AMENDMENT OF SOLICITATION/MODIFICATION OF CONTRACT
This is Amendment No. 0002 to federal solicitation 36C78626Q50080, issued by the National Cemetery Administration (Department of Veterans Affairs, Central CO located in Triangle, Virginia) with an effective date of March 23, 2026. The amendment extends the response deadline to March 26, 2026, and reinforces mandatory submission requirements to ensure alignment with existing Performance Work Statement (PWS) provisions.
Required Submissions and Evaluation Criteria:
Offerors must submit a Part-II-Technical proposal that addresses all technical evaluation factors by providing a course of action and plan demonstrating how their company will successfully accomplish requirements, rather than merely repeating PWS language. Mandatory qualifications include two years of experience performing operations in high-visibility, high-traffic areas where activities must occur without disrupting ceremonial or public activities, plus current certification from a recognized green cleaning program (Green Seal, UL ECOLOGO, or ISSA CIMS-Green Building Standard). Contractors must have experience with CIMS performance standards, with certification included at the time of quote submission. Offerors must identify by name three key personnel—Site Manager, Contract Manager, and Contractor Quality Control Manager—each with one-page resumes documenting qualifications, experience, certifications, training, roles, and responsibilities; failure to submit this documentation may result in an unacceptable finding. All subcontractors must be identified by name with descriptions of their assigned work. Offerors may submit completely revised quotes, with evaluation based solely on submissions received by the revised closing date. Award will be made to the technically acceptable offeror with fair and reasonable pricing.
