About this file
This is a Solicitation for Pressure Tank Maintenance and Inspection services for U.S. Army Garrison (USAG) Bavaria locations in Germany. The unrestricted commercial solicitation (W912PB25RA005) seeks a requirements-type contract for preventive maintenance, pre-inspection, and technical safety inspections of pressure tanks across four primary locations: Grafenwoehr, Vilseck, Hohenfels, and Garmisch. The contract will be awarded using Lowest Price Technically Acceptable (LPTA) source selection procedures, with a base year and four option years, totaling a potential five-year contract period from July 2025 to June 2030.
Key evaluation factors include technical experience (demonstrating one year of relevant pressure tank maintenance experience within the past five years), valid German certifications for maintenance personnel (including a Journeyman's Certificate and Master Craftsman qualification), and subcontracting plans. The contract will utilize a hybrid pricing structure, including firm-fixed price line items for maintenance and inspections across different categories and locations, as well as time-and-materials options for labor hours and repair parts. Offerors must submit proposals by 10:00 AM Central European Time on 09 May 2025, with a contract value that includes base year pricing around €33,000 and escalating option year pricing up to approximately €40,416 per year.
