The contractor(s) shall provide all personnel, materials, supervision, and other items and non-personal services necessary to provide academic education and career technical training services for Corps Centers located at: Brooklyn Job Corps Center, 585 DeKalb Avenues, Brooklyn, NY 11205, and the South Bronx Job Corps Center, 1771 Andrews Avenue, Bronx, NY 10453. The contractor shall perform to the standards in this contract.
Background The U.S. Department of Labor (DOL) fosters and promotes the welfare of the job seekers, wage earners, and retirees of the United States by improving their working conditions, their opportunities and ensuring the adequacy of America's workplaces. The Employment and Training Administration (ETA) administers the Job Corps program, job training and worker dislocation programs, federal grants to states for public employment service programs, and unemployment insurance benefits. Job Corps, a DOL-ETA program, is the largest nationwide residential career training program in the country and has been operating for more than 50 years.
Job Corps Job Corps is a national, residential training and employment program administered by the U.S.
Department of Labor to address the multiple barriers to employment faced by historically under-resourced youth in poverty, 16-24 years of age, throughout the United States. Job Corps provides educational and career technical skills instruction, and support services. The combination of services provided by Job Corps is intended to prepare youth in their pursuit of further postsecondary education or training, participation in a Registered Apprenticeship, obtaining and holding gainful employment, or satisfying entrance requirements for careers in the Armed Forces.

Contract Purpose Traditionally, the Department of Labor (DOL) has relied on one contractor to provide all services to students. DOL is dividing the contracts for South Bronx and Brooklyn into two separate contracts: one contract for instruction and verified initial placement, and a separate contract for wraparound services which include residential living, food service, facilities management, and basic health and wellness services to name a few areas. Education and training at Job Corps, largely provided during the Career Development Period, will be the Learning contract’s main focus; the contractor will collaborate with the Wraparound Services contractor on scheduling, career planning, and post-enrollment transition services, but will primarily be responsible for all student educational and career training progress during a student’s stay as well as initial placement services post-enrollment.
DOL is seeking a Learning contract provider with a demonstrated record of effective past performance, whether at a Job Corps center or another educational facility that serves a similar student body. Performance should be evidence-based and demonstrate that the offeror’s experience is grounded in the requirements of the work.
Career Development (This Contract) As stated above, the bulk of education and training at Job Corps takes place during the Career Development Period. The focus of this contract is on the services an offeror can provide during this period to give students with a variety of experience and educational levels who are entering and exiting the program on various schedules throughout the year a rigorous, student-centered, standards-based, high-quality education in which students demonstrate mastery of all skills required for credential attainments and individualized career pathway placements.
Current learning programming at the centers is listed below. This information is provided solely as background information. Respondents may propose other approaches and industries but must

Governing Statute, Regulations, and Policy and Requirements Handbook.
The Office of Job Corps is open to a variety of delivery models based in evidence and best practices. However, some current elements of the Job Corps system and operations are required for all programs. The Policy and Requirements Handbook (PRH) contains the definitive regulations for program operation and must be followed. Contractors shall refer to that document for additional requirements. DOL routinely updates and amends the PRH. The Contractor shall be responsible for complying with all updates and amendments. The PRH will be considered definitive in all but the following cases: 1) exceptions dictated in this issuance, and 2) proposed and accepted deviations in the award-recipients proposal, the latter of which will be documented in writing before the contract-begin date.
The contractor shall also comply with all information notices that are disseminated by the National Office. The Contractor shall comply with the requirements of WIOA and DOL’s implementation regulations for the Job Corps Program, found in the Code of Federal Regulations (CFR) Title 20, Chapter V, Part 686 (“Regulations”). Additional operations and reporting requirements for the Job Corps’ program are found in DOL’s Policy and Requirements Handbook (PRH). The Contractor shall comply with the PRH, which is hereby incorporated by reference in the Contract.
In the event of any direct and irreconcilable conflict between a provision in the PRH and another term of this Contract regarding Job Corps operation and reporting requirements, the contract controls.
INCORPORATION OF CONTRACTOR’S PROPOSAL AS REQUIREMENTS OF THE
CONTRACT
The contractor’s proposal, including but not limited to the technical approach and staff resources section, is incorporated by reference. As a result, the offeror’s proposed technical and staffing approaches, including specific staffing resources, processes, and tasks, which are described in the proposal which go beyond the minimum requirements stated in the PWS and Job Corps’ Policy and Requirements Handbook (PRH) shall become requirements.
Objectives This contractor will develop and provide student-centered academic instruction, career technical training, and placement services and supports that assist the student in completing the Job Corps program with skills that empower them to and move into one or more of the following career pathways (See Part 5, Specific Tasks, for a detailed list of objectives):
SOLICITATION NUMBER: 1605JW-23-R-00005 New York Job Corps Center (Academic and Career Technical Training)

• An apprenticeship program by passing any requisite pre-apprenticeship assessments.
• Occupations in the Armed Forces that will result in economic self-sufficiency and opportunities for advancement.
• A Job Corps Advanced Training program.
Scope The following tasks describe the scope and requirements for the PWS, but do not reflect, nor should they be considered, a complete and final listing of all DOL’s comprehensive requirements. The contractor shall perform assigned tasks in accordance with project schedules and deliverable requirements. Unless superseded by the contract, the PRH should be followed.
This contract includes all services required of education and training, to be supported by the following:
• Scheduling Services
• Partnership and Collaboration Services
• Knowledge Management and Continuous Improvement Services
Detailed services are described in Part 5 of this document, “Specific Tasks.”
The Office of Job Corps is open to a variety of delivery models based in evidence and best practices that fulfill the requirements set out in this Performance Work Statement. However, the high school program utilized by the contractor for students to earn a diploma must be recognized by the state of New York to issue high school diplomas and must hold multi-year accreditation from a U.S. Department of Education recognized regional accrediting body, preferably the Middle States Association of Schools and Colleges. Additionally, the contractor can provide GED preparation as an aspect of its educational model. The purpose of this requirement is to ensure that students issued a high school diploma or other credential from Job Corps Centers are able to enroll in postsecondary institutions in New York and the surrounding regions.
Appropriate licensure must be held or obtained prior to offering proposed technical training and credentials. All credentials issued must be accepted and recognized by local employers, post-secondary institutions, military, and Registered Apprenticeship programs. Any fully online high school program will not meet this standard and therefore should not be proposed.
Phase-In The incoming contractor will have a one month, phase-in period to become familiar with the center, as well as time to interview and hire staff necessary to provide academic education, career technical training, and placement services. The successful Offeror will be required to take over academic education, career technical training, and placement services activities once the phase-in period is complete. There will be only one contractor responsible for academic education, career technical training, and initial verified placement activities at any given time.
SOLICITATION NUMBER: 1605JW-23-R-00005 New York Job Corps Center (Academic and Career Technical Training)
The Learning contractor is responsible for providing initial placement verifications to the Wraparound Services contractor who will enter the initial placement in Job Corps’ Career Transition Services System. From that point on, the Wraparound Services contractor will take over the management of follow up, support services, and placement upgrades, if any. Also, the students’ transitional support needs will be addressed by the Wraparound Services contractor and documented in Job Corps’ Computer Information System to which both contractors will have access.
Phase-In preparations shall not cause any unreasonable disruption/interference with the departing contractor's operation.
