SYNOPSIS

United States Agency for International Development

Office of Acquisition and Assistance/Democracy, Conflict and Humanitarian Assistance

Activity Title: Programing Effectively Against Conflict and Extremist –PEACE

Description : The United States Agency for International Development (USAID), Office of Acquisition and Assistance /Democracy, Conflict & Humanitarian Assistance Intends to issue a Request for Proposal (RFP) for Indefinite Quantity Contract s(IQCs) to support DCHA/ Office of Conflict Management and Mitigation’s (CMM) key functions of improved knowledge, generation and management and; integrating that knowledge into creative, responsive, and effective field programs for USAID Missions around the world. Contractors are expected to provide the range of support and services in a timely and efficient manner in the following areas: 1) Knowledge Generation, Dissemination and Management; 2) Training; 3) Field program Implementation and 4) Analytical Services. Elements 1, 2 and 3 above are full and open unrestricted, and element 4 is reserved for Small businesses.

The Office of Conflict Management and Mitigation (USAID/DCHA/CMM) works to inform U.S. Government policy and to assist USAID Missions worldwide to design and develop innovative programs addressing the drivers and consequences of violent conflict. CMM supports cutting edge technical services, knowledge management, and USAID field programs in conflict-prone and conflict-affected countries and regions.

Contract Type and Performance Period: USAID anticipates awards of Indefinite Quantity Contracts (IQCs) which will be utilizing Task Orders that are Cost Plus Fixed Fee (CPFF) or Firm Fixed Price (FFP). Part of the scope of work and as noted above will be exclusively set aside for small business. The anticipated contract(s) period is five year period; work will be performed both in Washington and overseas. The period of performance of potential Task Orders awarded under the IQC will be determined in part by the year in which it is issued. The authorize geographic code for this activity is 937.

The solicitation will be posted on the FEDBIZOPPS webpage www.fedbizopps.gov. In accordance with FAR 5.102(d) availability of the solicitation will be limited to this electronic medium only. Request for other copies of the solicitation will be disregarded without notice to the requestor. The solicitation will not be available for pick-up and no walk-ins will be allowed. USAID/OAA/DCHA strongly encourages the participation of small business concerns, small disadvantaged business concerns and women-owned small businesses in this activity as prime or subcontractors in accordance to FAR Part 19.

The release of this notice does not obligate USAID to release an RFP or make an award of any type.
