About this file
This pre-proposal presentation outlines the scope of work for a design-build contract to repair critical systems at various buildings at Naval Support Activity Naples in Italy. The project involves major upgrades to electrical systems, replacement of chillers and elevators, HVAC upgrades, fire protection improvements, and renovations to temporary office spaces at Buildings 440 and 446 to facilitate phased construction. Work will be conducted in four phases to renovate decks 1 through 4 of Building 440, with occupants moved to swing space at Building 446 and a temporary modular facility. The 37-month construction schedule indicates mobilization, modular facility setup, Building 446 renovations, followed by electrical, mechanical and fire protection upgrades by deck in Building 440. The Navy seeks one contractor through solicitation N33191-20-R-4020 to conduct this repair and modernization work at its Italy base to address aging infrastructure and safety issues.

Repair Critical Building Systems at Building 440 / C4I
UNCLASSIFIED//FOUO
This project is to repair critical system vulnerabilities at Building 440 (also known as C4I) and the renovation works in Building 446. Both of these buildings are on NSA Naples Capodichino alongside Naples Capodichino Airport in Naples, Italy.
Building 440 (C4I)
Major electrical upgrades, HVAC Chillers replacement, HVAC Upgrades, Fire protection isolation valves & emergency disconnects in server rooms, Fire Sprinkler Heads relocation, Replacement of passenger & freight elevators.
The following is just an overview of the work entailed. Thoroughly review the Drawings & Specifications for the specific work required in this project.
Building 440 is a 4-story building. The Building 440 work includes:
* Major electrical upgrades,
* HVAC Chillers replacement,
* HVAC Upgrades,
* Fire protection isolation valves & emergency disconnects in server rooms,
* Fire Sprinkler Heads relocation, and
* Replacement of passenger & freight elevators.
Building 440, Building 446, & Modular Facility
The Construction activities just mentioned will require phasing of the work and temporary relocation of tenants to temporary office space to Building 446 and the Modular Facility.
Building 446 is a six-story, 135,000-SF barracks building that will be converted to administrative spaces to provide temporary swing space for approximately 150-personnel at Building 440.
The Building 446 renovation work includes upgrades to the core utilities to meet current and future building occupant load requirements such as:
* Plumbing System,
* HVAC system,
* Electrical system,
* Fire Protection system, and
* Direct Digital Control system.
Building 446
And in addition to the building core utilities, the renovation of the 3rd & 4th Floors of Building 446 work includes the demolition of individual living space walls, doorways, closets, light fixtures, kitchenettes, and toilets to create open office spaces, private offices, conference rooms, restrooms, break rooms, and IT server room spaces. This renovation work also includes the repairing of interior finishes in these spaces. (Note that the existing structural shear walls will remain in place with the new office layout.)
Modular Facility
The second swing-space facility will be a Contractor provided leased, temporary modular office facility with all necessary features and characteristics required for a “hardened” and secured facility. The temporary modular facility shall be located within the fenced property of Building 440 along the southwest corner of the property. Site spatial constraints limit the footprint of the office swing space. Provide a modular multiple-story facility to accommodate the population required to move during each phase of the renovation work in C4I. This temporary modular facility shall be turn-key as much as possible, with only utility connections required.
Very important note, both Building 446 and the Modular Facility will require Communication work installation by the Government. The Communications install will require the Contractor to coordinate with the Contracting Officer for the Communications install for both of these facilities.
Mobilization Phase Work
Contractor mobilization;
Renovate Building 446 for swing space;
Order elevators and begin replacement of freight elevator, once the freight elevator is operational;
replace the passenger elevator.
Order new HVAC chillers;
Order new Electrical generators; and
Provide temporary modular facility (and ensure to receive all approvals and certifications required).
This construction work will occur in phases. This phased work will require the Contractor to coordinate with the Contracting Officer for the relocation of building occupants of Building 440 for each phase of work.
The phasing has been broken down as follows:
(1) Mobilization Phase:
* Contractor mobilization;
* Renovate Building 446 for swing space;
