About this file

This document is an Excel-based response template for the Nebraska Department of Labor (NDOL) Request for Proposal (RFP) for a call center support contract for Unemployment Insurance services. The RFP seeks a vendor to manage approximately 71,000 annual calls, including 5,000 non-English speaking inquiries, with services to be provided from 8:00 AM to 5:00 PM CST, Monday through Friday, excluding state holidays. The contract is for an initial one-year term with options to renew for four additional one-year periods. The solicitation requires an onshore call center located in a secure, dedicated U.S. office, with proposals due by June 27, 2025, and an anticipated contract award date of September 10, 2025.

The contract requires the vendor to provide comprehensive call center support, including a Customer Relationship Management (CRM) system, multilingual support (with at least 10% of agents fluent in English and Spanish), and adherence to specific performance metrics such as an Average Speed to Answer of 3 minutes, Average Handle Time of 10 minutes, and a Customer Satisfaction Score of 85% or greater. While no specific budget ranges are explicitly stated, the RFP requires detailed cost proposals covering labor, employee benefits, statutory employment costs, and direct operational expenses. The vendor must maintain secure workspaces, create and store call recordings for 30 days, and provide real-time dashboards with comprehensive reporting capabilities. The solicitation does not mention specific set-aside designations or identify an incumbent vendor.

B.BUSINESS REQUIREMENTS: General Operational Requirements
1.b.b.Contractor shall ensure that agents have a secure and dedicated workspace that prevents unauthorized access to claimant data.Describe your site security and how you will maintain security. Both physical and technological security. Describe your experience handling Personal Protected Information (PPI) and sensitive information. Describe how you will ensure that any data resulting from services provided is properly secured according to the requirements in this RFP and is not used, accessed, or disseminated by any manor for any reason not authorized by NDOL.Direct Interactions is fully committed to safeguarding all client data, including Personal Protected Information (PPI) and other sensitive information, through a combination of physical and technological security measures. In alignment with the requirements of NDOL, we have developed a comprehensive security framework that supports both our proposed physical office in Lincoln, Nebraska, and our broader distributed operations.

Physical Security To meet NDOL’s requirement for an onsite presence, Direct Interactions will establish and operate a secure physical facility in Lincoln, Nebraska, which will serve as the central hub for call center operations. This facility will be equipped with the following physical security controls:

•Entry to the facility will be controlled through keycard access and monitored by security cameras. Only authorized personnel will be permitted onsite.
•All visitors will be logged, escorted, and restricted from accessing sensitive areas.
•All workstations will be configured to automatically lock after periods of inactivity and will be positioned to prevent unauthorized viewing of sensitive information.
•Supervisors and a dedicated Quality Assurance Analyst will be present to ensure compliance with security protocols and operational standards.

In addition to the Lincoln facility, Direct Interactions maintains multiple secure office locations across the United States. These sites are part of our business continuity and disaster recovery strategy, ensuring uninterrupted service delivery in the event of regional disruptions.

Technological Security Our cloud-based infrastructure, powered by Amazon Web Services (AWS) and Amazon Connect, provides a secure, scalable, and resilient environment for all service operations. Key technological safeguards include:

Include the processes in place to adjust staffing, workflows, or resource allocation in response to sudden changes in call volume or unexpected events. How will you ensure KPIs are met in the performance of this contract?Direct Interactions will provide a dedicated team of trained Customer Service Representatives exclusively assigned to the NDOL contract. Our workforce planning strategy is built on agility, scalability, and precision, ensuring we meet NDOL’s key performance indicators (KPIs) and service level agreements (SLAs) under all conditions.

To support this, Direct Interactions will leverage Amazon Connect’s ML-powered forecasting, capacity planning, and scheduling tools. These capabilities allow us to accurately predict contact volume and average handle time, generate intraday forecasts updated every 15 minutes, and dynamically adjust staffing in real time. This ensures we always have the right number of agents available to meet NDOL’s service goals without overstaffing.

Our Workforce Management (WFM) team uses these forecasts to generate optimized schedules and conduct “what-if” analyses to prepare for seasonal surges or unexpected events. In addition, agents can view and manage their schedules directly within the Amazon Connect interface, streamlining operations and improving agent satisfaction.

In the event that the abandoned call rate exceeds 10%, Direct Interactions will immediately notify the NDOL point of contact (POC) and implement a corrective action plan. This includes root cause analysis, real-time staffing adjustments, and a resolution timeline. Our ML-driven forecasting tools help prevent such occurrences by enabling proactive staffing decisions based on real-time data.

We are committed to achieving the following KPIs:

•ASA ≤ 3 minutes
•AHT ≤ 10 minutes
•ACW ≤ 1.5 minutes
•Abandonment Rate ≤ 10%
•Repeat Caller Rate ≤ 20%
•Scheduled Callback Rate ≤ 20%
•CSAT ≥ 85%
•≥95% accuracy in CRM and NEworks data capture
•≥98% of incoming calls answered (excluding IVR drops)
•Hold time ≤ 2 minutes

Our QA and performance teams conduct weekly audits and coaching sessions to reinforce these standards. With Amazon Connect’s real-time dashboards and ML-powered insights, NDOL will have full transparency into performance, staffing, and service quality ensuring accountability and continuous improvement.

oAverage Handle Time (AHT): ≤10 minutes
oAfter Call Work (ACW): ≤1.5 minutes
oAbandoned Call Percentage: ≤10%
oRepeat Caller Percentage: ≤20%

oCallers should not be placed on hold for longer than 2 minutes.
3. I. i.i.Contractor shall create and maintain audio recordings of all calls. Contractor shall maintain audio recordings of calls for at least thirty (30) days.Explain percentage of calls are digitally recorded and how long are these recordings stored? Client requested recordings must be made available within 24 hours of the request.Direct Interactions will implement Amazon Connect’s native call recording capabilities to ensure full compliance with NDOL’s requirements for audio capture, retention, and accessibility. All inbound and outbound calls handled on behalf of NDOL will be digitally recorded using Amazon Connect’s “Set recording and analytics behavior” configuration, which enables automatic recording of both agent and customer audio streams.

Recordings are securely stored in Amazon S3, a highly durable and encrypted cloud storage service. By default, 100% of calls are recorded and stored in stereo format, with agent and customer audio on separate channels to support high-fidelity playback and analysis These recordings are encrypted using AWS Key Management Service (KMS) and protected against unauthorized access through role-based permissions and audit logging. Direct Interactions will retain all call recordings for a minimum of 30 days, in accordance with NDOL’s requirements. Recordings are typically available within minutes of call completion and are accessible via the contact record in Amazon Connect once the After Call Work (ACW) state concludes.

Upon request, Direct Interactions will provide NDOL with access to any specific call recording within 24 hours. Our team will use the contact ID to locate and retrieve the requested file, ensuring rapid and accurate delivery. To further enhance compliance and operational transparency, we implement Amazon S3 security protocol policies to safeguard recordings from accidental deletion and to manage long-term storage efficiently. These practices ensure that NDOL has reliable access to call recordings for quality assurance, training, and compliance purposes.

Through this secure, automated, and policy-driven approach, Direct Interactions guarantees that NDOL’s expectations for call recording, retention, and retrieval are consistently met with speed, accuracy, and accountability.
