About this file
This document is a Questions and Answers (Q&A) response from a contracting officer addressing clarifications on work items and missing documentation for a ship maintenance contract (USS John L. Canley, ESB 6).
The contractor requested clarification on eight specific SRF (Ship Repair Facility) work items regarding whether quotation submissions are required, including mission deck nonskid deck covering replacement, flight deck nonskid, chill box piping lagging and insulation, dishwasher replacement, electro-mechanical deadbolt installation, gage calibration services, project team office facilities, and HF-antenna crane/scaffolding/rigging services. Additionally, the contractor identified nine corrupted work item files related to Panama Canal Transit Modifications (including 90-ton SWL installation, pilot ladder stanchion, shell pad eye, mission deck liferaft, blue steering installation, AIS plug installation), ECDIS/radars/conning station/BNWAS upgrades, and shore chill water connection installations. The contractor also reported corruption in files within the "MSC Additional WI" shared folder. The contracting officer's primary response directed the contractor to email the Contracting Officer for the revised J-3 Price Breakdown Sheet and missing work items. Regarding Work Item 583-31-001 (Rigid Hull Inflatable Boat Outboard Assembly Annual Inspection), the contractor inquired about using Palfinger technician services, which they had successfully employed on the USS Miguel Keith. The contracting officer confirmed that Palfinger is authorized to perform this work, provided that the required OEM certification is submitted with the proposal.
