About this file
This is a Solicitation/Contract/Order for Commercial Products and Commercial Services (Standard Form 1449) issued by the U.S. Army for Traffic Systems Maintenance and Repairs at Tobyhanna Army Depot in Pennsylvania.
The solicitation seeks services for traffic systems maintenance and repairs under a firm fixed price (FFP) arrangement. The contract includes a one-year base period (November 1, 2026 through October 31, 2027) with four optional one-year extensions. The base year requires two semiannual preventative maintenance visits (Line Item 0001), one 48-hour assessment visit with equipment inspection and repair proposal submission (Line Item 0002), and unpriced repair work (Line Item 0003) to be funded via bilateral modification upon government acceptance of contractor repair proposals. The same structure repeats for each option year. The solicitation number is W51AA126QA058, issued on July 20, 2026, with an offer due date of August 17, 2026 at 4:00 PM. This is a women-owned small business (WOSB) set-aside with evaluation based on price and past performance from two government or commercial contracts within the past five years. Offerors must submit pricing using the Proposed Pricing Worksheet (Attachment IV) and are encouraged to submit best pricing in initial submission as the Government intends to award without discussions. Offerors must comply with Cybersecurity Maturity Model Certification (CMMC) Level 2 (Self) requirements and submit CMMC unique identifiers. Service Contract Labor Standards apply with Wage Determination 2015-5797, Revision 31, effective May 13, 2026, for Monroe County, Pennsylvania. Payment will be made via Wide Area WorkFlow (WAWF) system. Performance and inspection/acceptance occur at Tobyhanna Army Depot, 11 Hap Arnold Boulevard, Tobyhanna, PA 18466.
