About this file
This is a Quality Assurance Surveillance Plan (QASP) that establishes performance objectives, acceptable quality levels (AQL), surveillance methods, and remedies for a Defense Healthcare Management Systems (DHMS) Deployment Solutions contract.
The QASP defines performance standards across seven key areas: Timely and Accurate Program Management (covering Quality Control Plans, transition plans, cost/schedule reports, work breakdown structures, and monthly progress reports with 100% on-time submission required and no more than 4 minor corrections permitted); Integrated Master Schedule management (initial baseline approved with no more than 1 minor revision and updates submitted on time with no more than 2 minor corrections); Comprehensive and Actionable Deployment Planning (Deployment Approach and Implementation Plan requiring no more than 1 major revision cycle); Accurate Product Configuration Data Collection (98% first-pass validation accuracy with 100% accuracy required for critical data fields); Secure and Accurate Data Migration (99.9% data accuracy rate for critical patient data elements with zero tolerance for non-recoverable patient record data loss); Safe and Timely Hardware Delivery (98% on-time delivery, no more than 1% hardware damage, no more than 1% hardware failure); and Product Connectivity and Interface Validation (more than 98% medical product functionality). Each performance area includes five rating levels from "Does Not Meet Most Contract Requirements" through "Meets & Exceeds Many Contract Requirements," with corresponding remedies ranging from deliverable rejection and rework at no additional cost to PCO negotiation of consideration for mission impact mitigation. Remedies are progressively more stringent for lower performance ratings, with data migration failures potentially warranting contract termination for default.
