W91243-21-Q-JE05
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
The Nebraska National Guard (NENG), has a requirement to establish Blanket Purchase Agreements (BPA) for meals and subsistence (groceries) throughout Nebraska. The NENG intends to enter into a BPA for a period of up to five years (Oct 1, 2021 to Sept 30, 2026).
Please review these documents in their entirety for a complete description of this requirement.
2. This requirement is a small business set-aside. The North American Industry Classification System (NAICS) code 722320 and size standard is $8.0 million.
3. The meals/subsistence requirement consists of establishing no more than three (3) BPAs with third party vendors that can coordinate and provide meals/subsistence throughout Nebraska.
4. This agreement will be in effect for a period on or around Oct 1, 2021 or until the total spent on the master BPA reaches $999,500.00 (whichever occurs first), or until such time either party to this agreement requests that it be canceled in writing (60 day notice required).
Please note that a BPA is not a contract. A BPA is a streamlined method for acquiring services on an as-needed basis from qualified sources that are readily available and thus eliminates the need for repetitive costly re-procurements. There is no minimum or maximum guaranteed quantity. All BPA Call Orders must be acknowledged by the selected vendor in order to be retained on the BPA calling list. The NENG does not intend to pay for any information provided under this notice. NENG is not obligated to notify respondents of the results of this notice.
5. Period of Performance: Oct 1, 2021 to Sept 30, 2026
Each BPA will have a base year and 4 option years. The maximum limit of each will be $999,500.00. Each will be a combination of priced and priced “fee” CLINs. The priced CLINs will be for 10 types of meals and the priced “fee” CLINs will be for unique subsistence and meals.
6. The BPA will be awarded on the basis of best value in regards to lowest price, technical, and past performance.
a. Price:
Price will contribute substantially to the decision. The NENG will evaluate the price information submitted in each offeror's price proposal. Offerors are encouraged to provide any seasonal discounts or any additional information we could use to evaluate best value to the Government.
b. Technical:
The Offeror must indicate that they can meet the specific requirements of the solicitation. Only Offerors determined to be technically acceptable will be eligible for a Master BPA.
c. Past Performance:
Recency of past performance is determined by work completed within the past three (3) years. If an offeror has no recent or relevant past performance, past performance will be treated as neutral, resulting in an acceptable rating.
The NENG may determine acceptability based on either Contractor Performance Assessment Reporting System (CPARS) ratings, Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontracting Reporting System (eSRS) or from other sources (if necessary).
7. If you wish to compete, please complete:
a. Offer Form
