About this file
This document contains questions and answers regarding a federal solicitation for the Helicopter Drive System Test Alignment and Readiness Transition (HeDSTART) project. The scope of the project is to design, fabricate, procure, and install upgraded components in the Helicopter Drive System Test Facility to safely and efficiently operate a helicopter drive system as an integrated test facility. Phase 1 involves designing a system that can be fabricated, installed, and commissioned. The Naval Air Systems Command is seeking to upgrade components at the Propulsion Systems Evaluation Facility at Naval Air Station Patuxent River in Maryland. The questions and answers provide clarification on technical requirements and specifications, including the expected cost cap of $2.215 million for Phase 2, dynamometer specifications, torque measurement needs, and operational parameters. The solicitation number is N0042122R0183 and the Navy will not extend the bid period for this opportunity.

HeDSTART Questions and Answers
1. Please confirm the government’s expectation that Phase II (fabrication, procurement, Installation & checkout support costs) will not exceed $2.215M. In other words, Phase I will be “X dollars” and Phase II will cap at $2.215M.
a. Yes, it is the government’s expectation that Phase II will not exceed $2.215M. It is correct that Phase I will be “X dollars” and Phase II will cap at $2.215M. This value serves as a cost objective to help constrain the designed solution. If the requirements cannot be met at this cap, the government will make a determination how to proceed.
2. Weight of 3rd deck?
a. Unknown. This can be estimated using Solidworks model. All current components in test cell were brought in through 10’ wide door and assembled using existing and available 20 Ton bridge crane.
3. Provide the solid model and other tech data including gear box as noted in section 2.3 of the RFQ?
a. The available Government Provided Information, Applicable documents, and Hardware listed in Statement of Work Section 3 will be uploaded into PIEE and SAM under this solicitation. The Room 100 Layout Assembly is a STEP file and cannot be uploaded to PIEE or SAM. Please submit a request to lauren.r.martz.civ@us.navy.mil and lyle.a.kralle.civ@us.navy.mil for the STEP file and it will be sent via DoD SAFE.
4. For dynamometers, what does the hp curve look like for speeds between 0-10, 500 rpm? Does hp decrease with decreasing rpm?
a. The system will be operated primarily from 8000-9500 Philadelphia gbx output speed and the selected dynos need to be effective in this speed range. With a max speed capability of 10,500 RPM and max HP loading capacity of 3000 HP. Exact curve definition is not practical as we are sizing for unknown future system requirements. The dynos selection affects the phase 2 contract and the government will be involved in this selection. There will be analysis required to select the most suitable dyno system.
5. Is the existing side load feature to be kept operational? How much side load does this system need to apply?
a. No, main rotor shaft bending loading and the existing radial bearing are not required for this system.
6. There exists an alternative gearbox that the government mentioned wanting to be able to use in the future. Do the existing dynamometers fit with the alternative gearbox? Please clarify which performance requirements apply to the Philadelphia gearbox and which apply to the alternative gearbox?
a. The alternative gearbox should not be considered for this project.
7. Detailed Specs for Gateway Gear Box?
a. Detailed specs for the Gateway Gear Box are not needed for this requirement.
8. Confirm that existing torque transducer will be used as-is. It is our understanding that the torque transducer lost the ability to report torque but does provide rpm feedback?
a. The existing torque transducer in not functional and should not be reused for torque measurement. Per Statement of Work paragraph 5.1.3.5 Incorporate torque measurement up to 255,000 Ft-lbs with +/- 0.1% accuracy.
9. 5.1.3.5 – Calls for torque measurement. Can this measurement come from the dynamometers as the current torque transducer is not operational?
a. No – The requirement per Statement of Work paragraph 5.1.3.5. Incorporate torque measurement up to 255,000 Ft-lbs with +/- 0.1% accuracy. This is main rotor torque measurement.
10. 5.1.2.2 – Provide max current angular and offset variations between existing gearbox and test asset?
a. Whatever the to-be-designed shafting system allows.
11. 5.1.3.11 – What is max allowable torsional mode inside and outside of the 175 to 325 rpm?
a. Whatever the to-be-designed shafting system allows. This is outside standard operating conditions.
12. Is the Navy open to extending the bid period for any length of time?
a. No.
