About this file
This is a Consolidated Questions and Answers document for RFQ FA481926Q0021, a one-time interior and exterior cleaning service at the CONR-AFNORTH Complex at Tyndall Air Force Base, Florida. The requirement is a 100% small business set-aside with a firm-fixed-price structure and single payment upon completion and government acceptance of all work. All work must be completed within 60 calendar days of contract award, with proposals due by 12:00 PM CST on 20 May 2026. The scope encompasses interior cleaning of buildings 1210, 1212, and 1214 (windows, walls, baseboards, and light fixtures up to 60 inches from the floor) and extensive exterior cleaning (pressure washing of walls totaling 48,845 square feet, sidewalks covering 20,000 square feet, gutters, downspouts, and mechanical yard fencing). Interior wall cleaning covers approximately 400 square feet.
Personnel and security requirements mandate that all contractor employees obtain unescorted base access via a Commander's Letter (processing time up to one week) and undergo local files checks with required documentation submitted no later than 14 days before work begins. Normal operating hours are Monday through Friday, 7:30 AM to 4:30 PM, with weekend interior work permitted between 7:30 AM and 4:30 PM with 48 hours' advance notice; exterior work may proceed after hours and weekends contingent on unescorted base access. All cleaning chemicals and hazardous materials require prior approval by Tyndall AFB Environmental Flight with submission of Material Safety Data Sheets; Class I ozone-depleting substances are prohibited. The contractor bears full responsibility for safeguarding government property and existing vegetation, with any damage repaired or replaced at the contractor's expense. Labor classification 11210 (Laborer, Grounds Maintenance) applies to pressure-washing work under Wage Determination 2015-4559 Revision 31. Contractor personnel may stage equipment behind Building 1210 on the blacktop access adjacent to the Mechanical Yard and coordinate daily operations through two designated points of contact: Mr. Justin Watson (850-283-1701) and Mr. Wayne Terrillion (850-283-1700). This is a new requirement distinct from prior contract FA481923P0024, though that prior work provides general context.

The contractor must also document the worksite's condition with photographs before commencing work. (PWS, Section 1.1.7)
| 3 | Period of Performance vs. Administrative Lead Time: The solicitation specifies a 60-calendar day period of performance. However, PWS Paragraph 1.1.6 requires 7–10 days for HAZMAT chemical approval, and Paragraph 5.2.a indicates up to 14 business days for DBIDS security processing. Will the 60-day performance clock be paused during these mandatory government approval windows, or must all administrative lead times be contained within the 60-day window? | All administrative times must be contained within the 60 day window. |
| 4 | Interior Foyer Floor Load Capacity: PWS Paragraph 1.1.1 requires the cleaning of four light fixtures located 28 feet above the floor in the Building 1210 foyer. To determine the appropriate high-reach equipment (e.g., scissor lift, boom lift, or scaffolding), can the Government provide the floor material type and maximum load-bearing capacity for the lobby area to prevent property damage? | The subfloor is concrete pad (~4K psi; cannot get the actual) with 1/4" thin set and 1/4" ceramic tile. When windows were repaired after Hurricane Michael, a two man scissor lift was utilized inside the lobby. |
| 5 | Water Flow and Pressure Adequacy: Attachment 6 identifies working spigots around the complex, and PWS Paragraph 4.2 states the Government will furnish water. Can the Government confirm if the provided water sources have sufficient flow rates (GPM) and pressure to support commercial-grade pressure washing equipment, or should offerors include costs for supplemental water storage/trucks? | The building provides the residential pressure of 8-10 GPM, if this is not sufficient then, yes, offerers should include costs for supplemental water storage or trucks. |
| 6 | Interior Wall Surface Area: PWS Paragraphs 1.1.1 and 1.1.2 require wiping down interior walls and baseboards up to 60 inches from the floor in the lobby and breezeway areas. Appendix C provides dimensions for exterior surfaces but does not specify the square footage for interior wall cleaning. Can the Government provide an estimated square footage for the interior wall surfaces to ensure equitable pricing? | The square footage for the wall cleaning is ~400 sq ft based on the 60" mark and below. |
| 7 | Subjective Performance Standards: The PWS uses the term "as necessary" to define the cleaning frequency for various surfaces. Given the 95%–98% Acceptable Quality Levels (AQL) in the Service Delivery Summary, will the Government provide a specific "Definition of Clean" or visual standard (e.g., removal of 100% of visible biological growth) to be used during inspections? | Instead of a single definition, the PWS describes the expected outcome for each task. |
Building 1210 (First and Second Floors) Interior Windows: Must "remove all lint, dust, dirt, and grime" (PWS, Section 1.1.1) Interior Walls, Baseboards & Stairwells: Must "remove fingerprints, dirt and any scuff marks, up to 60 inches from the floor" (PWS, Section 1.1.1) Hanging Light Fixtures: The fixtures and surrounding area must be "free of lint, cobwebs, dust, dirt and bugs" (PWS, Section 1.1.1)
Building 1214 Interior Windows (Breezeway and Hallway): Must "remove all lint, dust, dirt and grime" (PWS, Section 1.1.2) Interior Walls and Baseboards (Breezeway and Hallway): Must "remove fingerprints, dirt and any scuff marks, up to 60 inches from the floor." (PWS, Section 1.1.2)
All Buildings (1210, 1212, 1214) and Exterior Areas Mechanical Yard Wall/Fence: Must "remove all dirt, mud, bugs, mildew and mold" (PWS, Section, 1.1.3) Sidewalks: Must "remove dirt, mud, bugs, mildew and mold" (PWS, Section 1.1.4.1) Exterior Windows: Must "remove all grime, dirt and debris." The work must also "prevent leaks or damage." (PWS, 1.1.4.2) Exterior Walls: Must "remove all dirt, mud, bugs, mildew and mold" (PWS, Section 1.1.4.3) Exterior Gutter and Downspout Cleaning: Cleaning must include the "removal of all visible dirt, dark streaks, biological growth (mold/mildew), bird droppings nad atmospheric staining." Upon completion, surfaces must be "uniform in appearance and free of streaks or residue." (PWS, Section 1.1.4.4)
These descriptive standards are what the inspector will use to determine if the work meets the Acceptable Quality Levels outlined in the Service Delivery Summary (Section 2.0).
| 8 | Site Visit Availability: While the solicitation includes an "Industry Day" Question Worksheet, it does not explicitly list a scheduled site visit. Given the textured nature of the CMU block walls and the specialized height of the interior fixtures, will the Government host a site visit for potential offerors to assess existing conditions and logistics accurately? | Please refer to the RFQ in SAM.gov for site visit information. A site visit is scheduled for 7 May 2026 at 10 AM CST for all interested parties. Please email Ms. Candace Robinson at candace.robinson.1@us.af.mil and Ms. Shawna Morris (shawna.morris.2@us.af.mil) by 12 PM CST on 6 May if you are interested in attending. |
| 9 | Incumbent Contractor: Could you please confirm whether there is a current incumbent for this contract? If so, we would appreciate it if you could share the associated Purchase Order number and the total contract value. | There is not a current incumbent for this contract. This is for a one-time cleaning service. |
| 10 | How can we bid this as the prime contractor? Any information would be appreciated | Instructions can be found on SAM.gov under RFQ: FA481926Q0021. |
| 11 | Given the significant volume of exterior wall surface (48,845 sq. ft.) and sidewalk area (20,000 sq. ft.) requiring specialized pressure washing and high-reach equipment, will the Government provide a secure on-site staging area for the contractor to store equipment (lifts, trailers, and pressure washing rigs) during the performance period? | IAW PWS 3.0 and 4.0, government furnished property, services, and facilities will not be provided. |
| 12 | Regarding the cleaning of the four hanging light fixtures in the Building 1210 lobby (suspended at 28 feet), can the Government provide the maximum floor load capacity for the lobby foyer? This is required to ensure that the appropriate articulating man-lift can be utilized without risking damage to the interior flooring. | The subfloor is concrete pad (~4K psi; cannot get the actual) with 1/4" thin set and 1/4" ceramic tile. When windows were repaired after Hurricane Michael, a two man scissor lift was utilized inside the lobby. |
| 13 | The PWS establishes a 100% compliance threshold for interior windows and fixtures. Will the Government accept digital, photo-verified inspection logs (with GPS timestamps and before/after imagery) as the primary record of task completion to satisfy the 100% compliance requirement and minimize the need for physical Government re-inspections? | The government will not accept digital, photo-verified inspection logs as the primary record of task completion in lieu of physical inspections. |
The government will evaluate the contractor’s performance to ensure services meet contract quality requirements. When a performance threshold has not been met or contractor performance has not been accomplished, Contracting Officer’s Representative (COR) will initiate and provide the Contracting Officer (CO) with a corrective action report (CAR) for issuance to the contractor. The contractor shall respond to the CAR IAW instructions provided and return it to the CO within 10 calendar days of receipt. (PWS, Section 5.8)
| 14 | The PWS identifies "exterior surfaces of all gutters and downspouts" for cleaning. Is this intended to be a one-time project at the start of the contract, or a periodic recurring service (e.g., quarterly or semi-annually) throughout the 60-day period of performance? | The scope of work entails a one-time comprehensive cleaning of all exterior gutter surfaces and downspouts. |
| 15 | We utilize 100% biodegradable and non-hazardous cleaning agents to ensure maximum protection of base vegetation and groundwater. To streamline the approval process required in Attachment 1, will the Government allow the contractor to submit the required inventory and Safety Data Sheets (SDS) through our digital LeanSite AI portal? This platform provides the Environmental Flight with immediate digital access to all safety documentation and enables automated usage reporting to fulfill the requirements of IMT Form 83. | Please contact the 325 CES/CEIEC HAZMAT Office at 325CES.Hazmat@us.af.mil. They can help with the submission if the item needs to be tracked in EESOH-MIS. |
| 16 | Please clarify the payment terms for the FA481926Q0021 AFNORTH Interior & Exterior Cleaning requirement. Will payments be made monthly or weekly, or something else? | The payment for this contract will be a single payment for the total firm-fixed price, made after all work is completed and has been accepted by the government. Payments will not be made weekly or monthly. |
This structure means you will complete all the cleaning duties outlined in the PWS within the 60-day performance period, have the work inspected and accepted by the government, and then submit one final invoice for the entire job.
| 17 | Please clarify what is meant by cleaning shall be done weekly, because the requirement is requesting a lot of duties that will take longer than one day a week to complete. | This is a one-time cleaning service. The contractor has a 60-day period to complete all the listed duties one time. There is no mention of any recurring or weekly cleaning tasks. |
| 18 | Wage Determination 2015-4559 Revision 31 does not contain a specific labor classification for "Pressure Wash Operator" or "Exterior Building Cleaner." For the pressure-washing scope (exterior walls, sidewalks, mechanical yard fence), which classification does the Government consider applicable: 11150 Janitor, 11210 Laborer (Grounds Maintenance), 11360 Window Cleaner, or another? If none of these are appropriate, will the Government accept a SF-1444 conformance request post-award? | For the pressure-washing scope of work, including the exterior walls, sidewalks, and mechanical yard fence, the Government considers the applicable labor classification to be 11210 Laborer, Grounds Maintenance under Wage Determination 2015 4559 Revision 31. |
Since the Government has determined that this existing classification adequately encompasses the required duties, an SF 1444 conformance request post-award will not be necessary for this specific scope of work.
| 19 | PWS Section 2.0 Service Delivery Summary excludes "the flag area" from the pressure-wash sidewalks scope. The Sidewalk Highlights map (Appendix G) shows highlighted areas that include the circular concrete pads supporting the static jet aircraft displays in the central plaza. Are these display pads included in the 20,000 SF scope, or are they excluded similar to the flag area? | The display pads for the statics is not included. |
| 20 | PWS 1.1.4.3 authorizes the Contractor to cover security cameras and electrical outlets in the active work area with advance notification to the Government representative. Please specify (a) the acceptable covering standard, (b) the minimum advance notice required for camera coverage with the COR, and (c) whether the Contractor may temporarily secure or post signage at outer perimeter doors adjacent to active wash zones to prevent overspray exposure to building occupants entering or exiting. | a) 3-6 mil plastic utilizing waterproof painters tape to secure; |
b) A schedule and site map of planned door closures will be provided in advance. Any requests for adjustments or modifications to this schedule or site map must be submitted and finalized no later than 24 hours prior to the designated closure;
c) AFORTH will post the signage with email correspondense provided to all building occupants.
| 21 | Please confirm: (a) standard payment terms (Net 30 from invoice acceptance), (b) whether progress payments or partial invoicing are allowed for completion of distinct phases within the 60-day Period of Performance, and (c) whether the Government can support an expedited WAWF onboarding for awarded small businesses to avoid first-invoice processing delays. | This contract is a Firm-Fixed-Price (FFP) award structured with a single CLIN. Per standard federal regulations, payment terms are Net 30 from the date of invoice acceptance. Because the requirement is limited to a single CLIN, neither progress payments nor partial invoicing for distinct phases are authorized. You should plan to submit one final invoice for the full contract amount through Wide Area WorkFlow (WAWF) once the 60-day Period of Performance is complete and all work has been fully accepted. Regarding your request for expedited WAWF onboarding, please be aware that registration is a self-managed process for the contractor through the PIEE portal, and the Government cannot bypass or accelerate the technical setup. To avoid any processing delays with your first invoice, please refer to the specific routing data and DODAACs provided in paragraph (f) of DFARS 252.232-7006. Using the correct "Invoice 2-in-1" document type and the exact routing codes provided will ensure your submission is sent directly to the designated Acceptor and Pay Office for prompt handling. |
| 22 | Equipment staging, vehicle access, and traffic coordination: (a) May the Contractor stage equipment (service truck, trailer, mobile pressure-wash unit, and a contingency 4WD rough-terrain boom lift) in the AFNORTH parking area for the duration of the 60-day Period of Performance? (b) Is vehicle and trailer access permitted within close proximity to the building exteriors (approximately 25 feet of working surfaces) during active cleaning operations, including across grass and landscaped areas? (c) Is there a designated single point of contact (e.g., the COR) with whom the Contractor can coordinate daily building access to less-trafficked areas during normal Government working hours to allow active cleaning while minimizing operational disruption? (d) Are there any designated equipment-staging or no-park areas the Contractor must avoid? | a) Yes, we will have the Contractor stage all equipment behind Building 1210 on the black top access adjacent to the Mech Yard; |
b) Yes, during active cleaning operations only;
c) There are two POCs: Mr. Justin Watson (850) 283-1701 and Mr. Wayne Terrillion (850) 283-1700;
d) Contractor needs to avoid the designated parking spaces (i.e. CC, Dirctor and such).
23 We plan to perform exterior soft-washing in high-traffic areas during after-hours weekday windows (1630–1900 CT) and Saturdays (0900–1700 CT) to minimize disruption to AFNORTH Complex operations. PWS Section 5.7.1 references that exterior after-hours and weekend work requires "unescorted base access" with a 7- to 10-day processing window. Please confirm: (a) the exact additional access process required beyond standard DBIDS issuance for crew personnel; (b) the form, point of contact, and expected processing time; (c) the 48-hour COR advance notice protocol for weekend interior work; and (d) whether any building-level escort or after-hours sign-in is required at the AFNORTH Complex outside Government normal hours. a.) DBIDS cards are only issued for contracts spanning 6–12 months. For all other durations, a Commander’s Letter is required to obtain 30-day unescorted visitor passes. These changes are addressed under Amendment 00002.
b.) Post-award, the contractor must coordinate security protocols with the PM and 325 SFS. The workers would need to be escorted within their compound. The standard wait time for the Commanders letter is one week. These changes are addressed under Amendment 00002.
c) Yes, we must have 48-hour notice for weekend interior work since the Crew Lead's access badge will only work Mon-Fri between the hours of 0600-1800;
d) An Escort is required for all operations taking place after Government normal duty hours of 0630-1630.
24 Is drone use authorized during the washing process? Operating a small Unmanned Aircraft System (sUAS) on military installations is generally prohibited unless an explicit military necessity exists that cannot be achieved through other means. To proceed, the drone must either be on the Department of War’s "Blue List" of NDAA-compliant, cyber-secure devices or receive a detailed Exception to Policy. Once the equipment and its radio frequencies are approved, the operator receives written permission to apply for an FAA Certificate of Waiver or Authorization (COA), which involves coordinating with the TAFB sUAS Program Manager and local air traffic control to establish safe operating instructions.
After obtaining the approved COA, the operator must complete extensive pre-flight coordination, including submitting an event request, notifying impacted ground parties, and ensuring the flight is published on the installation's daily flying schedule. During operations, the pilot must confirm airspace approval with the Tower and Base Defense Operations Center (BDOC) prior to launch, maintain a Visual Observer at all times, and provide real-time updates on location changes. If a flyaway emergency occurs, the operator is strictly required to immediately notify air traffic control, BDOC, Flight Safety, and the sUAS Program Manager

While similar work was performed under contract FA481923P0024, the current scope has been expanded to include gutter cleaning services. As this represents a change in the performance baseline, the previous contract should only be referenced for general context. |
| 26 | Was the previous award for the same scope of work, or has the current requirement changed in any significant way? | This is a new, separate requirement and not a follow-on effort. While similar work was performed under contract FA481923P0024, the current scope has been expanded to include gutter cleaning services. As this represents a change in the performance baseline, the previous contract should only be referenced for general context. |
| 27 | For the gutter and downspout cleaning, is the requirement limited to cleaning the exterior surfaces, or should contractors also include internal debris removal from the gutters? | Yes, the requirement includes cleaning only the exterior surfaces of gutters and downspouts. The requirement focuses exclusively on removing visible dirt and biological growth from the outside. (PWS, Section 1.1.4.4) |
| 28 | Are there any known access limitations around Buildings 1210, 1212, or 1214 that may affect lift equipment, pressure washing, or exterior window cleaning? | The contractor will need to cover security cameras and electrical outlets to prevent damage during work and must provide advanced notification when doing so. |
| 29 | Will the Government provide any escorts for contractor personnel if DBIDS/base access processing is still pending, or should all personnel be fully cleared for unescorted access before work begins? | The contractor will require unescorted base access. Please note the change under Amendment 0002, DBIDS cards are only issued for contracts spanning 6–12 months. For all other durations, a Commander’s Letter is required to obtain 30-day unescorted visitor passes. |
| 30 | Are there any specific environmental restrictions regarding runoff, storm drains, cleaning chemicals, or soft-wash solutions that contractors should account for in pricing? | Yes. Section 1.1.6 of the PWS outlines the HAZMAT requirements. |

- For any chemicals that are not biodegradable, the contracor must detail their mitigation efforts for spill prevention, containment, and disposal
- The contractor is responsible for safeguarding Government property and existing vegetation from damage
| 31 | Are after-hours or weekend work windows available for exterior pressure washing and window cleaning if coordinated in advance with the COR? | All exterior facility service requirements may be performed throughout the weekend and/or after normal hours of operation, if desired. This work is contingent on personnel having the required unescorted base access. (PWS, Section 5.7.1) |
| 32 | Is there a preferred format for submitting pricing beyond the CLIN structure provided in the solicitation? | Ensure proposed unit and extended pricing for CLIN 0001 is provided (Page 10, Volume 1 - Price). The Total Evaluated Price (TEP) will be based on the Firm-Fixed Price (FFP) for CLIN 0001. (Page 20 of solicitation) |
| 33 | Can out of state companies participate in this bidding event? | Yes; please note this is an RFQ, not a bid. |
| 34 | I didn't see any method of document submission. Would that be by mail before the dute date or is there an online portal for this? | Please submit your packages via email to Ms. Candace Robinson (candace.robinson.1@us.af.mil) and Ms. Shawna Morris (shawna.morris.2@us.af.mil) by 12:00 PM CST 20 May 2026. |
| 35 | When is the anticipated start date and finish date? | 60 calendar days from the date of award |
| 36 | What is the most recent award amount in total? | This is a new, separate requirement and not a follow-on effort. While similar work was performed under contract FA481923P0024, the current scope has been expanded to include gutter cleaning services. As this represents a change in the performance baseline, the previous contract should only be referenced for general context. |
