About this file

This is the Defense Health Agency (DHA) Mandatory Training List for Fiscal Year 2025, Version 2.9 dated October 22, 2025. The document outlines required Common Federal Training (CFT) courses for all personnel assigned to or contracted with DHA medical treatment facilities (MTFs), including service members, civilians, and contractors. All courses unless otherwise noted are delivered through the DHA Learning Management System (LMS) hosted by Joint Knowledge Online (JKO) at https://jko.jten.mil/mhs.

The mandatory training encompasses approximately 30 courses with varying frequency requirements (annual, biennial, triennial, or one-time) and completion timeframes (typically 30 to 90 days from assignment). Training topics span compliance and security awareness, including DoD Cyber Awareness Challenge, HIPAA and Privacy Act, Controlled Unclassified Information (CUI), ethics, records management, antiterrorism awareness, and workplace safety and violence prevention. Healthcare provider-specific training includes suicide risk care pathway training, opioid provider safety training, and DHA Brandon Act training. Supervisory and managerial personnel have additional requirements including human resources training and safety responsibilities. The document defines primary audiences (DHA Contract Support, DHA Government Service Civilians, and DHA Military personnel by service branch) and secondary audiences (senior leaders, supervisors, managers, healthcare providers, and behavioral health specialists). Estimated annual training hours range from 10 to 13 hours depending on role. The document includes comprehensive frequently asked questions addressing enrollment procedures, organization assignments, alternative training acceptability, and contact information for training coordinators and support resources.

Frequently Asked Questions (FAQs)

1. How do I make sure that I am automatically enrolled in the correct Common Federal Training (CFT) in JKO?

Answer: To be auto enrolled to the correct CFT module, your profile must have the correct audience(s) listed.

Individuals can have more than one audience listed in their profile based on their roles within the organization.

Refer to FAQ #5 and the DHA LMS User Management SOP for more information:

https://jkosgst.jten.mil/access/content/group/36da0c3a-dd9a-4e7b-bd9c- 7fb26292f726/My_Training/Policies/User%20Management/DHA_LMS_User_Management_SOP.pdf

2. What are the DHA Audiences and their definitions?

Answer: Every person working within MTFs must have at least one of the following primary audiences in their profile.

• DHA Contract Support: Includes all Contractors who directly support and are administratively aligned under the Defense Health Agency (DHA).

• DHA Government Service Civilians: Includes Federal Civilians assigned to the DHA.

• *DHA Military and Dual Status Personnel - Air Force Service Members: Includes Air Force active-duty and reservist military members that are assigned to DHA.

• *DHA Military and Dual Status Personnel - Army Service Members: Includes Army active-duty and reservist military members that are assigned to DHA.

• *DHA Military and Dual Status Personnel - Navy Service Members: Includes Navy active-duty military and reservist members that are assigned to DHA.

• *NOTE: If Air Force, Army, or Navy members have the old audience “DHA Military and Dual Status Personnel” in their profile, training assignments may not be correct. See FAQ #11 for additional information on the use of the “DHA Military and Dual Status Personnel” audience.

The following secondary audiences are linked to other DHA required training and should be added to a student’s profile based on their role to ensure auto-enrollment in the appropriate training:

• DHA SES or Senior Leaders: Includes Senior Executive Service employees and senior leaders (E-9/O-7 and above).

• DHA Supervisors: Includes HR-documented employees who have a documented authority to manage and oversee the performance and well-being of personnel in their unit or work area.

• DHA Managers: Includes those with the authority to direct the work of an organizational unit, oversee the success of specific line or staff functions and goals, monitor, and adjust objectives, workplans, schedules, and commitment of resources.

• DHA Mandatory Training - All Healthcare Providers: Includes all healthcare providers who are assigned to “HCT Group A” and “HCT Group B” in the Relias Learning Management System.

• Suicide Risk Care Pathway Training - Providers Outside Behavioral Health Specialty Care: Includes all healthcare providers outside of behavioral health specialty care, licensed independent providers and those working under their license. This includes anyone having clinical contact with patients.

• Suicide Risk Care Pathway Training for Behavioral Health Specialty Care: Includes all BH providers, licensed independent BH providers and those working under their license. This includes anyone having clinical interaction with patients.

• DHA - All Healthcare Providers who conduct or support Mental Health Evaluations: Includes Behavioral Health (BH), Primary Care, BH Technicians, and all other Healthcare Providers who conduct or support Mental Health Evaluations.

• DHA - Licensed Independent Providers Who Prescribe Opioids: Includes all credentialed and/or privileged providers who prescribe opioid medications.

• DHA – Privileged Providers and Licensed Independent Practitioners: Includes all credentialed and/or privileged providers (physicians, physician assistants, advanced practice nurses)

• DHHQ Staff: Includes DHHQ personnel in Falls Church and San Antonio, including personnel working in DHA Network Offices.

3. What is the definition of a healthcare provider?

Answer: According to DHA-PI 6025.13, Clinical Quality Management in the Military Health System, Volume 4:

Credentialing and Privileging, a healthcare provider is “any member of the uniformed services, civilian employee of the DoD, or contract employee authorized by the DoD to perform healthcare services.”

4. How do I make sure that my training completion is reflected in DHA LMS (JKO) reports?

Answer: To ensure that your name is shown in completion reports, you must update your profile with the correct Primary and/or Secondary Organization(s). Profiles can only have one primary organization; however, profiles may have multiple secondary organizations.

• DHA Service Members, DHA Civilians, and DHA Contractors: Primary organization will be the MHS-DHA work location assignment; the secondary organization will typically be blank.

• DHA Civilians and DHA Contractors who are also Guard and Reserve members: Primary organization will be the MHS-DHA work location assignment; secondary organization will be the assigned Guard or Reserve unit assignment.

• Service Members and Service Civilians: Primary Organization will be the Service Medical Dept under the MHS org; the secondary organization will be the MHS-DHA work location assignment.

• Duty at Multiple Organizations: (i.e., providers who practice at multiple MTFs): Align the primary organization where the user is assigned for duty and list all other facilities as secondary organizations.

• JKO Training Coordinators (TC): All TCs will have their organizations set as “MHS” as the primary and the secondary organization will be the MHS-DHA work location assignment once they complete their training and their role updated. This allows them to “see” learners from throughout the MHS and assist them with assignments.

* Refer to the DHA LMS User Management SOP at https://jkosgst.jten.mil/access/content/group/36da0c3a-dd9a- 4e7b-bd9c-7fb26292f726/My_Training/Policies/User%20Management/DHA_LMS_User_Management_SOP.pdf

5. I’m a Civilian working in an MTF who still fills a Service Civilian billet (Army, Navy, or Air Force). Which training do

I do?

Answer: Civilians that fall under the Authority, Direction, and Control of the Armed Services (Air Force, Army, and Navy) but are detailed to DHA facilities must follow the same training requirements as outlined for that Services’ active-duty military members on this document.

Training completion automatically transfers from JKO to FLTMPS (for the Navy) and DTMS (for the Army) Learning Management Systems (LMS). We are working to do the same for MyLearning (for the Air Force). For Air Force members, your training coordinator will need to manually mark training as complete in MyLearning.

https://jkosgst.jten.mil/access/content/group/36da0c3a-dd9a-4e7b-bd9c-7fb26292f726/My_Training/Policies/User%20Management/DHA_LMS_User_Management_SOP.pdf https://jkosgst.jten.mil/access/content/group/36da0c3a-dd9a-4e7b-bd9c-7fb26292f726/My_Training/Policies/User%20Management/DHA_LMS_User_Management_SOP.pdf

6. I’m a Service Member. Do I complete both my Service-required training and DHA training?

Answer: Yes. Service Members that work within DHA facilities must follow Service training requirements as well as any DHA and locally required training specific to their DHA assignment. This training list has been tailored to reflect which training must be done using both DHA and Service-required methods or training platforms. Training completion automatically transfers from JKO to FLTMPS (for the Navy) and DTMS (for the Army) Learning Management Systems (LMS). We are working to do the same for MyLearning (for the Air Force). In those instances, your training coordinator will need to manually document training as complete in MyLearning.

7. I am a Service Member. Where can I find my Service's list of required general mandatory training (GMT)?

Answer: Service General Mandatory Training lists can be found at:

• Air Force - https://lms-jets.cce.af.mil/moodle/ (Air Force MyLearning site: select *Total Force Awareness Training*)

• Army - https://atn.army.mil/unit-training-management-(utm)/ar-350-1,-appendix-f-mandatory-training (CAC log-in; scroll to the bottom of the page. Under *Unit Training Management*, select *AR 350-1, Appendix Mandatory Training*.

• Navy - https://www.mnp.navy.mil/group/general-skills-training/gmt (Login to My Navy Portal: go to *Professional Resources* at the top of the page, then select *General Military Training (GMT)* from the drop-down menu)

8. I am a Foreign/Local National or Volunteer. Which training should I do?

Answer: Foreign Nationals or Volunteers supporting MTF functions should follow contract training requirements unless training is otherwise specified in local Status of Forces Agreements (SOFA) with their host nation or volunteer organization agreements. Those personnel filling clinical roles should also enroll in the secondary audience appropriate to their role.

9. I’m a Contractor. What training should I do?

Answer: Please refer to the training list in this document as well as your contracting documents for any training required for your position.

10. I am a contractor, civilian, federal employee, or military member not assigned, hired, or contracted by DHA but supporting DHA in some manner. Am I required to do DHA Common Federal Training?

Answer: No, you will follow the training requirements of your respective organization. However, if you are using the DHA network computer as part of your duties, you will be required to complete DHA Cyber Awareness and HIPAA training for access at a minimum.

11. I’m a member of the U.S. Public Health Service, Coast Guard, or other type of personnel. What training should I do?

Answer: You should enroll in the “DHA Military and Dual Status Personnel” audience to be assigned a comprehensive list of training.

12. I’m a Veteran’s Health Administration (VHA) personnel who has been detailed to a MTF for more than 30 days.

What training should I do?

Answer: You should complete any training required by the VHA. Any other training that fits your profession (i.e., licensed Independent Provider, healthcare provider, behavioral health provider) should be completed as outlined in this training list.

13. Can Training Coordinators create their own training audiences so that due dates for required training can be changed?

Answer: Yes; however, please know this is NOT recommended because there are already established DHA audiences to which the appropriate courses are aligned. TC’s can reach out to the DHA LMS Team at dha.ncr.acad-review.mbx.dha-e-t-lms@health.mil for additional guidance.

14. Can we add additional training at the MTF level?

Answer: Yes, MTFs may add any additional training deemed necessary for the safe and effective functioning of their personnel by creating an MTF-specific audience with the pertinent training attached.
