The PEACE IQC
Programming Effectively Against Conflict and Extremism
Office of Conflict Management and Mitigation (CMM)
• Launched 2002
• Identifies and analyzes sources of conflict and fragility
• Supports responses to the causes and consequences of violent conflict and instability
• Seeks to integrate conflict management and mitigation into USAID analyses, strategies, and programs
What is CMM?
What does CMM do?
• Conduct field research (conflict assessments)
• Support effective conflict programming: toolkits, technical briefs, etc.
• Manages a conflict early warning system
• Conducts outreach and training
• Manages two grant programs: Reconciliation Fund and Technical Leadership Fund
• Manages IQCs
Instability, Crisis and Recovery Programs (ICRP) IQC
• Ordering period expired March 30, 2012; period of performance expires March 30, 2013
• $600M ceiling
• Over 45 task orders issued since its initiation
• Limited CMM involvement with task orders
• Four IQC holders: DAI, ARD, MSI, and AMEX (small business)
Before there was PEACE…
Purpose of PEACE
• Promote the design and implementation of conflict sensitive development programs that manage the sources of violent conflict and mitigate its consequences
• Extract key lessons learned and technical insights from these programs, supported by other technical research and assessments and manage and disseminate this knowledge through training, toolkits, and other knowledge management tools and systems
PEACE and ICRP
• Similar in many respects
– Similar purpose, topics, size, grants under contract
• Main differences:
– Critical Priority Country (CPC) vs. non-CPC windows
– Learning program with CMM involvement
– Analytic services component for one small business holder
– Knowledge management systems
PEACE: Four Components
•“Standard” field programs
• USAID joint DCHA/CMM and field Mission learning programs
•Technical Guidance (e.g. toolkits and quantitative reports)
•Early warning and other analytical tools
•Knowledge management systems
•Can be used for communications
•New conflict course development

Training: New Course Development
• Facilitate CMM‘s development of new conflict course content
• Support Washington D.C. pilots of new courses
• Support the continued refinement of existing CMM trainings
• Conduct training of trainers for the new and existing training materials
• Develop multimedia products for all CMM courses
• Development and or update the CMM conflict training cadre development strategy
• Provide any additional support requested by CMM, other offices and Missions
Training: Logistical Support
• Support Washington D.C. offerings of CMM‘s training courses
• Remotely support overseas trainings from
Washington
• Directly support CMM overseas training
Field Program Implementation
• USAID Joint CMM and Field Mission ‗Learning Programs‘
– Represent a robust engagement between CMM, USAID
Mission staff, and implementing partners. Will involve a substantial time commitment by Washington staff
– Should be able to operate a flexible, learning-focused program while still delivering results
• ‗Standard Programs‘
– May include aspects of the learning program methodology but not required
Key distinction between learning and standard programs is the extent to which plans include learning and evaluative tasks alongside regular program activities and that to which CMM will be jointly designing programs alongside field missions.

Robust engagement between CMM and USAID Mission staff in design
• Recent in-country conflict assessment influencing USAID project design
• Required work plan format with milestones for learning and assessment—information feeds directly into CMM training and knowledge management
• Project staffing pattern with sufficient Level of Effort for strategic learning and communications.
• Active relationship between CMM and IQC Task Order implementation and evaluation
• Where funding allows, impact evaluation planned from start
• Robust linkages with technical leadership areas

Analytic Services Component

• Conflict assessments
– Fielding of assessment teams
– Tabletop and in-country assessments
– Drafting final assessment reports, trip reports and other type of after-action reports or feedback memos
– Certification requirement (post award)
• Evaluations
– Conduct evaluations at various points of design and implementation
– Analyze data from evaluations to draw conclusions about the impact and make recommendations for best practices
– Conduct a meta evaluation examining trends or themes across countries
– Ensure that all evaluations and related reports are entered into any future knowledge management system and meet system requirements

– Technical director
– IQC manager
– Learning and training coordinator (except for Analytic
Services holder)
• Grants under contract
– Generally $5K - $50K, maximum $100K

– Requests for task order proposals issued will specifically address gender dynamics throughout the statement of work
