About this file
This is a Request for Proposal (RFP) solicitation for ship repair and maintenance services on the USS JOHN CANLEY (ESB 6), an expeditionary sea base vessel. The Naval Supply Systems Command (NAVSUP) is seeking contractor proposals to complete a mid-term availability (MTA) consisting of repair and maintenance work items outlined in Military Sealift Command (MSC) specification SSU 27-008 and Ship Repair Facility (SRF) specification SING 005-27. The performance period is March 1, 2027 through April 15, 2027, with an optional extension from April 16–30, 2027. Work will be performed in the U.S. 7th Fleet Area of Responsibility, excluding India. Proposals are due by July 20, 2026 at 10:00 AM Singapore Standard Time, submitted via DoD Safe.
The contract structure includes multiple contract line items (CLINs): CLINs 0001, 0002, and 0005–0014 are firm fixed-price (FFP) work packages; CLINs 0003 and 0004 are time-and-materials (T&M) growth CLINs with not-to-exceed values totaling approximately 17,497 labor hours and $689,201 in material costs. The contractor's pricing must include fully burdened labor rates covering all direct production labor, overhead, indirect costs, and profit. Material handling fees apply to physical materials but not consumable items. Offerors must be Military Sealift Command Repair Activity (MSRA) or Approved Boat Repair (ABR) holders. The Principal Port Engineer will accept work for most CLINs; the Program Manager will accept CLIN 0005. Payment will be made via Wide Area Workflow (WAWF) and electronic funds transfer. Contract changes and growth work require written authorization from the Contracting Officer; the contractor must submit change order proposals within five calendar days of receipt. Small business concerns may qualify for price preference if two or more responsible U.S. small businesses submit competitive offers.
