Statement of Work

Project Title: Helicopter Drive System Test Alignment and Readiness Transition (HeDSTART)

Requirement Owner: Logan Haney

Requesting Organization: Air Systems Group – Propulsion and Power Department

Date: May 26, 2022

1. Background:

1.1. General: The Helicopter Drive System (HeDS) Test Facility is located on Naval Air Station Patuxent River. The HeDS facility tests integrated drive systems of multiple helicopter platforms. The aircraft gas turbine engines are the system driver, while other systems simulate the loads a helicopter drive system will experience during operation.

The current facility can load the main shaft of the transmission up to 9000 HP between 175 and 325 RPM via a speed increasing gearbox and hydraulic (water) dynamometers.

A system of air actuators and a thrust bearing accomplish vertical thrust loading of the main rotor output. The facility and aircraft systems are monitored and controlled from the control room. A data acquisition system measures and records all instrumented parameters for health monitoring and evaluation.

Figure 1: HeDS Model – shafting and thrust system not shown. Bottom tier is the aircraft component installation. Middle tier is for the thrust system and torque measurement. Top tier is the speed increasing gearbox.

1.2. Current Capability Deficiencies:

1.2.1. The main torque loading system (speed increasing gearbox and dynamometers) is located at the top of the test structure. The overall height of the structure restricts the use of the bridge crane for maintenance, as well as creates unnecessary requirements for longer shafts.

1.2.2. The input shaft of the gearbox is not properly aligned with the test system drive shaft output. The shafting system and alignment of the main rotor shaft creates undesired bending and vibratory loads on the facility shafting and test article.

1.2.3. The hydraulic dynamometers are vertically mounted and are obsolete with limited commercially available support. There is no known commercially off the shelf (COTS) System that could replace the existing dynamometer utilizing the same footprint and envelope. The design is 40+ years old and the components have diminishing life due to repeated rebuilds as well as other operational and control insufficiencies.

1.2.4. Lack of main shaft torque measurement

1.2.5. Shafting is large and heavy making reconfiguration difficult and dangerous

1.2.6. Top Tier can be 15 feet lower and not impact test programs

1.2.7. Second Deck Crane assemblies are non-operational

1.3. Phased Approach: The overall project will be (2) phases and require (2) separate contracts.

Phase 1 – System Design Phase 2 – Fabrication, Procurement, Installation, and Checkout

2. Scope: The scope of the overall project is to design, fabricate, procure, and install new and upgraded components in the Helicopter Drive System Test Facility (HeDS) that will safely and efficiently operate a helicopter drive system as a fully integrated system and facility.

This Statement of Work (SOW) will address Phase 1 System Design. The goal of Phase 1 is to design a system that can be fabricated, installed, and commissioned for a price Not to Exceed (NTE) $2.215 Mil. Phase 1 will consist of two CLINs. CLIN 1 is Preliminary Design and CLIN 2 is Detailed Design

2.1. Services Required

2.1.1. Design and analysis of structural steel assemblies

2.1.2. Design and analysis of the main rotor drive system including couplings and torque measurement

2.1.3. System Analysis of Alternatives for Torque loading system

2.1.4. Dynamic and Mechanical Interface design for interfacing dynamometers to speed increasing gearbox

2.1.5. Project management

(b) The use of an ISC is solely for the convenience of the Government. The ISC has no obligation to the prime contractor. The prime contractor is required to provide full cooperation, working facilities and access to the ISC for the purposes stated in paragraph (a) above.

(c) Since the ISC is neither an employee nor an agent of the Government, any findings, recommendations, analyses, or conclusions of such a contractor are not those of the Government.

(d) The prime contractor acknowledges that the Government has the right to use ISCs as stated in paragraph (a) above.
