About this file
This document provides an amendment to a solicitation for repair and modernization of critical building systems at Naval Support Activity Naples in Italy. The solicitation seeks a design-bid-build contract to upgrade electrical distribution, replace generators and uninterruptible power supplies, install surge protection, replace elevators and chillers, upgrade HVAC and fire protection systems, and demolish and relocate restrooms across various buildings. The amendment revises specifications, extends the bid validity period to December 2020, postpones the site visit date, and responds to eight offeror questions by clarifying security clearance requirements, electronic proposal submission, availability of the construction security plan, and nationalities allowed at the site visit.

The following items are applicable to this modification:
AMENDMENT 0002
The purpose of this amendment is to:
1. Modify the RFP Attachment “B440 Specifications Final_Vol-1,” to replace document 00 22 13.00 20, pages 1, 2 and 3; with the uploaded Specifications. See beta.sam.gov.
2. All bids shall be valid until 31 December 2020.
3. This proposal package submittal date will be amended and noted in a future solicitation amendment.
4. Answer Pre Proposal Inquires 1- 8.
PPI RESPONSES BY GOVERNMENT:
1. Will the Navy move the site visit date due to the Coronavirus? International travel restrictions are only increasing, and companies themselves are restricting travel.
Government Response: Due to the COVID19 Virus, the site visit has been postponed and is TBD at a later date as indicated in Amendment 0001.
2. Please extend the due date 6 weeks to allow for adjustments due to the Coronavirus situation.
Government Response: Changes to the solicitation process will be communicated via amendment.
3. What nationalities are allowed to attend the site visit? Is it US Secret or Top Secret personnel only?
Government Response: US Personnel with clearance will be allowed to visit BLDG 440. Individuals that meet the security requirements for entering NSA Naples may enter the installation and participate in the conference portion and visit BLDG 446.
4. The personnel requirements stated in the RFP do not mention security clearances required. However, the evaluation criteria mentions Secret and Top Secret Clearances, and past classified projects required for past performance. Please clarify what security clearances are required for personnel working on site, and off-site, on the project.
Government Response: Please see Construction Security Plan for detailed requirements. Some areas will require US Security Clearances and other areas can be performed by local national employees.
5. The SF 1442 states that an original and 1 copy of the proposal should be submitted while page 5 of 45 of the Solicitation states that each offeror must electronically submit a non-price and price proposal. Please confirm that an electronic submittal is the required method of delivery.
Government Response: Offeror shall submit one non-price proposal and one price proposal.
An electronic submittal is the required method of delivery.
6. Please provide the Construction Security Plan (CSP), most notably the labor matrix defining which clearance or nationalities are allowed to work on these projects AND the Inspectable vs Non-Inspectable Material requirements, the secure shipping requirements, and the temporary security requirements.
N3319120R4020
Government Response: The Construction Security Plan (CSP) shall be released to all qualified prime contractors which clarifies this PPI.
7. This project was advertised as requiring Prime Contractors to have a Secret Level FCL, however in Section 00100 Instructions to Bidders Part C.3.(b)(2)(i)c. Construction Security and Cleared Personnel Plan, on Page 12 of 45, it states “identify at a minimum how many personnel with active security clearances the offeror estimates will be needed to execute the work for both Secret and Top Secret”. Please confirm that there is no requirement for Top Secret Clearances on this project and adjust this paragraph accordingly. If this requirement does exist then the Prime Contractor will have to have a Top Secret FCL, which is a change from what was previously stated and will narrow the companies eligible to bid on the contract.
Government Response: A Top Secret FCL is not required. Reference the CSP.
8. Are Egyptian Engineers allowed to access Bldg 440 at the Site Visit?
Government Response: No. They will not be allowed inside Bldg 440.
All other terms and conditions remain unchanged. Please acknowledge this amendment with your proposal submission.
