Addendum 52.212-2 EVALUATION – COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES. (Nov 2021) (DEVIATION AUG 2025)
(A) BASIS OF AWARD: This procurement is being conducted pursuant to FAR Part 12 and in conjunction with FAR Subpart 15.101-2 using the Lowest Price Technically Acceptable (LPTA) source selection process. The Government intends to award a contract resulting from this solicitation to the responsible offeror who offers the lowest price, whose quoted price is found to be fair and reasonable, and whose quote is found to be technically acceptable when considering the non-price evaluation factors described below. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced or if the proposed price for the basic requirement or any option exceeds the amount of funding available for any of those requirements. Offerors who fail to meet any of the technical acceptability evaluation factors below will be rated Unacceptable and will not be eligible for contract award.
(B) Technical Acceptability Evaluation Factors:
Sub-Factor 1: Offerors must have two (2) years’ experience performance in high-visibility, high traffic areas where operations must be conducted without disrupting ceremonial or public activities. Offeror must have certification from a recognized green cleaning program such as Green Seal, UL ECOLOGO, or ISSA CIMS-Green Building (GB) Standard. Contractors must have experience with CIMS performance standards. (five (5) pages or less)
Sub-Factor 2: Offeror must provide a staffing plan detailing how many employees will be used for this requirement and detail their plan to find replacements in the event employee is sick or leaves company. Identify the Contract Manager and Site Supervisor and include a one (1) page resume with their experience, qualifications, certifications, training, roles, and responsibilities. Must meet the minimum requirements in PWS section 1.19. (ten (10) pages or less)
Sub-Factor 3: Offeror must provide Contractor Quality Control Plan (CQP) that ensures services will be performed in accordance with the PWS. Identify responsible person and provide a one (1) page resume with their experience, qualifications, certifications, training, roles, and responsibilities (Five (5) pages or less)
Offerors that meet the minimum qualifications and provide detailed information addressing all factors will be found technically acceptable.
(C) EVALUATION PROCESS: Offers will be evaluated in the following manner. The lowest-priced offer will be identified. If the proposed price is found to be fair and reasonable, the offer will be evaluated to determine if the offer takes exception with any of the requirements for this procurement specified in the solicitation. If the offer does not take exception with any of the requirements for this procurement, the Contracting Officer/technical evaluation team will then determine if the first lowest-priced offeror is technically acceptable using the technical evaluation factors applicable to this procurement. If a contract award cannot be made to the first lowest-priced offeror, the Contracting Officer will evaluate the next lowest-priced offer following the procedures described above. This process will continue until a contract award can be made, or the Contracting Officer determines that no contract award can be made. The Government intends to evaluate offers and award a contract without discussions with offerors. However, the Government reserves the right to conduct discussions at any time if determined by the contracting officer to be in the Government’s interest. The Government reserves the right to verify any information submitted in support of the technical factors and may find an offer unacceptable if required documentation is incomplete, inconsistent, or cannot be substantiated.
(D) Price: Price analysis will be used to determine that the prices are fair and reasonable in accordance with FAR Subpart 15.404-1(b). The Government will evaluate price for completeness, reasonableness, and unbalanced pricing.
(E) Options: The Government will evaluate proposals for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a proposal is unacceptable if the option prices are significantly unbalanced or if the proposed price for the basic requirement or any option exceeds the amount of funding available for any of those requirements. Evaluation of options shall not obligate the Government to exercise the option(s).
