About this file
This is a Solicitation/Contract/Order for Commercial Products and Commercial Services (Standard Form 1449) issued by the Department of Health and Human Services for the Program Executive Office - Defense Healthcare Management Systems (PEO DHMS) Deployment Solutions contract HT003826RE001.
The Government seeks to award multiple Indefinite Delivery, Indefinite Quantity (IDIQ) contracts on a Firm Fixed Price basis to all qualifying offerors for deployment services and materials supporting two primary healthcare system modernization initiatives: Federal Electronic Health Record (EHR) deployment at established medical treatment facilities and Operational Medicine (OpMed) products deployment to forward-deployed and tactical environments. The total contract ceiling is $300,000,000 across the base and four option years. Line items include deployment services, scalable support, Other Direct Costs (travel and reimbursement), and Contract Data Requirement List deliverables for three distinct Program Management Office initiatives (DHMSM, JOMIS, and other components), with pricing arrangements combining Firm Fixed Price and Cost No Fee structures. Solicitation HT003826RE001 was issued April 6, 2026, with proposals due April 15, 2026 at 12:00 PM Eastern Time via the Bidscale digital submission portal. The contracting officer is Ms. Joyce Elaine Pace-Reed at the Defense Health Agency in Rosslyn, Virginia. Award will be based on technical acceptability across two evaluation factors: Challenge Scenario (addressing innovative deployment approaches for both fixed-facility and expeditionary environments with minimum requirements in program management, deployment integration, continuity/logistics, training, and user adoption) and Supply Chain Risk Management Plan (demonstrating compliance with DFARS cybersecurity and supply chain requirements). The acquisition is unrestricted and includes a Women-Owned Small Business set-aside with a NAICS code of 541512 (Computer Systems Design Services) and size standard of 500 employees. The contract incorporates multiple FAR and DFARS clauses including those addressing cybersecurity maturity model certification (CMMC Level 2 C3PAO), organizational conflict of interest, technical data rights, and intellectual property licensing provisions.
