About this file
This is a Solicitation/Contract/Order for Commercial Items (Standard Form 1449) issued by the Department of Veterans Affairs National Cemetery Administration for janitorial services at Riverside National Cemetery in Riverside, California.
The National Cemetery Administration seeks a service-disabled veteran-owned small business (SDVOSB) to provide comprehensive janitorial services for a one-year base period (April 1, 2026 through March 31, 2027) plus four optional one-year renewal periods through March 31, 2031. The contractor must furnish all labor, equipment, supplies, and materials to perform daily cleaning and sanitization of administrative buildings, restrooms, offices, breakrooms, and outdoor areas. Services include floor maintenance, carpet cleaning, window cleaning, restroom sanitation, trash removal, and janitorial storage area management. The contractor must maintain ISSA CIMS Green Building Certification, employ certified personnel in green cleaning practices, use EPA Safer Choice or equivalent environmentally preferable products, and adhere to strict operational standards including Monday-Friday service from 7:00 AM to 10:00 PM and weekend service from 10:00 AM to 2:00 PM. The Performance Work Statement specifies a 95% compliance standard for all cleaning tasks with daily monitoring and monthly inspections. Offers are due by March 5, 2026 at 1:00 PM Pacific Time, with a mandatory site visit scheduled for February 20, 2026 at 9:00 AM. The contract is restricted to certified SDVOSBs under NAICS code 561720 with a $22 million small business size standard. Questions must be submitted by February 25, 2026. The government intends to evaluate offers using a lowest-price technically acceptable (LPTA) basis, requiring offerors to demonstrate two years of experience in high-visibility areas, provide detailed staffing plans with identified contract and site managers meeting minimum qualification requirements, and submit a quality control plan addressing all Performance Work Statement requirements.
