About this file
This is Amendment 0001 to a Request for Quote (RFQ) FA301626Q0276 issued by the Air Force 502d Contracting Squadron (FA3016) located at JBSA Lackland, Texas, effective September 4, 2026. The amendment makes administrative corrections to the original solicitation for a Biomedical Equipment Technician (BMET) Work Center Furniture Package at Port San Antonio Consolidated Storage and Deployment Center. The primary changes include removing Lowest Price Technically Acceptable (LPTA) language from CLINs 0007 and 0008, updating the email subject line for submissions, and revising the basis of award to a best-value firm-fixed-price (FFP) approach utilizing a tradeoff process rather than LPTA methodology. The solicitation number is updated from FA301626Q0276 to FA301626Q02760001.
The RFQ requires quoters to submit proposals in four parts: Technical Capability, Delivery & Installation Schedule, Past Performance, and Price. Mandatory requirements include current SAM registration and NAICS code 337127 (Institutional Furniture Manufacturing). Two line items are specified: CLIN 0007 for industrial-grade, ESD-safe tall technician chairs with adjustable pneumatic cylinders for 38-inch standing-height workbenches, and CLIN 0008 for ESD-safe administrative task chairs for standard 29-30 inch sitting-height desks. Both items must include electrostatic dissipative materials, 5-star conductive bases with grounding drag chains, and ergonomic adjustments. The quote submission deadline is 10:00 a.m. CDT on Monday, September 14, 2026, with questions due by 10:00 a.m. CDT on Thursday, September 10, 2026. The government's required delivery and installation timeline is 60 calendar days or less after receipt of order, with preference given to accelerated timelines of 14-30 days. Evaluation will prioritize technical acceptability, followed by tradeoff analysis considering delivery schedule, past performance on similar projects, and price reasonableness, with non-price factors deemed significantly more important than price.

Evaluation Factors for Award
Header Miscellaneous Text (Modified):
Attachment 2 Evaluation Factors for Award
The provision at RFO 52.212-2, Evaluation - Commercial Items, applies to this acquisition, in addition to the following Addenda:
Basis of Award: The Government will award a firm-fixed-price (FFP) Purchase Order resulting from this solicitation to the responsible quoter whose quote represents the Best Value to the Government, utilizing a tradeoff process. Under this best value tradeoff methodology, the Government may award to other than the lowest-priced quoter, or other than the quoter with the highest technical rating, if it is determined that the added benefits of a superior delivery schedule or stronger past performance justify the associated price premium.
Quoter shall submit solicitation information in accordance with the instructions to offerors for technical acceptability.
To be considered for award, the quote must be determined to be "Acceptable" under Factor 1 (Technical Capability). Among those quotes determined to be technically acceptable, the Government will perform a tradeoff analysis utilizing the following evaluation factors:
Technical Capability (Evaluated on a Pass/Fail, Acceptable/Unacceptable basis) Factor 1:
: Delivery & Installation Schedule (Tradeoff Factor) Factor 2 : Past Performance (Tradeoff Factor) Factor 3 Price (Evaluated for completeness and reasonableness) Factor 4:
Relative Importance: When combined, all non-price evaluation factors (Factors 1, 2, and 3) are significantly more important than Factor 4 (Price). As non-price factors among competing quotes become more equal, price will become a more determining factor in the award decision.
Factor 1: Technical Capability Quoter shall submit solicitation information in accordance with the instructions to offerors for technical acceptability. To be considered for award, you must provide:
1. Technical Compliance: Sufficient information to demonstrate that your proposed products and services meet the essential salient characteristics and technical specifications of the BMET Work Center Furniture package outlined in the Statement of Work (SOW).
2. Commercial Literature: You are highly encouraged to include commercial literature and product specifications for the items you are quoting. Failure to provide adequate specifications may result in your quote being rejected.
The Government will evaluate your quote on an Acceptable/Unacceptable basis to ensure it meets the essential requirements of the solicitation. The following assigning ratings will be used:
Rating Description Acceptable Quotation clearly meets the requirements of the solicitation.
Unacceptable Quotation does not clearly meet the requirements of the solicitation.
Factor 2: Delivery & Installation Schedule The government's required delivery and installation timeline is 60 calendar days or less after receipt of order (ARO).
Quoters must submit a detailed, binding delivery and installation schedule as part of their quote.
Tradeoff Value: Due to critical mission-essential constraints, the Government values accelerated delivery. Quoters who propose an accelerated timeline (e.g., 14 to 30 calendar days ARO) that is deemed realistic and advantageous will be rated more favorably in the tradeoff analysis over quoters proposing the baseline 60-day timeline.
Factor 3: Past Performance The Government will evaluate the quoter's recent and relevant past performance executing projects of similar size, scope, and complexity (specifically the delivery, assembly, and installation of laboratory or technical workbench environments).
The Government will utilize CPARS, contractor performance histories, and any past performance information provided by the quoter.
Tradeoff Value: A history of highly successful, on-time project execution under challenging timelines will be rated more favorably in the tradeoff analysis than a record of satisfactory or neutral past performance.
Factor 4: Price All unit and extended prices in your quote must be rounded to the nearest dollar. The extended price must be divisible by the number of units proposed. Price will be evaluated for mathematical correctness, completeness, and price reasonableness.
All unit and extended prices in your quote must be rounded to the nearest dollar. The extended price must be divisible by the number of units proposed.
Note: If three (3) or fewer quotes are received, the Government will consider all quotes for evaluation. If more than five (5) quotes are received, the Government reserves the right to initially evaluate the five (5) lowest-priced quotes for Technical Acceptability (Factor 1). If the Government evaluates these lowest-priced quotes and determines that a superior value or a more advantageous delivery schedule (Factor 2) is present in other received quotes, the Government reserves the right to evaluate additional quotes, if deemed to be in the best interest of the Government.
Failure by the quoter to provide product and service specifications may result in not being considered for award by the Government. Only those quotations determined to be technically "Acceptable" under Factor 1 will be evaluated under the remaining tradeoff factors (Factors 2, 3, and 4). If the quotation received is determined to be unacceptable under Factor 1, the vendor will be excluded from the competition and will not be considered for award.
The Government intends to make one (1) purchase order award based on the initial quote submissions without conducting interchanges. Therefore, each quote should contain the Quoter's best terms from a price, delivery, past performance, and technical standpoint.
However, the Government reserves the right to hold interchanges if, during the evaluation, it is determined to be in the best interest of the Government. Interchanges are fluid interaction(s) between the Contracting Officer (CO) and the contractors that may address any aspect of the quote and may or may not be documented in real time.
Interchanges, if necessary, will be conducted using Interchange Notices (IN). Quoter responses to INs will be considered in making the order selection decision.
Interchanges may be conducted with one, some, or all quoters as the Government is not required to conduct interchanges with any or all contractors responding to this solicitation.
