Solicitation/Contract for Tabletop Sterilizers to U.S. Military Medical Facilities in Europe

This is a Request for Quote (RFQ) for the purchase of fourteen tabletop steam sterilizers for delivery to U.S. military medical treatment facilities in Germany and Italy. The solicitation number is HT940626QE109, issued by the Defense Health Agency (DHA) at Landstuhl Regional Medical Center on August 28, 2026, with an offer due date of September 7, 2026, at 5:00 PM Central European Time. The requirement consists of two equipment categories: twelve large-capacity Class S steam sterilizers (~85 liters, Tuttnauer 3870EA-D or equal) and two Class B pre-vacuum tabletop steam sterilizers (~27 liters, Tuttnauer T-Top 11 or equal). The sterilizers are to be delivered to four separate military facilities: Landstuhl Regional Medical Center, 52nd Medical Group at Spangdahlem Air Base, 86th Medical Dentistry Squadron at Ramstein Air Base (all in Germany), and 31st Medical Group at Aviano Air Base (Italy). All deliveries must be completed by February 1, 2027, on an F.O.B. Destination basis with prices inclusive of packaging, overseas shipping, and delivery handling.

Quotations must be submitted in two volumes: Volume I addressing technical conformance, regulatory clearances (FDA 510(k) clearance required), electrical compliance (230 VAC, 50/60 Hz native operation), delivery logistics (120 calendar days maximum lead time), and commercial warranty (12-month parts minimum with technical support accessible to military Biomedical Equipment Technicians during European business hours); Volume II providing completed pricing on the SF 1449 schedule and administrative forms. The contract will be awarded to the responsible quoter whose quotation represents the best value based on technical and logistical capability (weighted approximately equal to price). This is a firm-fixed-price procurement with tax exemptions applicable in Germany (Mehrwertsteuer at 19%) and Italy (Imposta Valore Aggiunto under Article 72 of the IVA implementing decree). The solicitation incorporates DFARS clauses including wide area workflow (WAWF) payment instructions, item unique identification requirements for items exceeding $5,000 acquisition cost, and international tax relief provisions. The contracting office for administrative matters is DoDAAC HT9406 (Landstuhl Regional Medical Center). Contact for questions is Cliff Roberts at cliff.n.roberts.civ@health.mil by September 1, 2026, at 2:00 PM CET. This is designated as a WOSB (Women-Owned Small Business) set-aside solicitation.
