About this file
This is a Request for Proposals (RFP) for Selected Restrictive Availability (SRA) and Continuous Maintenance Availability (CMAV) services for the U.S. AEGIS Ashore Missile Defense System (USAAMDS) in Romania. The contract (N6817126RN001) is for Fiscal Year 26 and involves two primary contract line items (CLINs): CLIN 0001 covers thirteen work items for SRA (NAPL-501-26), and CLIN 0002 covers five work items for CMAV (NAPL-008-26). The work will be performed at the Naval Support Facility in Deveselu, Romania, with a performance period from 4 May through 30 September.
The solicitation is a firm-fixed-price contract with an evaluation methodology that considers technical capability (acceptable/unacceptable), past performance, and price. Past performance is weighted more heavily than price. Offerors must submit detailed documentation including calibration/inspector certifications, welding/non-destructive testing qualifications, and past performance references. The proposal submission deadline is 22 December 2025 at 2:00 PM Central European Time, with proposals to be submitted electronically to multiple Navy contracting specialists. Attachments include a pricing worksheet, work specification package, and past performance documentation forms.

C.4 Additional Works
If additional work is discovered during the performance of the contract, the Contracting Officer will determine if it will be considered growth or new work, and will follow the required contracting procedures as:
a. GROWTH WORK: is defined as any additional work identified after contract award that is required to complete the original scope of work. All growth work will be related to a work specification item in the awarded contract and will be priced at the same labor rate as the originally quoted work. Performance of authorized growth work shall commence after the issuance of a contract modification. The Contractor shall not perform growth work without the Contracting Officer's authorization. The Contracting Officer reserves the right to contract for growth work on the basis of a negotiated, firm-fixed price, when it is in the best interest of the Government
b. NEW WORK: if the Contracting Officer determines the additional work to be NEW WORK rather than GROWTH WORK (meaning that the additional work cannot be reasonably tied to an existing work item in the specification package but is still essential for the satisfactory completion of the vessel overhaul effort) then the procedures covered in DFARS 252.217-7028 OVER AND ABOVE WORK (DEC 1991) shall control.
The NAVSUP Fleet Logistics Center Sigonella (FLCSI) Code 200 Contracting Officers are the only persons authorized to approve changes in any of the requirements of this contract and notwithstanding provisions contained elsewhere in this contract, the said authority remains solely with the NAVSUP FLCSI Code 200 Contracting Officers. In the event the Contractor effects any change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without the authority and no adjustment will be made in time required for performance or the contract price to cover any increase in charge incurred as a result thereof. If the Contractor believes it was directed to perform work outside the scope of the contract, it shall notify the Contracting Officer immediately.
