AMENDMENT TO SOLICITATION #SOL-OAA-12-000081 AMENDMENT #01
The following revisions are hereby incorporated into this solicitation:
1. Page 6, B.5(b) Fixed Fee Payment, delete the last sentence of the paragraph that reads: “Two exceptions to paying fixed fee in this manner apply:” and replace with “One exception to paying fixed fee in this manner apply:”
2. Page 33, C.3(f) Activity Database, please delete the following in the last paragraph, “A sample Activity Database Guide is attached in Attachment J.16,” and replace with, “A sample Activity Database
Guide is attached in Attachment J.15.”
3. Page 61, G.2 Contracting Officer, please include after
“Contracting Officer: Cristina H. Sylvia,” email address csylvia@usaid.gov. The Contracting Officer must be carbon copied

Illustrative Budget for the Case Study (Attachment J.13).
The offeror shall provide a budget for the scope of work in the case study. Supporting information should be provided in sufficient detail to allow a complete analysis of the costs. This is to include a complete breakdown of the cost elements associated with each item and those costs associated with any proposed subcontract. Offerors shall use the Case Study Summary Sheet Budget Format – Cost
Proposal (see Attachment J.13). This format cannot be modified. However, additional pages may be submitted in any format and address any differences between the summary and the budget details if necessary.

Pipeline Budget Analysis (Attachment J.16)
The offeror shall provide a budget for the scope of work in the case study. Supporting information should be provided in sufficient detail to allow a complete analysis of the costs. This is to include a complete breakdown of the cost elements associated with each item and those costs associated with any proposed subcontract. For identified key personnel, the offeror should provide biodata forms (SF
1420). Offerors shall use the Case Study Summary Sheet
Budget Format – Cost Proposal (see Attachment J.13). This format cannot be modified except to incorporate additional rows for indirect rates under 5. Indirect Cost Rates (per
NICRA) which were not included in the existing template.
Offerors may include additional spreadsheets with detailed costs, but those spreadsheets must feed into the Case Study
Summary Sheet Budget Format – Cost Proposal. Additional pages may be submitted in any format and address any differences between the summary and the budget details if necessary.
Per Implementation Scenario 1 (L.7.2.a.2.i), offerors should also submit a Pipeline Budget Analysis (Attachment J.16). The pipeline analysis should utilize the budget from the Case Study
Summary Sheet Budget for the Total Estimated Cost column in the pipeline template. The pipeline should show a 6 month pipeline for a $3.5 million initial obligation.
12. Page 118, Part 5 - Subcontracting Plan, please delete this part in its entirety and replace with:
If the offeror is other than a Small Business, it must submit a Subcontracting Plan (See Section J). Submitted
Plans must address subcontracting with Small Business (SB), veteran-owned Small Business, service-disabled veteran-owned Small Business, HUBZone Small Business, Small
Disadvantaged Business, and women-owned Small Business concerns. This plan will be the equivalent of a master subcontracting plan for the overall IQC.
The plan must contain Small Business subcontracting goals of at least 15% of total planned subcontracting, including non-zero goals (greater than 1%) for each of the following: veteran-owned Small Business, service-disabled veteran-owned Small Business, HUBZone Small Business, small disadvantaged business, and women-owned Small Business.
13. Page 122, the text box titled Technical Evaluation Criteria, please delete, “(A) Implementation in Transition Contexts” and replace with, “(A) Implementation in Transition Environments.”
14. Page 125, M.2(d) Past Performance, please delete, “past performance should help to reinforce elements of corporate capability described previously in Section L.7.5” and replace with, “past performance should help to reinforce elements of corporate capability described previously in Section L.7.3.”
15. Page 126-7, M.3 Price/Business Evaluation, please delete the section in its entirety and replace with the following:
The Illustrative Budget for the Case Study (Attachment
J.13), Pipeline Budget Analysis (Attachment J.16), and Fee and Indirect Cost matrix (J.10) will be analyzed as part of the overall proposal evaluation. Cost will be evaluated on the basis of cost reasonableness, allowability, realism and competitiveness of costs, proposed fixed fee ceilings and indirect rates (including indirect rate ceilings).
Evaluation Criteria A through B are of equal importance.
A) Cost reasonableness, allowability, realism, competitiveness of ceiling fixed fees without Letter of
Credit for GUCs and indirect rates.
B) Cost reasonableness, allowability, realism, competitiveness of ceiling fixed fees with Letter of
Credit for GUCs and indirect rates.
Cost realism will be based on the following considerations:
Are proposed costs realistic for the case study scope of work?
Do the costs reflect a clear understanding of case study requirements?
Does the proposed pipeline for a limited initial obligation reflect an appropriate use of limited funding to start-up the program, initiate TAP activities, and lay a foundation for future programming?
Are the costs consistent with the various elements of the offeror’s technical proposal?
16. Page 167, OTI’s Engagement Criteria, please delete the following, “MakaNapan,” and replace with, “NapaMakan”
17. Page 170, Cost Proposal, please include in 4.c. after, “Months 9-27,” include the following, “(includes 3 months of close-out costs for the Ramp Up with 22 months total).”
