About this file

This document is an Excel-based Response Template for a Request for Proposal (RFP) issued by the Nebraska Department of Labor (NDOL) for call center support for Unemployment Insurance (UI) services. The solicitation seeks a vendor to manage approximately 71,000 annual calls, with services required from 8:00 AM to 5:00 PM CST, Monday through Friday, excluding state holidays. The contract will be for an initial one-year term with options to renew for four additional one-year periods. Proposals were due by June 27, 2025, with an anticipated contract award date of September 10, 2025. The selected vendor must operate an onshore call center from a secure, dedicated U.S. office, provide multilingual support, and maintain specific performance standards including an Average Speed to Answer of 3 minutes, Average Handle Time of 10 minutes, and a Customer Satisfaction Score of 85% or greater.

The RFP does not specify explicit set-aside designations or budget ranges, but requires a comprehensive solution including trained staff, dedicated workspace, telephony equipment, and robust reporting capabilities. The vendor must provide a Customer Relationship Management (CRM) system that integrates with NDOL's existing systems, handle callbacks, maintain detailed call records, and provide real-time dashboards. At least 10% of call center agents must be bilingual in English and Spanish, with additional telephonic interpretation services available. The contractor will be responsible for managing peak call volumes during November-February and May-July, with a focus on handling approximately 5,000 non-English speaking inquiries annually. Pricing will be evaluated based on detailed cost proposals covering labor, employee benefits, statutory employment costs, and direct operational expenses.
