Summary: Salient Characteristics & Technical Specifications for Commercial Steam Tabletop Sterilizers
This document is a technical specification and requirements summary for a federal procurement of commercial steam tabletop sterilizers to support Defense Health Agency Medical and Dental Treatment Facilities (MTFs/DTFs) throughout the European theater (Germany and Italy). The solicitation requires fourteen total units divided into two equipment categories: 12 large-capacity tabletop sterilizers (~85 liters) distributed across four facilities (Landstuhl: 3 units; Spangdahlem AB: 3 units; Ramstein AB: 2 units; Aviano AB: 4 units), and 2 Class B pre-vacuum tabletop sterilizers (~27 liters) for Landstuhl. The intended reference models are the Tuttnauer 3870EA-D (large-capacity) and Tuttnauer T-Top 11 (Class B pre-vacuum), with "or Equal" alternatives permitted.
All equipment must achieve FDA 510(k) clearance as a medical device and CE marking under European regulations, operate natively on 230 VAC (±10%), single-phase, 50/60 Hz power without external transformers, and comply with ANSI/AAMI ST79, ISO 17665-1, and EN 13060/EN 285 sterilization and water quality standards. Critical safety features include automatic cycle shut-off, low-water detection, over-temperature/over-pressure relief, fail-safe dual door locking, manual emergency door release capability, fully automated closed-door drying with 0.2 µm HEPA filtration, and integrated thermal printing or USB digital data logging for permanent sterilization cycle records. Large-capacity units must accommodate chamber dimensions of at least 15 inches diameter by 30 inches depth with 84–85 liters volume, support minimum four sterilization programs plus a drying-only cycle, feature a 4.5–7.5 liter mineral-free water reservoir, and include energy-efficient standby heating. Class B pre-vacuum units must feature fractionated multi-pulse air removal systems, accommodate five instrument trays plus five dental handpieces, and include dual automatic and manual water filling. All units require two complete sets of English-language operator and technical maintenance manuals. Delivery of all fourteen units must be completed within 120 calendar days after contract award to the respective receiving warehouses. Standard commercial warranty coverage of no less than 12 months (parts) from government acceptance is required, with optional 12-month extension availability, and telephonic technical support must be provided during the warranty period to military Biomedical Equipment Technicians.

SALIENT CHARACTERISTICS & TECHNICAL SPECIFICATIONS
Commercial Steam Tabletop Sterilizers (Brand Name or Equal)
The equipment solicited under this requirement supports critical infection prevention, instrument reprocessing, and clinical patient care across Defense Health Agency Medical and Dental Treatment Facilities (MTFs/DTFs) throughout the European theater. Standardized operation, rigorous sterility assurance levels, and native European electrical compatibility are essential to sustaining uninterrupted clinical healthcare delivery.
SECTION 1 — GENERAL CLINICAL & REGULATORY REQUIREMENTS (APPLICABLE
TO ALL ITEMS)
All offered equipment must meet or exceed the following overarching minimum requirements:
1. Regulatory Clearance: Must be FDA 510(k) cleared/approved as a medical device for steam sterilization AND where available, CE marked under applicable European Medical Device Regulations. Non-FDA cleared equipment will not be evaluated or accepted.
2. Electrical Configuration: Must natively operate on 230 VAC (±10%), single-phase, 50/60 Hz standard European electrical utility power. Equipment requiring external step-up or step-down transformers is prohibited.
3. Sterility Standards: Must comply with applicable ANSI/AAMI ST79, ISO 17665-1
(Moist Heat Sterilization), and EN 13060 / EN 285 water and steam quality standards.
4. Safety & Interlocks: Must feature automatic cycle shut-off, low-water detection/protection, over-temperature/over-pressure relief valves, and a fail-safe dual door locking mechanism preventing chamber opening while pressurized. In the event of a power outage, the door must be capable of safe manual release.
5. Drying & Air Filtration: Must feature a fully automated closed-door drying cycle equipped with a replaceable 0.2 µm HEPA air filter to prevent post-cycle recontamination of sterilized instruments.
6. Documentation & Traceability: Must include an integrated/external thermal printer or USB digital data logging port capable of generating permanent, auditable records of sterilization parameters (cycle type, date, time, temperature, pressure, dry time, and operator/serial identification).
7. Manuals: Contractor shall provide at least two (2) complete sets of operator and technical maintenance manuals in English with each delivered unit.
