $500,000. The City reserves the right to negotiate rates, terminate the contract, and will use a task authorization process for individual project assignments. Bidders who are not the intended awardees may file a written Notice of Award Protest with the Procurement and Contract Management Division within three business days of the notice's posting.
