C. BASIS FOR EVALUATION:

1. The solicitation requires the evaluation of price and the following non-cost/price factors:

Factor 1 – Recent and Relevant Experience Factor 2 – Management Approach Factor 3 – Past Performance

The distinction between experience and past performance is that experience pertains to the volume of work completed by a contractor that are comparable to the types of work described under the definition of recent, relevant projects, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.”

2. The relative order of importance of the non-cost/price evaluation factors is the technical factors 1 and 2 are of equal importance to each other and, when combined are equal in importance to the past performance evaluation/performance confidence assessment factor 3. When the proposal is evaluated as a whole, the technical factors and past performance/performance confidence assessment factor combined (i.e., the non-cost/price evaluation factors) are approximately equal to price.

The importance of price will increase if the Offerors’ non-cost/price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a non-cost/price proposal’s superiority to the Government. Award will be made to the responsible Offeror(s) whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered.

3. Basis of Evaluation and Submittal Requirements for Each Factor.

(a) Price:

(i) Solicitation Submittal Requirements:

(2) Completed (Blocks 14 through 20c), signed and dated Standard Form (SF) 1442, Solicitation, Offer, and Award.

(3) Acknowledgement of all amendments

(4) Completed Price Schedule

(7) Financial resources available to perform the contract. Submit amount of available of working/operating capital that will be used for the performance of the contract. If the offeror plans to rely on financial support from other sources (i.e. independent financial institutions), identify the maximum lines of credit that will be available, from a financial institution.

(ii) Basis of Evaluation:

The offers submitted for the total amount of all CLINs will be used for the Price Evaluation. Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:

(1) Comparison of proposed prices received in response to the solicitation.

(2) Comparison of proposed prices with the IGE.

(3) Comparison of proposed prices with available historical information.

(4) Comparison of market survey results.

The price proposals will be ranked from lowest to highest based on the evaluation criteria stated above.

The Government reserves the right to conduct a price realism analysis of proposed prices to determine risk of unreasonably low proposed prices when compared to offeror-proposed prices submitted in response to the solicitation or in comparison with the IGE.

The price proposal will initially be evaluated separately from the technical proposal. The Government has the discretion of determining which offeror is most advantageous to the Government considering price and technical quality of the proposal.

(b) Non-cost/price Factors:

(1) Factor 1 – (a) Recent, Relevant Experience of the firm and (b) Recent, Relevant Experience the firm’s proposed business structure, i.e. subcontractors:

(i) Solicitation Submittal Requirements:

(a) Recent, Relevant Experience of the firm and (b) Recent, Relevant Experience the firm’s proposed business structure, i.e. subcontractors:

(i) Offeror shall submit a minimum of three (3) and a maximum of five (5) recent and relevant projects demonstrating the experience for each of (a) the firm and (b) firm’s proposed business structure, i.e. subcontractors.

Submissions of recent relevant projects of its joint venture members or mechanical and electrical subcontractors, if formed solely for this project and not having had a combined experience previously are acceptable to demonstrate experience.

The submission requirements for all Factor 1 Recent, Relevant Experience (a) and (b) should demonstrate each project submitted is similar in size (dollar value, period of performance), scope, and complexity to the proposed project of this solicitation.

All experience project submissions shall be on the Attachment template provided in the solicitation and shall not exceed three (3) 8.5 x 11 inch single sided sheets for the Prime contractor’s experience, and for its joint venture members/subcontractors if formed solely for this project.

(ii) Basis of Evaluation of the prime contractor (the firm) and the firm’s proposed business structure, i.e. subcontractor(s): Projects will be evaluated based on recency and relevancy. Projects completed within the past seven years and substantially completed prior to proposal submission will be considered recent. Relevancy Criteria – Projects must meet or exceed a total cost of $15M and be substantially complete and include: 1. HVAC, electrical, plumbing, and construction in occupied spaces; 2. Phased displacement and return of tenants during construction; or 3. Work in areas requiring a security clearance. Projects that meet all of these criteria will be considered “Very Relevant”. Projects that meet at least two of these criteria will be considered “Relevant”.

Projects that meet one of these criteria will be considered “Somewhat Relevant”. Projects that have none of these criteria will be considered NOT relevant.

Projects shall have been performed by the prime contractor or a member of the joint venture and any stated mechanical/electrical subcontractor(s) demonstrating their own experience.

Projects that demonstrate experience performing work in the country of Italy are considered advantageous to future project success and will add strength to the proposal.

Projects requiring the use of personnel with a Secret or Top Secret active US security clearance are considered advantageous to future project success and will add strength to the proposal.

(2) Factor 2 - Management Approach:

(i) Solicitation Submittal Requirements:

a. Teaming arrangement(s): Provide a narrative describing the proposed primary construction firms for this design-bid-build contract and the rationale for proposing this arrangement. Provide the role, responsibilities, and contractual relationships between the various firms (see FAR Subpart 9.6). The offeror shall also include an organizational chart that clearly identifies the lines of authority between the entities. The organization chart shall include key personnel and entities having significant roles in the proposal. Any key person that will not be a direct employee of the prime or JV contractor must be identified as such. The organization chart shall clearly show leadership responsibility of each key personnel or entity shown. If the experience of an entity is being claimed in Factor 1, that entity must be named in the above narrative and shown on the organizational chart.

The teaming arrangement narrative shall be limited to one (1) double-sided page (or two (2) single-sided pages) including the organizational chart.

In addition to the narrative, the Offeror shall submit a signed copy of a joint venture agreement, partnership agreement, teaming agreement, approved mentor protégé agreement (MPA), or letter of commitment for each member of the Offeror’s team identified above (e.g., joint venture member, partner, team member, subcontractor, parent company, subsidiary, or other affiliated company, etc.) in English. This information is not included in the above page limitation. Font size shall be a minimum of 12.

b. Subcontracting Plan: Offerors shall submit a subcontracting plan. The subcontracting plan should identify at a minimum the proposed mechanical and electrical subcontracting team and also the subcontractor that will provide the secure trailer swing space. In addition, the plan shall identify the proposed ratio of work to be self-performed vice subcontracted and of the subcontracted work, what percent of the project will be performed by local national firms.

The subcontracting plan shall not exceed two (2) single-sided 8.5x11”sheets.

c. Construction Security and Cleared Personnel Plan: Offerors shall submit a construction security and cleared personnel plan. The plan should identify at a minimum how many personnel with active US security clearances the offeror estimates will be needed to execute the work for both Secret and Top Secret and how the offeror intends to resource those personnel - hiring action, internal candidates, subcontracting, etc. The plan should also identify how many US government escorts the contractor estimates will be needed during the execution of the work. In addition to the discussion of cleared personnel, the plan should provide a narrative description on how the offeror will comply with the project construction security plan and its robust material logistics and inspection requirements.

The plan shall not exceed six (6) single-sided 8.5x11” sheets.

d. Schedule Management Narrative: Offerors shall submit a schedule management narrative. This project includes construction in occupied spaces and multiple swings of mission essential personnel from work space to swing space and back to work space during the construction duration. The RFP includes a project schedule for reference that was vetted over many months between the designer of record and end users to accommodate their mission requirements and move timelines. Multiple end user stakeholders have been briefed on the draft project schedule as part of the review process and are preparing their organizations to move based on the schedule. The narrative shall identify potential issues that will effect strict adherence to government schedule requirements and actions the offeror may take during construction to maintain schedule when issues arise. The plan shall not exceed four (4) single-sided 8.5x11” sheets.

(ii) Basis of Evaluation:

a. Teaming arrangement(s): Proposals with an arrangement that provides team members with previous experience working in Italy shall be considered advantageous to the government and carry more weight. Team structures with key personnel that demonstrate an active US security clearance are seen as advantageous to the government and will be considered a strength. A project manager, site superintendent, or quality control manager identified as a third party consultant and not a direct employee of the prime or JV contractor team is considered a disadvantage to the Government and will result in a weakness.

b. Subcontracting Plan: Proposals with a subcontracting plan with mechanical and electrical subcontractors that demonstrate previous experience working in the country of Italy will be considered advantageous to the government and add strength to the proposal. Proposals with a secured swing space subcontractor that has demonstrated previous experience building temporary swing space trailers that were certified for use at the Top Secret level are advantageous to the government and will add strength to the proposal. Subcontracting plans that maximize the use of local national firms for non-secure areas of the project are considered advantageous to the government and add strength to the proposal.

c. Construction Security and Cleared Personnel Plan: Proposals with a cleared personnel plan that demonstrates an availability of cleared workers that does not require hiring actions or clearance adjudications shall be seen as a strength and add weight to the proposal. Proposals that demonstrate a work approach that limits the need for US government escorts will be considered advantageous to the government and add weight to the proposal. Offerors with a security compliance narrative that minimizes the need to ship materials from the Continental United States and reduces material and tool inspection requirements will be consider advantageous to the government and add strength to the proposal.

d. Schedule Management Narrative: Proposals with a schedule management narrative that demonstrates strict adherence to the government schedule requirements are considered advantageous to the government and add strength to the proposal. A schedule management narrative that identifies actions to be taken to accommodate unforeseen issues during construction while maintaining schedule will add strength to the proposal. A schedule management narrative that provides an on-site project scheduler for the duration of the project is considered advantageous to the government and adds strength to the proposal.

(3) Factor 3 - Past Performance:

(i) Solicitation Submittal Requirements: IF A COMPLETED CPARS EVALUATION

IS AVAILABLE, IT SHALL BE SUBMITTED WITH THE PROPOSAL. IF THERE IS NOT A

COMPLETED CPARS EVALUATION, the Past Performance Questionnaire (PPQ) included in the solicitation is provided for the offeror or its team members to submit to the client for each project the offeror includes in its proposal for Factor 1, Recent, Relevant Experience, AN OFFEROR SHALL NOT

SUBMIT A PPQ WHEN A COMPLETED CPARS IS AVAILABLE.

IF A CPARS EVALUATION IS NOT AVAILABLE, ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with your proposal. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror should complete and submit with the proposal the first page of the PPQ (Attachment in Solicitation), which will provide contract and client information for the respective project(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires.

If the client requests, questionnaires may be submitted directly to the Government's point of contact, Joshua Mentink, via email at Joshua.Mentink@eu.navy.mil prior to proposal closing date. Offerors shall not incorporate by reference into their proposal PPQs or CPARS previously submitted for other RFPs.

However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.

In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS) using all CAGE/Entity Identifier numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the offeror.

While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.

A copy of the blank Past Performance Questionnaire to be used for requesting client references is included as an Attachment.

(ii) Basis of Evaluation: The degree to which past performance evaluations and all other past performance information reviewed by the Government (e.g., PPIRS, Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), performance recognition documents, and information obtained from any other source) reflect a trend of satisfactory performance considering:

- A pattern of successful completion of tasks;

- A pattern of deliverables that are timely and of good quality;

- A pattern of cooperativeness and teamwork with the Government at all levels (task managers, contracting officers, auditors, etc.); and

- Recency of tasks performed that are identical to, similar to, or related to the task at hand.”
