About this file
This document is a State Purchasing Bureau (SPB) Form 31 solicitation for Call Center Support for Unemployment Insurance Services, with solicitation number 121962 O3. The solicitation is scheduled to open on Friday, June 27th, 2025 at 2pm CST, with mandatory requirements for bidders to submit a Contractual Agreement Form (signed manually or via DocuSign), Corporate Overview, Technical Approach, and Cost Sheet. The evaluation process will assess submissions across three main parts: Corporate Overview (25 points), Technical Approach (65 points), and Cost Sheet (10 points), with a total possible score of 100 points. Additionally, oral interviews may be required, which could add up to 20 more points to the total evaluation.
The cost sheet points will be calculated using a comparative method where the lowest cost submitted receives the maximum points, and other submissions are scored proportionally using a specific formula. The calculation involves dividing the lowest cost submitted by the individual submission's cost and multiplying by the maximum possible cost points. This approach ensures that the most cost-effective proposal receives the highest cost-related score, with other proposals receiving scaled points based on their relative cost positioning. Bidders must carefully prepare their submissions to meet all mandatory requirements and optimize their scoring across the evaluation criteria.
