Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation 2026-O0038)

EVALUATION FACTORS: The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

a. Price

b. Technical Approach

PRICING EVALUATION

The Vendor's Price Volume will be evaluated based on the Total Evaluated Price (TEP), which will be calculated as the sum of the following Firm-Fixed Price (FFP) extended prices:

a. CLIN 0001

Quotes will be reviewed for price reasonableness. The Government may use any of the price analysis techniques IAW FAR 13.106-3(a) to determine price reasonableness.

A price is reasonable if, in its nature and amount does not exceed that which would be incurred by a prudent person in the conduct of competitive business.

TECHNICAL EVALUATION:

The purpose of evaluating the offeror's proposed Technical Approach is to assess the quality of the offeror's proposed solution for fulfilling the Government's requirement.

To be eligible for award, at a minimum, the offeror's proposed Technical Approach shall be determined to be acceptable.

An offeror's Technical Approach will be rated acceptable if it demonstrates the following:

1. The offeror provides an adequate approach for meeting high-reach and exterior execution requirement within the PWS.

2. The offeror demonstrates an adequate approach for meeting the safety and HAZMAT plans requirements within the PWS.

3. The offeror demonstrates an adequate schedule that at a minimum identifies the milestones for cleaning the interior walls, interior/exterior windows, interior light fixtures, exterior surfaces of all gutters and downspouts, and pressure washing of the exterior walls and sidewalks within 60 days of award.

Offerors are cautioned that failure to demonstrate an adequate approach for any of the aforementioned requirements will render the entire Technical Approach unacceptable.

In the event an offeror's proposed Technical Approach demonstrates an approach or capability that exceeds the Government's minimum stated requirement, such considerations may be reflected in the resultant award decision.

Merely restating the PWS requirements as a technical approach will result in the offeror being ineligible for award. The burden is on the offeror to demonstrate an adequate approach and understanding for how the required PWS objectives are to be met.

NOTICE OF AWARD: A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
