About this file

This is a Questions and Answers (Q&A) document serving as Attachment J-5 to a federal contract opportunity for ship maintenance and repair services.

The document addresses clarifications on seven specification items covering general ship services, habitability modifications, information technology services, and fuel storage management. For Specification Item 0011 (General Services for Ship), the contracting officer approved the use of portable generators meeting specified voltage and wattage requirements as an alternative to shore power, and accepted per-day shore crane charges instead of per-lift pricing at a third-party port. For Specification Item 0601 (Stain Tile in Shower B-52-6), the contracting officer provided the estimated area as approximately 30 square feet (2.8 square meters) for tiles renewal. For Specification Item 0699 (Aft House Habitability Mods Hospital Only), the contracting officer clarified that only the installation of an upper bunk for the aft hospital is required; the bunk and ladder will be provided by the Government (GFM), with the contractor responsible only for materials supporting the installation structure. For Specification Item 0012 (Information Technology Services), the contracting officer approved the use of mobile phones programmed with project team contacts, including second shift and overnight supervisors' numbers and emergency services, to be provided to gangway and duty personnel. For Specification Item 0021 (Clean and Gas Free Tanks), the contracting officer indicated the ship will attempt to arrive allowing internal fuel transfers between tanks, contingent on operational tasking, with final temporary storage amounts to be discussed prior to arrival and contractor support required for transfers. For SRF Work Items, the contracting officer advised that specifications for items 634-11-003, 634-21-001, 638-11-001, 651-11-001, 661-00-001, 980-11-001, 992-11-001, and 992-11-002 will be provided via DoD SAFE upon request to the Contracting Officer.

Attachment J-5

SPECIFICATION ITEM NO.: 0011 PARA. NO. 7.1.1 & 7.1.27

TITLE: GENERAL SERVICES FOR SHIP

QUESTION:

7.1.1 Electrical Shore Power

Since our proposed port does not have the capacity to provide Electrical Shore Power as required in the work specifications, we would like to propose to provide portable generators that can meet the requirement. This is the same service that we have provided in the previous availabilities.

Please confirm if this is acceptable.

7.1.27 Crane, Forklift and Transportation Services

Since the ship will be berthed at Third Party Port, crane charges will not be charged on per lift but on a per day basis. We will provide crane service daily at the port during the whole duration of the PoP.

This is the same service arrangement that we have provided in the previous availabilities.

ANSWER:

The use of portable generators that provide the same Voltage and Wattage to meet the power requirements in the Spec are acceptable.

The use of a per day shore crane is acceptable.

SPECIFICATION ITEM NO.: 0601 PARA. NO. 3.1.1 & 3.1.2

TITLE: VR26-0023 STAIN TILE IN SHOWER B-52-6

For estimation reference, please provide the following for tiles renewal: -

a) Toilet/ Shower (B-52-6) – estimated area in square meter for tiles renewal??

The estimated sq ft of the toilet/shower is approx. 30sqft (2.8sqM)

SPECIFICATION ITEM NO.: 0699 PARA. NO. 2.1.1, 2.1.2 & 2.1.9

TITLE: T-ALT 15-013 Aft House Habitability Mods Hospital Only

Kindly confirm that all the below listed materials as per MSC drawings will be provided as

CFM.

We foresee that most of the said materials will have a long delivery lead time. Can we propose that these materials will be GFM instead.

2.1.1 MSC Drawing No. 637-8498066, Joiner Bulkhead and Outfitting Modifications Upper

Deck

2.1.2 MSC Drawing No. 637-8498067, Joiner Bulkhead and Outfitting Modifications “A” Deck

2.1.9 MSC Drawing No. 512-8498060, HVAC Accommodation Modifications, Mechanical and

Electrical Details

The only work being conducted in this work item is the installation of the upper bunk for the AFT Hospital. No other spaces are being modified. The Bunk and Ladder have been procured by the PPE and will be turned over as GFM. Contractor is required to provide only the materials for the support structure required to install the bunk.

SPECIFICATION ITEM NO.: 0012 PARA. NO. 3.1.1 - 3.1.3

TITLE: INFORMATION TECHNOLOGY SERVICES

Since our proposed Third-Party port does not have the existing telephone cable lines, we would like to propose providing mobile phones as an alternative.

This is the same service arrangement that we have provided in the previous availabilities.

The use of a mobile phones is acceptable. Phones shall be programmed with Project

Team contacts to include 2nd shift and overnight supervisors, and emergency services

These phones will be provided to the ship’s gangway and duty personnel who require easy access to the personnel for contact and emergencies.

SPECIFICATION ITEM NO.: 0021 PARA. NO. 7.3

TITLE: CLEAN AND GAS FREE TANKS VOIDS COFFERDAMS AND SPACES

The work specification calls to provide a clean storage facility with a capacity of approximately

2625 tons (750,000 gal) of fuel oil, 350 tons (100,000 gal) of JP-5 and 200 tons (50,000 gal) of lube oil which the Contractor foresee will have an issue of storage space, considering the amount of fuel to be transferred, due to the limited area in the Third Party Port.

Contractor would like to propose for fuel and oil transfer, if required, to be done internally aboard the ship from tank to tank as this will be more economical and safer way compared to transferring to an external temporary storage facility.

The ship will attempt to arrive in the yard at a level that allows for internal transfer of fuel, but operational tasking prior to entry to the yard may not allow partially empty tanks.

Contractor is requested to plan for the quantities in the Spec, but total amounts for temporary storage as needed will be discussed prior to ship’s arrival.

In the event of internal transfers, contractor will still be required to provide support to the crew for the transfers.
