About this file

This document contains questions and answers regarding a solicitation for the Helicopter Drive System Test Alignment and Readiness Transition (HeDSTART) project. The scope of the project is to design, fabricate, procure, and install upgraded components in the Helicopter Drive System Test Facility to safely and efficiently operate a helicopter drive system as an integrated test facility. The facility is located at Naval Air Station Patuxent River and tests integrated drive systems for multiple helicopter platforms using aircraft engines to simulate operational loads. Questions and answers address details such as the existing torque transducer communications protocol, differences between statement of work paragraphs, how to derive design requirements from operational settings, needs for hard copy drawings, acceptable formats for design reviews, availability of the existing system modal analysis, and clarification that controls scope is included.

HeDSTART Questions and Answers #3

1. New torque transducer, where is control interface boundary? What is existing torque transducer communications protocol?

a. The current lebow unit is not a functioning tq meter; it is used for analog tooth pass speed. HeDS data system is a HBM. The data requirement is to output a signal. Specifics of this will need to be worked through during the design phase.

2. How is 5.2.2.2 different from 5.2.2.8.3?

a. SOW paragraph 5.2.2.2 is a hardcopy deliverable, and SOW paragraph 5.2.2.8.3 is the requirement for the design review of the deliverable in 5.2.2.2.

3. 5.2.1.1.1 - Initial Load calculation? Please provide more details.

a. Performance parameters in the solicitation are helicopter operational settings. Those need to be translated into loading of structural members and interfaces to derive design requirements for the mods.

4. 5.2.2.8.2. – Please define. Is this red lines of the existing installation showing our design? If so, why is this needed if we provide our detail design package. Please clarify.

a. Hard copies – to mark up during install

5. Are design reviews in person or via Teams?

a. Teams is acceptable.

6. Can Pax River supply original system Modal Analysis? Either at bid or time of award.

a. Yes – the model is basic but has the spring rate, weights, inertias of all current system parts.

7. Reconfirm this solicitation has no controls scope.

a. 5.1.1.4 – the dyno systems shall include closed loop control. The government will interface it to our data and control systems but all hardware with the capability for this function is part of the deliverable.
